Skovaji (skoʊvɑːrdʒiː; Evonian: Skovagee [skɒvædʒiː]), also known as the Kingdom of Skovaji (Govermantu derivart hSkovagee), is a micronation and self-declared sovereign state in north-western Europe occupying an area between the UK's city of Exeter and the village of Ide. The state shares its only land border with the United Kingdom, of which it is an enclave. It is a unitary, parliamentary republic. The legislature consists of a lower house, Ofie derinvart hSkovagee (House of Representatives, lit. 'Office of Skovaji'), an upper house, Seanad derinvart hSkovagee (High Council, lit. 'Senate of Skovaji'), and a quasi-elected Lord Wesley who serves as the largely ceremonial head of state, but with some important powers and duties. The head of government is the Prime Minister, who is fully elected and officially appointed by the Lord Wesley. Other government ministers may be appointed by either the Prime Minister or the Lord Wesley.

The state's antecedent was the Nation of Bedroom, a country created in 2014 as a result of the Treaty of Sescession [sic]. The nation grew and enjoyed an era of relative prosperity until late 2014, when it suffered from an economic crash and subsequent period of political turmoil from which they emerged with only around an eigth of their former territory. In 2015, the Nation of Bedroom became Skovaji. It had the status of autonomus Paravian region between October 2016 and January 2016 when a new, uncodified constitution was adopted, in which the state was named "Republic of Skovaji" and became an independent republic, with an elected non-executive Lord Wesley as head of state. Since September 2016, the country has been the Kingdom of Skovaji, with an elected Prime Minister and High Council, and an unelected, monarchical King Wesley.

Skovaji claims to rank among the top forty-five micronations in terms of internet influence, and has been described as a bridge nation, connecting both with the more isolated nations of the Devon Union and the wider MicroWiki community, holding friendly relations with a wide range of countries, and closer relations with the Democratic Republic of Howe, Nedland and Shorewell. Its capital city, Mayamead, is a centre for commerce, innovation, dining and economics across the Devon Union.

History

pre-Nation of Bedroom

The history of the Nation of Bedroom's antecedents - the Republic of Bedroom and the so-called Wesley Kingdom - is poorly-documented. On the 9th October 2014, the Republic of Bedroom was declared an independent state to the UK, claiming an area of land in Exeter. The remainder of the household claimed was divided up between the UK and a third entity, which has been variously described as a nation, a political party and a terrorist group. The leader of this second part and Kerry Stapleton decided to join together, creating the Nation of Bedroom, with the newly-created government offices of Lord Wesley (similar to a constitutional monarch) and Prime Minister. The head of state and the head of government was the Lord Wesley, although despite this constitutional arrangement, the nation is now generally thought of as either a crowned republic or a constitutional monarchy, as Kerry Stapleton exercised most of the power in the newly-created Nation of Bedroom.

The entity - sovereign or otherwise - which would give rise to the office of Lord Wesley is usually refereed to as the Wesley Kingdom (this is not in order to imply sovereignty, but rather to differentiate it from the more despotism-like Republic of Bedroom), although both the Wesley Kingdom and the Republic of Bedroom are, by the standards used on MicroWiki, too small to be considered true micronations. The Wesley Kingdom in particular did not have a flag or even an official name, and neither of the nations had either an organized government structure or any culture beyond the absolute basics.

On the 14th October 2014, the Nation of Bedroom came into being through the Treaty of Sescesion [sic], which declared independance from the United Kingdom, without mention of the Wesley Kingdom or of the Republic of Bedroom. The country was established as a crowned republic, with a ceremonial Lord King Wesley, Great Wesseloggler (almost always, including officially, Lord Wesley) as the head of both state and government, and the non-executive Prime Minister established in the treaty as the government itself (all governmental responsibility - including the appointment of other members of the government - was devolved to the Prime Minister). Therefore, the Lord Wesley was a largely ceremonial head of state, although this would change over the course of the nation's development. The Treaty of Sescesion [sic] has been described as the constitution of the Nation of Bedroom - and by extension the first Republic of Skovaji - and the docuemnt retains a special place in the legislative structure, as establsihed in the landmark case of Lynch vs Skovaji. It was cliamed that Aaron Lynch, a member of the High Council, had violated the High Council Privacy Act 2016 by revelealing private judgements of the Seanad derinvart hSkovagee to Michael Howe (the president of the Howetanese Republic) without permission from the government. However, the Treaty of Sescesion [sic] states that:

