The Monarchy of Excelsior referred to the formal monarchy and nobility established 1 November 2020 and abolished 30 July 2022 in the Excelsior Republic. Despite being a republic in name and government, Excelsior was still de jure a kingdom under the reign of Her Royal Majesty Queen Finn. The Monarchy was enshrined in the constitution of Excelsior, but was guaranteed minimal powers. The Monarch, or the "Sovereign of Excelsior", was granted the title of Mayor Alis City, the Capitol of Excelsior, and could issue royal decrees that hold no legal standing. The Queen was not the head of state, with the head of state being the President. It was previously illegal to attempt to remove the monarchy within Excelsior, a highly contested law which was passed via an unpopular executive order by President Silas Wurnbash after the bill failed in the Senate. This law was revoked hours before the successful Excelsioran Revolution which led to the end of the monarhcy. The line of succession to the monarchy was designated by the Federal government, and family members of the monarch were not guaranteed to be included in the list of heirs. While the monarchy was still relevant in politics during its time in existence, it had little power in government, as Excelsior was and is by name a republic and thus many citizens paid little attention to the monarchy. The Monarchy was overthrown by a successful revolution in late July of 2022, in which Queen Finn was arrested and held in capitol palace, while the national guard reclaimed former royal territories.


While in existence, the monarchy was a divisive issue in Excelsior, with many politicians, including Republican Front leader Thomas Jacobs and Chancellor and former Crown Prince Nicolas Caiazzo expressing their opposition to the monarchy. President Silas Wurnbash was know for his eccentric support of the monarchy, and attempted to outlaw speaking out against it in the past. The Democratic Party of Excelsior, Excelsior's dominant political party, made the protection of the monarchy a major issue and the Invictus Republic has long been a "stronghold" of support for the monarchy. Despite this, Queen Finn has expressed dislike for Wurnbash and has tried to revoke his citizenship multiple times. On 29 July 2022, Invictus revoked all its treaties with the monarchy and President Wurnbash publicly declared his intent to bring down the monarchy, beginning the Excelsioran Revolution.


While in power, the Queen resided at Capitol Palace with her family while not having an official residence. The Queen granted noble titles to those who have "served Excelsior in a major and important way", and has knighted multiple foreigners as well. These title were revoked following the Excelsioran Revolution.

History

The monarchy was officially established 1 November 2020. At the inception of the monarchy, the Federal Government designated Chancellor Nicolas Caiazzo's sister, Finn, as the Sovereign and monarch of Excelsior. Lillian, Silas Wurnbash's cousin, was designated heir apparent as Crown Princess. This made both Caiazzo and Wurnbash's families the joint royal families of Excelsior, divided into the Grandsian house, led by Queen Finn, and the Invictusian house, led by Crown Princess Lillian. Caiazzo and Wurnbash were both made Princes and their immediate families were made either Dukes or Counts, dependent on age. The line of succession was to go from house to house, starting with the incumbent Grandsian House.

January 2021 - August 2021

During this time, the monarchy remained relatively dormant, with Queen Finn being coronated in January. Queen Finn rarely appeared in government and the Excelsioran Monarchy stayed irrelevant until August 2021, when a system for the gifting of titles established. In February of 2021 the official name of Excelsior was changed to a Republic. Princes Caiazzo and Wurnbash were removed in June 2021 for irrelevance and were made knights by Queen Finn for their government service.

August 2021 - January 2022

From August 2021 to January 2022, Excelsior began to sell titles[1] to raise money for the Excelsioran Charity Fund and the Federal Treasury. Very few "sales" were made and most title continued to be bestowed upon those with long records of government service. while today the practice of purchasing titles still exists, it has grown irrelevant and unpopular among the general population.

January 2022 - July 2022

Beginning in January 2022 support for the monarchy, specifically from the dominant Democratic Party and the Invictus Republic, grew significantly, which brought greater relevance to the monarchy as a political issue. In March 2022 Thomas Jacobs established the Republican front, an anti-monarchist and Christian democratic political party opposed to the monarchy. The Democratic Party also added monarchism as an official ideology. in March and April, President Silas Wurnbash attempted to pass two new laws, one outlawing speaking out against the monarchy, and another making it illegal to remove the monarchy. Both bills failed in the Senate, but Wurnbash used an executive order to pass the latter bill into law.


July 2022 - Present

On 29 July 2022 after the Invictus Republic of Excelsior repealed its treaty to protect the Excelsioran Monarchy, causing Invictisian Premier and President of Excelsior Silas Wurnbash to declare an uprising against the monarchy and the Sovereign of Excelsior, Queen Finn, on behalf of Invictus. This action caused multiple other government officials to join in the uprising against the monarchy, which eventually led to Chancellor Nicolas Caiazzo declaring that his administration and the Excelsioran Interior Government supported the efforts and would move to occupy royal property by force via the National Guard within Capitol Palace. The Republic Act, which abolished the monarchy and nobility, was also introduced to the Parliament on 29 July 2022 after protections on the monarchy were repealed, and was passed 30 July 2022, signaling the end of the revolution.


