The Right Honorable Liam Barnard IOB, is a former St.Charlian-Artaghean politician, and current Chancellor of Kozuc. As the Chancellor, he serves as the highest ranking judicial figure within the President's government, as well as having as the head of the Election and Registration Administration (ERA). Barnard has been involved in micronational politics on and off since June 2010.
Liam served as President of Kozuc in 2011 and was a member of the Presidency of Artaghe in 2012. He was involved in Kozuc politics since its founding as a micronation and served as both its head of state and head of government. While a part of the Federal Republic of St.Charlie, on top of being the head of a region, he served as the Vice Secretary General of the now defunct St.Charlie Green Party. In June 2012 he renounced his St.Charlian citizenship when he was granted Artaghean citizenship. He was then named Supreme Judge by the Prime Minister of Artaghe, and served as such until August 1, 2012 when he joined the Union Presidency (Sttåmbloprásidænttætlun).