Any personell of the government of the Nation may choose to divulge government secrets to any personell of the governments of the Nation's allied nations.

Like other legislation dating from before the 1st January 2016, the Treaty was never officially repealed. Lynch's lawyer argued that the modern-day Skovaji remained the same legal entity as the Nation of Bedroom (rather than an entierly seperate nation founded after it declared independance from Paravia), and that the consititutional changes were primarially for the purpouse of disentageling Skovaji from Paravia. The Wesley Prosceution Service, in contrast, argued that the country adopted anew consitution upon becoming indepndent from paravia in January, and that in actuality the nation had no constitution between October 2015 and January 2016. The court ruled that the document was still a part of the nation's consitution, and that it had simply been heavially amended (such as the changing of the roles of the Lord Wesley and the Prime Minister).

The Nation of Bedroom's first claims were incredibly small, only claiming part of a house. However, over time, the nation's territorial claims expanded. The claims known as "metropolitan bedroom" - the main claims of the nation until Febuary 2015 - there were three so-called cities and four regions. The regions were: "Bedroom", whihc made up 60% of the country's claims and was the land of the Republic of Bedroom"; "Deskta", which was also a city; "Guestroom"; and "Lab", which was the territory annexed from the Wesley Kingdom and made up the southern third of the Nation of Bedroom. The nation's three "cities" were Beddon, in Guestroom, Deskta and Bedmouth, which was the capital city and seat of government.

In reaction to the creation of the Nation of Bedroom, the Democratic Republic of Howe was founded on the 16th October, and multiple smaller micronations also appeared, including Alfieland, Bllar'dland, the Demorcatic and the Kingdom of Smith. It was over these smaller nations that the Nation of Bedroom began to exert its influence. The Democratic Republic of Howe, on the other hand, remained more isolationist, refusing to recognise the Nation of Bedroom's dominace not only over itself, but also over the other smaller nations.

In a period known as the "bronze age", the county enjoyed a period of relative success. The country's claims almost tripled in size, including a so-called colony in the nearby playing fields, and in response to the prosperity of the Nation of Bedroom and the Democratic of Howe, five smaller micronations - B'llard Land, the Kingdom of Smith, the Demorcatic, the Republic of Trebor and Alfieland - also appeared, claiming territory in Exeter (B'llard Land also had land in Manchester). Until May 2016, the primary understanding of these nations was that they were unimportant and underdeveloped. However, more recently it has been claimed that the Demorcatic and B'llard Land were more comparable to the Nation of Bedroom and the Democratic Republic of Howe. The Kingdom of Smith and the Republic of Trebor, however, existed in name only.

The Nation of Bedroom developed a hegemonic relationship with the other micronations, unlike the Democratic Republic of Howe, whose approach was to help the nations through alliances and treaties. The Nation of Bedroom Economic Area, the extension of the Nation of Bedroom's domestic economy, included the Demorcatic, B'llard Land and the Republic of Trebor, and in late October 2014 the Exeter United Nations was founded, a Nation-of-Bedroom-dominated institution that helped both the Nation of Bedroom and the Democratic Republic of Howe to extend their diplomatic influence over the other countries.