During the revolution, many foreign leaders, including President of Georgienstine Raphaël Olivier and Crown Prince of Gapla Wyatt Baek expressed concern at the actions of the government and called for the issue to be resolved democratically.

Monarch

The last and only monarch was Her Royal Majesty Queen Finn I, also known as Queen Finny. Assuming the throne at age 5 on 1 November 2020, Queen Finn was the first monarch of Excelsior, and reigned before the official adoption of the Excelsioran constitution. The Queen was known for her secrecy around her personal life and disregard for Excelsioran politics and many Excelsioran politicians, including President Silas Wurnbash, whom she was rumored to dislike. She has close relations with former Prince Leo Caiazzo, her brother. She is directly related to Nicolas Caiazzo as her older brother. Queen Finn was featured on the now discontinued 500,000 EX$ Excel note. After her arrest by the national guard during the Excelsioran Revolution. Queen Finn was let free and fled Excelsior, where she proclaimed herself as the Queen-in-exile. Queen Finn now lives in exile de jure but still resides with her family in Capitol Palace.

Constitutional and government powers

The Monarch was guaranteed few powers in the Constitution of Excelsior before the passage of the Republic Act, those powers being:

The powers of the Sovereign include and are limited to:

  • They may not have any influence in the dealings of the federal or territorial governments unless this negates a government position that they hold, wherein they would hold power granted to the said official by this constitution in article IV, Sections I, II, III, IV, V, VI, and VII, and Citations I and II.
  • Vote in government dealings wherein they are allowed to vote.[2]

Influence in government

The Queen also often issued "royal decrees", which carried no legal standing and were usually used as announcements. Queen Finny was not active in the Excelsioran Government or Excelsiroan politics and rarely exercised her powers. Since the monarchy had such little power, Excelsioran Government designated Excelsior to be a republic, and the Excelsioran Monarchy only existed in government de jure while still holding influence in politics. Formerly, Excelsior was known as the United States of the Grand Kingdom of Excelsior.

The Excelsioran monarchy currently owns many of Excelsior's national artifacts, including the Royal Sceptre, Princely Crown, Royal Crown, State Tiara, Cultural Crown, and the Orb of Radiance. These artifacts make up the crown jewels of Excelsior, housed in the Federal Treasury at Capitol Palace.

Crown Jewels

Royal artifacts officially designated by the Department of the Treasury as being priceless artifacts essential to Excelsioran history are recognized as Crown Jewels of Excelsior and are housed in the Federal Treasury. Today, the collection includes multiple crowns as well as other ornaments.

Crowns

The Federal Treasury currently holds four crowns federally recognized as being part of the crown jewels. The most important of these crowns, the Royal Crown, is worn by the Queen for official functions, portraits, and other official royal affairs. Since its establishment, the Excelsioran Monarchy has seen three different crowns designated as the "Royal Crown". The current royal crown is, despite its name, a tiara. The tiara is made of a dark gold metal alloy, and is studded with rhinestones, ranging in size. The crown is officially designated as the "Royal Crown of Her Royal Majesty the Queen" and is featured in Queen Finn's official portrait.

Former Royal Crowns

The first Royal Crown, today designated as the "Cultural Crown", was made by Nicolas Caiazzo, the former Prince and current Chancellor, in January of 2021. The crown was constructed out of gold-colored cardstock studded with plastic rhinestones applied with glue and a pink pom pom at the top of the crown. Today the crown is recognized as part of the Crown Jewels and is housed in Capitol Palace. A separate tiara, today part of the Crown Jewels and designated as the "State Tiara", was also made of cardstock and rhinestones to accompany the crown. The crown was decommissioned in April 2021 as the Royal Crown and a new crown, made of metallic plastic, polyester, and rhinestones, today designated as the "Princely Crown", was made the Royal Crown. This crown was decommissioned in February 2022 in favor of the current Royal Crown and today sits in the Excelsioran History Museum at the Federal Treasury.

Ornaments

The Federal Treasury currently recognizes the Royal Sceptre of Excelsior and the Orb of Radiance as national ornaments of the Crown Jewels. These two ornaments were used in the coronation of Queen Finn I and today are housed in long-term storage in the Federal Treasury for preservation purposes. The Orb of Radiance has never been used by a monarch and is made of metal and metalic gold paint.

Royal Sceptre

The Royal Sceptre of Excelsior was used in the coronation of Queen Finn I in January 2021 and has since never been used. The sceptre is made of wood, painted in metalic gold paint, and studded with metal bells and rhinestones. It was broken by Queen Finn in April 2021 and has since been housed in long term storage at the Federal Treasury to preserve it.

