The St.Clementian Parliament is the legislative body of the Grand Duchy of St. Clemens. Originally established as a unicameral legislature, it was expanded to become bicameral upon acceptance of international citizens. The Parliament is now composed of two chambers, the House of Commons, the original chamber, and the Royal Senate, composed of international citizens.

The St. Clementian Constitution provided for the House of Commons, and expanded to provide for the Royal Senate upon the Parliament's ratification of the Second Amendment to the Constitution.