The relationship between the Nation of Bedroom and Alfieland was complicated. The Nation of Bedroom had three tiers of territorial claim: Metropolitan Bedroom, Nation of Bedroom Colony and Lordship. The rights of citizens living in colonies and Metropolitan Bedroom were identical, and the only difference was in the representation in the nation's government (which was meaningless, as the Nation of Bedroom had only one member of parliament). However, lordships, of which there were two, were different. The first concerned territory within other sovereign states - the Lordship of Embassies - and was designed for the purposes of correctly establishing dual sovereignty over the embassies.

However, Alfieland also fell into the category, with the sovereignty being split between the government of the Nation of Bedroom, and the devolved government of Alfieland. The "king" of Alfieland ran the day-to-day business of the state, and was allowed to mint Wesleys with his own unique design, as well as create laws through his own system. However, the Lord of Alfieland was allowed to change the laws of Alfieland whenever he wanted to, and citizens of Alfieland could only vote on legislation affecting Alfieland, unless they live in the Nation of Bedroom, in which case they could vote in any referendums.

The bronze age is considered to have ended on the 1st December 2014, when the Kingdom of Smith, the quasi-sovereign government of Alfieland, and the Republic of Trebor all left the Exeter UN and became inactive. On the 12th December, 11 days later, the Demorcatic also declared itself to be defunct, leaving only the Nation of Bedroom, the Democratic Republic of Howe, and B'llard Land (which would decline to the point of non-existence over the next few months).

After the bronze age, the Nation of Bedroom's government entered into a period of significant modernisation, codenamed "Project Realistic Basis". On the 29th October 2014, the Weekly Wesley and the Met Office were privatised, leading to the creation of the Isotoniae Corporation on the 1st December 2014, and soon afterwards the Economic Board was created to regulate the corporation. This was the second government department to be created, after the Supreme Court (which has its roots in disciplinary procedures from before the foundation of the Nation of Bedroom).

The Prime Minister and the Lord Wesley were at odds for most of the PRB, as the PM wanted a total government restructure that would limit the powers of the monarchy and improve the nation's realism, whilst the Lord Wesley wanted to continue to the develop the Nation of Bedroom in its current constitutional form, whilst changing the nation's name and flag. The political divide between the Lord Wesley and the Prime Minister would be the basis for the political philosophies of modern-day Skovaji.

As part of the PRB, a special commitee was created to expand the nation's territorial claims to a more realistic size. The committee advised claiming a large area that the nation had some claim to. After discussion with the Lord Wesley, the Prime Minister announced that the country intended to annex Alfieland, and that Alfieland included the house of Tigwella in Portcothan (a Cornish village). The nation's claim that Alfieland held the land was tenuous, as the king of Alfieland claimed that his territory was "his house", and he did own the holiday home. The Nation of Bedroom also annexed the beach and a second house, the Carnevas Inn.

At first, the nation's main focus remain on "metropolitan bedroom" - their initial claims - with the claims in Portcothan being considered secondary. However, after a visit by the Prime Minister and the Lord Wesley in Febuary 2015, the nation's focus shifted from the claims in Exeter to those in Cornwall, first with the abandonment of the "colony" system, and fiannly with the moving of the capital city from Bedmouth to Tigwella. However, due to geographic proximity the nation's seat of government remained in Bedmouth. It was around this time that the Isotoniae Corporation wrote an article in the Weekly Wesley about the change in the Nation of Bedroom. Although the article no longer exists, the first line has become infamous, and read,

Welcome to the Nation of Bedroom. But for how long will it be known as such? Okay, so the name and flag are, obviously, safe, although the government are planning...

The government actually were planning major changes to the country. The Prime Minister had succeeded in convinving the Lord Wesley to reorganise the government, and two days after the article was published the flag was changed to its present-day form, and the "Royal Standard" of the Lord Wesley lost its official status (however, it became a well-known symbol of Wesleyism). The reorganisation of the government limited the powers of the Lord Wesley, and he was no longer a monarch, but rather a unique office. However, his full title remained "Lord King Wesley".