Other artifacts

Artifacts not designated as part of the crown jewels are stored in the national armoire in the grand dining hall of Capitol Palace. These artifacts mostly include plates, saucers, cups, and glasses. Included in this collection is the royal tea set, consisting of English china with the royal emblem painted on each piece. The tea set was a gift from Lord Jay of Goose Island and is often used by Queen Finn.

Succession

Succession to the throne is determined by the Excelsioran Federal Government. The government may appoint monarchs and add citizens to the line of succession. The current line of succession is as follows:

  1. Queen Finn I (Incumbent monarch)
  2. Crown Princess Lillian (Heir Apparent)
  3. Excelsioran nobles in order of precedence
  4. Excelsioran knights in order of precedence

The line of succession is triggered when the incumbent Monarch abdicates or dies. The age and gender of an individual in the line of succession does not affect their position in the line.

Appearance in other succession lines

The Monarch is included in other lines of succession for Excelsioran Federal Government officials. The incumbent Monarch is listed as 17th in both the Presidential and Chancellorial lines of succession in the Excelsioran Constitution.[2]

Residence

The Monarch has no official estate listed as their residence, however, Alis City, the capital of Excelsior, has been designated as the home of the Monarch. However, Queen Finn currently resides at Capitol Palace with her immediate family including Chancellor Nicolas Caiazzo. The Queen's residence within the Palace is currently listed as the Cherry Hills prefecture of the Grandsian Republic. The Royal Gardens at Raphaël Olivier Square are named for the Monarchy, and Queen Finn often visits them for royal functions. The Queen Finn Tulip Garden was named for Queen Finn on 21 April 2022 and is under the administration of the Department of the Treasury as royal property.

Style

The present Monarch's full style and title is "Her Royal Majesty, by the grace of the might Excelsioran People, Queen Finn-Grandsia the first, sovereign of the United Federation of the Terra Excelsior Republic, Monarch of the Excelsiorans, Defender of our sacred territory and Protector of our People". Queen Finn uses the title "Her Royal Majesty Queen Finny I" in most functions.


The present Monarch is addressed as "Her Royal Majesty" and "Your Royal Majesty" by Excelsioran citizens. By heads of state, the traditional style of address is "Her Grace and Eminence" and "Your Grace and Eminence". The Heir Apparent is addressed as "Her Royal Highness" and "Your Highness" by both Excelsioran citizens and heads of state. All other nobles are addressed as "The Right Honorable" and "Your Honor".


Even if only one monarch uses or adopts a particular regnal name, they will still use an ordinal at the end of their title. Incumbent Monarch Queen Finn is referred to as Queen Finn I, despite being the only Monarch to have reigned and the only monarch to have ever held the name "Finn". This practice is also used for other royals, such as Crown Princess Lillian, who is referred to as "Crown Princess Lillian I".

List of Excelsioran Monarchs

Currently, only one Monarch as ruled as the Sovereign since the formal establishment of the monarchy, being incumbent Monarch Queen Finn, having ruled since January 2021. Some have argued that Nicolas Caiazzo and Silas Wurnbash should be included as co-Sovereigns as they ruled for a period of time provisionally with absolute power while the Monarchy was vacant yet still established, however the Government of Excelsior has never recognized this.

Heraldry

The Department of Conservation is responsible for the heraldry of the monarchy and the royal family. Excelsioran royal heraldry incorporates elements of Spanish heraldry and French heraldry.

Coat of arms

The coat of arms of the Monarchy is used to represent the monarchy and is featured on the Excelsioran royal standard. It includes the national and princely crowns of Excelsior, as well as a heraldic console with a tricolor featuring purpure, or, and gules and a white falcon as a charge, symbolizing power and grace. Behind the console are leaves with coffee berries, a water compartment, and heraldic pillars as supporters. The coat of arms includes an Italian provincial crown behind the princely crowns on the pillars.

Crowns

The heraldry of the Excelsioran Monarchy features three crowns, the national crown, princely crown, and the crown of Princess Lillian. The National and Princely crowns are featured on the coat of arms, alongside the unofficial Italian provincial crowns.

Arms of Queen Finn

The Coat of arms of Queen Finn is featured on the coat of arms of the Monarchy, as the present Monarch's arms are featured on the Arms of the Monarchy during their reign. It features a gold console with a fleur de lis, the colors of the Monarchy, and a white falcon for power and grace, as well as the national crown.

Royal standard

The royal standard of the Monarchy features the national colors of Excelsior in three fesses, with the middle one featuring the coat of arms of the Monarchy. The flag is flown on buildings owned by members of the Monarchy and buildings designated as royal estates by the National Treasury.


The flag is inspired by the flag of the Second Spanish Republic, which features a similar design and colors. The standard was adopted 21 April 2022, and designed by Nicolas Caiazzo. Currently, the Excelsioran Government has plans to print a cloth version of the flag for use at Capitol Palace.
