The Order of the Galaxy is an award originating in the Federal Empire of Aarbaro awarded to those who have honored Aarbaro with their hard work. All are allowed to be rewarded the honor, however this is in rarity due to lack of work ethic in Pacem, as well as a lack of foreign help.