The design of the Wesley note also changed, with the Loundré first becoming legal tender, and the note's design changing to reflect the new flag. Also, the Evonian language was first linked to the nation, although this remained a personal project of the Prime Minister until the Skovajan Language Board was set up (now an executive agency of the Department for Culture, Media and Sport). In the culmination of the PRB, the country's name changed from the Nation of Bedroom - which was considered obsolete in the face of the claims in Porthcothan - and the government reorganisation became official, with the monarchy officially ending.

First Republic of Skovaji

In late July 2015 - the exact date is disputed - the Nation of Bedroom became Skovaji. The constitutional changes to the Nation of Bedroom and the change in the name and flag created the First Republic of Skovaji. Although officially it was the same nation, Skovaji's different legislative structure and cultural identity has led to people referring to it as a different nation. However, the cultural line between the early Republic of Skovaji and the late Nation of Bedroom is blurred, with various sources both internally and externally viewing the change of the flag, or when the nation became engaged with the MicroWiki community.

The period between July and October 2015 is poorly documented. Skovaji first decided to engage with the wider micronational community on the late August 2015, creating a page on the Wikia version of MicroWiki. It was through this that the country became engaged with Ned Greiner, who encouraged Skovaji to transition from the Wikia site to MicroWiki, and also to join the Empire of Paravia. The chronology of this period is disputed: until late June 2016, the primary understanding of historians was that Skovaji joined the Empire of Paravia in October 2015, however, it is now known that by the 12th September 2015 it was already established that Skovaji was an autonomous region of Paravia. However, this calls into dispute the previous theory's timing of Kerry Stapleton's contact with Ned Greiner, which was thought to have been in mid September.

Irregardless of exact date, between July and October the county developed. The government decided that the need for the Project Realistic Basis had diminished, and it was formally terminated in August, although the country continued to introduce schemes to try and increase its basis for claims. The first paper money, the Wesley, was introduced, and the period saw a significant growth in the country's economy, with the Wesley changing hands and being used as the de facto currency for a significant period.

Most of the change, especially before October, was due to the Prime Minister, who exercised despotism-like powers over the country, making constitutional, legal and judicial changes and descisions without limitation or consultation. The government launched the first website (an important step in the transition from a mortarist country to an electronic one), and the powers of the Isotoniae Corporation were slowly limited by the Economic Board, who began to encourage Isotoniae to make commitments to improvement through financial incentives.

The country's status a republic is debated. The Lord Wesley was no longer officially a monarch, instead having a position unique to Skovaji, however the official description of him was still as "The Lord King Wesley", and several insitutions (including the Royal Mint) used monarch-like regalia to describe the Lord Wesley. However, the intense power wielded by the Prime Minister, and the unique set of roles actually delegated to the Lord Wesley distanced the country from an ordinary monarchy or dynasty.

The Prime Minister's power was a source of tension between the Lord Wesley and the PM. As the Lord Wesley tried to increase the role he had in the day-to-day running of the country, the discrepancy between the PM's far-left-winged vision for the country and the Lord Wesley's more moderate standpoint started to cause friction, which resulted in the Prime Minister threatening the Lord Wesley with the abolition of his post if he did not agree to the PM's demands. The Lord Wesley refused, and the Prime Minister declared the People's Republic of Skovaji, claiming all of the work he had put into Skovaji now fed into this project.

The new state, the Skovajan Anarcho-Communist State (AC Skovaji) operated differntly to the previous Republic of Skovaji (the country itself, including the Beale war, is discussed in the msin article), and had an influence on how the second Republic of Skovaji would operate. Unlike Skovaji, AC Skovaji had an elected parliament, which gave rise to the High Council and the Cabinet office, which is the reasoning behind the office's unique flag. When the Anarcho-Communist State was dissolved, the Lord Wesley was restored as head of state, and began a still-continung process of increasing his de facto power and role in the running of Skovaji. The first act of the newly reinstated Lord Wesley was to declare independence from Paravia, leading to the establishment of the second Republic of Skovaji.

Second Republic of Skovaji

The Second Republic was established on 1st January 2016, and the government and consitution were finalised on the 1st March 2016. Between January and March (a period of 3 months), the Prime Minister and Lord Wesley foccussed on establishing an organised system of government. The initial proposals created an upper house, the Seanad derinvart hSkovagee, and a lower house, the Ofie derinvart hSkovagee. Although initially these would have been law-making bodies, the Lord Wesley requested that a system close to British system of Royal Assent was established to limit the powers of the Prime Minister. He also demanded that the Devon Union's powers over the Republic be clearly established by treaty, further limiting the Prime Minister's de facto power.

The ultimate solution that was reached was a sytem of law-making departments (ministries), a High Council called the Seanad derinvart hSkovagee that functioned as both an upper house and a curia regis, and an advisory lower house called hte Ofie derinvart hskovagee who were able to propose legislation. Although consitutionally thisbe gave the Lord Wesley great power (which he exercise where he could), the Prime Minister's link to the community gave him the ability to make minor chnages that would not be noticed by the Lord Wesley, such as the system of postcodes or the renaming of the capital city to Mayamead.

Geography

The total area of Skovaji is approximately 0.505857 square kilometres. The country occupies the major part of the Alphin Valley (also called the Skovaji Basin) and includes the majority of the southern portion, the southwestern third of the neighboring hill and a very small area of another nearby hill. It lies between the city of Exeter in the UK and the A380. In 2016 about 30% of Skovaji was forested, 69.8% used for agriculture and 0.2% urbanised. Skovaji is mostly in the valley of the Alphin Brook (which until May 14th 2016 was called the "iHorse River", derived from the Evoninan grammatical custom of using a lowercase "i" or "h" to indicate the possessive, as in "Grelda derinvart iHablan derinvart hSkovagee", meaning "The grammar of the language of Skovaji" or "Evonian Grammar"), and as such is geographically centred on waterways. The main waterway of Skovaji - the Alphin Brook - runs from east to west through Low Skovaji, entering the nation through Horsepark and flowing down to Lake Skovaji near Ofie Green. Low Skovaji accounts for just over half of the total area of Skovaji, covering 0.2321 square kilometres. Most of the country consists of lowland terrain, with some hillier terrain to the south-east; including the main walkable portion of Skovaji Hill and several steep slopes that have been converted for agricultural use. main river is the Alphin Brook, which flows into Lake Skovaji, with the small Skovaji Rindle feeding it in the north-west. Although Low Skovaji is mostly undeveloped countryside and farmland, there are some small urbanized or otherwise used areas, particularly in the valleys to the west.

High Skovaji accounts for just under half of the total area of Skovaji. The majority of High Skovaji is hilly and mountainus terrain, whith one or two flatter areas towards the western boundary with the UK, and it is generally less developed and explored than Low Skovaji. The boundary between High and Low Skovaji was previously not properly determined, although on July 14th 206 the government of Skovaji announced that for administrative purposes the boundary would be along the path of Rolypoly Hill, a definition now fixed by convention.

Bedroom accounts for just under 0.09% of the territory of Skovaji. Constituting the former territory of the Nation of Bedroom and its colonies, Bedroom is entirely urbanised, and there are no geographic features.

Administrative Geography

Skovaji is divided into 3 administrative regions: 2 regions in the main body of Skovaji, and one located about one mile away into the United Kingdom. The regions are

further subdivided into 12 departments, which are numbered. This number is used in postal codes . Among the departments of Skovaji, one (Bedroom) is an overland region that is also simultaneously a department and is an integral part of Skovaji (and the Devon Union) and thus enjoy exactly the same status as the other 11 departments. The 11 departments are subdivided into 112 sectors.

The regions and departments are known as territorial collectivities, meaning they possess de jure local assemblies. Sectors are merely administrative divisions. However, this was not always the case. Until June 2016, the sectors were territorial collectivities with a de jure elected assembly, but these were suspended by the Seanad derinvart hSkovagee and definitely abolished by Comm (the Department for Communities and Local Government) in June 2016.

Postal codes in Skovaji have six letters. The first three letters indicate region-department-sector, using one letter for the region, a number for the department (or "O" for Ofie Green), and a letter or number indicating the sector. The last three letters of the postcode are unique to the house or business which posseses them (as houses are named, not numbered). For example, the postcode for the Skovaji Stock Exchange is H6M SSE, meaning High Skovaji, Department Six, Mayamead.

Before May 14th 2016, Skovaji was divided into East Skovaji and West Skovaji, although it was decided by Comm that the fuzzy boundary between the two regions and the lack of any organised devoloution was reason for a new system.

Climate

Skovaji has a temperate climate, with plentiful rainfall all year round. Weather, especially in summer, is heavily influenced by the North Atlantic Drift. In winter snow is relatively uncommon, although there are exceptions, such as the snowfall of December 2016. The country has warm summers with occasional hot spells and cool rainy periods. Winters are generally mild and the county often experiences some of the mildest winters in the world for its latitude, with average daily maximum temperatures in January approaching 10 °C. Although rainfall is high, it is lower than in nieghbouring areas of the UK, due to the rain shadow cast by the UK's Dartmoor. In summer, easterly or southeasterly winds mean Skovaji often records among the highest temperatures in Britain, exceeding 32 °C (90 °F) about twice every decade. However, winters are mild, with the temperature seldom dropping below 5 °C.

The highest recorded temperature in Skovaji stands at 34.9 °C recorded in July 2016, whilst the lowest recorded temperature is −16.4 °C recorded in December 2010.

Urban development

Skovaji is a primarily rural nation, unlike the nearby UK and Democratic Republic of Howe, and has both the largest territotial area and the lowest population of the Devon Union (The DRoH's population is 5, compared to Skovaji's 4, and the DRoH is about half the size of Skovaji. However, some small areas of the country are developed and built-up beyond farmland, including Mayamead (sometimes called Skovaji Business Park) and Horsepark. In addition, there are areas of countryside and path that are treated as developed roads and sites, such as Ofie Green and Back Road.

Skovaji's only city, and its capital, is Mayamead, home to Skovaji's four residents and considered to be the economic, commercial and dining capital of the Devon Union. It is the only area of Skovaji that has WiFi (except Bedroom), and it is home to the Twisted Oak Steakhouse. Mayamead is the capital and most populous city of High Skovaji, Skovaji, and the Devon Union [more information below].

Bedroom is also entirely built-up, however at only 9 square feet its contribution to Skovaji's urbanisation is minor.

Although Skovaji does not claim to have cities beyond Mayamead, the urbanised areas are in three distinct patches, linked by a primary road system. If all pathways (including those that are not concrete or tarmac) are taken as urbanised, the percentage of urbanised land in Skovaji rises from 0.21% to 0.23%. However, a study undertaken by the Land Registry and the Department for Transport concluded that the pathways are more rural than urban.

There are also around 17 benches in Skovaji.

Governence

Between January 2016 and September 2016

In January 2016, Skovaji became an independent nation again, and the Evon-Mortarists created a new government structure for the country. The system, which was used up until September 2016 and has been copied for use in the Kingdom of Shorewell, was similar to the UK's government. The Ofie derinvart hSkovagee and the Seanad derinvart hSkovagee were both established, although the Ofie was essentially useless and the Seanad functioned more as a debating house than as a functioning part of the Republic's legislature.

The Bank of Wesley & Export Finance Board is the body of the Skovajan Government deisgned to laise with the Bank of Wesley, formally the Governor and Company of the Bank of Wesley, the central bank of Skovaji - as the bank is owned privately by stockholders (inluding the Skovajan Government), it is only partially answerable to the government, although through the board it acts as though it were a nationalised endeavour. The board is also responsible for benefiting the Skovaji economy by helping exporters of Skovajan goods and services to win business, and Skovaji firms to invest overseas, by providing guarantees, insurance and reinsurance against loss, taking into account the Skovajan Government’s wider international policy agenda.

The largest part of the Board's activities involves underwriting long term loans to support the sale of capital goods, principally for the export machinery and services; it helps Skovajan companies take part in major overseas projects such as the construction of sculptures and buildings. Support can be given for contracts as low as £0.50, although much higher amounts have been given by the board.

The Export Finance Board provides a variety of loan, guarantee, and insurance products intended to aid the export of Skovajan goods and services. The mission of the Board is to create and sustain Skovajan jobs by financing sales of Skovajan exports to international buyers. The Board is chartered as a government ministry by the Seanad derinvart hSkovagee; it was last chartered for a five-year term in 2016. The Charter spells out the Board's authorities and limitations. Among them is the principle that the Board does not compete with private sector lenders, but rather provides financing for transactions that would otherwise not take place because commercial lenders are either unable or unwilling to accept the political or commercial risk inherent in the deal. The Board's products aim to support export sales for any Skovajan export firm regardless of size. The board's charter provides that the Board makes available "not less than 20%" of its lending capacity to small businesses.

The Board also works to make Skovaji an attractive investemnt climate for other businesses to move to. This includes, amoung general work such as marketing and removing/adding regulation, working with the Bank of Wesley and the rest of the government to improve the quality of Skovaji's financial and economic framework, such as fudning the Skovaji Stock Exchange, and working to increase the power of the Skovajan economy. The Skovaji Stock Exchange, as well as further plans such as the printing of the Skovaji Financial Times, are all the responsiblity of the board.

The Board is responsible for managing communications betwen the government and its central bank, the Bank of Wesley. The department has no executive agencies, although through its nature it liases with many private companies. Its involvment in interminronational economics makes it a controversial government department, and it is considered considerably more right-wing than the Department for Business, Innovation and Skills. Before 2015, the board was also responsible for the semi-national status of the Isotoniae Corporation, a group of companies that owned several endeavors of Skovaji, such as teh Weekly Wesley, the SBC and the nation's online presence. It was listed on the Skovaji Stock Exchange, and was a constituent of the Skovajan private sector. In 2016, after experiencing major financial difficulty, most of Isotoniae's operations were transferred to state-controlled executive agencies. The remainder of the Isotoniae Corporation was renamed Isotoniae Incorporated and changed their focus to working in the property market.

The Cabinet Office is the board of the Skovajan Government that organises meetings of the primary faculties of the government, including the Ofie derinvart hSkovagee and the Seanad derinvart hSkovagee. It was founded by the Skovajan Anarcho-Communist State as a small committee within the People's parliament of Skovaji, although when the regime collapsed the office was also abolished. However, the Office was restored in the April government restructure, along with around 300 smaller government departments. Originally, it was to be a small autonomus office, although it was decided by the Seanad derinvart hskovagee, in recognition of the important job done by the Office whilst run by AC Skovaji, to make it a full government department.

The Office's additional duties include:

  • Supporting the Prime Minister to define and deliver the Government’s objectives, implement political and constitutional reform, and drive forward from the centre particular cross-departmental priority issues such as public service improvement, social exclusion and the third sector;
  • Supporting the Seanad derinvart hskovagee - to drive the coherence, quality and delivery of policy and operations across departments; and
  • Strengthening the civil service – to ensure the civil service is organised effectively and efficiently and has the capability in terms of skills, values and leadership to deliver the Government's objectives, including ensuring value for money to the taxpayer. This also includes working with the Treasury to drive efficiency and reform across the public sector.
  • Supervising meetings of the Seanad derinvart hSkovagee, ensuring that argument does not take place, and also organising and supervising meetings of the Devon Union. Origonally, this was just when they took place in Skovaji, although it was decided that the Cabinet office would be responsible for organising all meetings of the Union outside of the Howetanese Republic.

The contentious usage of the flag, which depicts the Hammer and Sickle symbol used by AC Skovaji, was voted on within the department during May, although the desicion was taken to keep the flag. However, the Office does not use the black-and-orange colour scheme that they used under the rule of the Skovajan Anarcho-Communist state, instead using the same blue-and-purple colour scheme as the central government.

The Office has one executive agency, the Public Commercial Serice, and is responsible for liason with the Commissioner for Public Appointments; the Government Estates Management; the Office of the Registrar of Consultant Lobbyists; and the Privy Council Office. Due to the department's lack of executive agencies and relatively low list of external duties, it is the smallest of the non-autonmus government dpeartments. However, the Ofie derinvart hSkovagee have overwhelming voted against the two or three proposals to convert the office either to an autonmus department, an executive agency of the Seanad derinvart hSkovagee, or to return it to a commitee within a larger department.


In June 2016, the Prime Minister announced that some of the duties of the Department for Communities and Local Government (Comm) might be transferred to the Cabinet Office (an earlier suggestion would have seen the two departments merged into a single department called the Department for the Skovajan Government, which would also absorb duties of the Department for International Affairs, inluding anything involving the Devon Union, although it was decided that this would give the single department too many duties to perform.

The Department for Business, Innovation and Skills is the Skovajan Governemnt department responsible for the promotion of important post-educational skills in Skovaji, and also for the regulation of the private sector. The department was first formed on 19 March 2016 with the merger of the Board of Economics and certain functions of the MicroWiki Board, creating a new cabinet post of Secretary of State for Trade and Industry. The new department also took on formally un-alloted responsibilities for monopolies and mergers. In April 2016, the department's responsibilities for promoting Skovaji's business internationally were transferred to the Bank of Wesley & Export Finance Board, as part of the government's aim.

The department was founded by the Evon-Mortarists, and despite the Wesleyist thesis remains linked to the Evon Association, as well as to the Prime Minister. the department was responsibel for the creation of the origonal Skovaji stock Exchange, before it was sold to the Bank of Wesley, and liason duties were transferred to the Export Finance Board. As well as being an important player in national economics, the board is also the main body in charge of education, as pre-16 education for the citizens of Skovaji is provided by the UK.

The Department for Communities and Local Government (usualy reffered to as Comm) is the body of the Skovajan Government responsible for devoloution and community integration. Some of the department's aims include the introduction of counties, and local flags, throughout Skovaji, local governments and assemblies for regions of the nation, and further links with the residents of West Skovaji. therefore, the department's policies support decentralisatio of most powers currently in the hands of the Skovajan Government. The department's role is minor in the day-to-day running of the nation, as there is very little devoloution.

The Department for Climate Change is the Skovajan Government department responsible for Skovaji's green policies, and for the promotion of recycling, green energy and conservation of water and other resources. Some of the work carried out by the department includes cooperation with the Department for Transport on road maintainence - which usualy involves litter picking - and on increasing the use of recycling and sustainable energy by the government and businesses of Skovaji. In 2016, the department announced that all government departments would be provided with a free recycling bin when operating out of either Mayamead or Bedroom, an announcement that attracted controversy, as no act had been passed to garuntee this, and it was seen as too major an act to be carried out by a department alone.

The department is responsible for Skovajan Government policy in the following areas:

  • International climate change negotiations
  • Design and implementation of emissions trading
  • Mandatory renewable energy target policy, regulation and co-ordination

On the 29th of September 2016, Kerry Stapleton was reelected as the Prime Minister of Skovaji, this time solely as the leader of the Evon Party on a newer, more secessionist and onlinist manifesto than previously. One if the first things that was done was to reconstruct the government

Political Theory

Skovaji is politically moderately left-wing (less left-wing than its Prime Minister, at least), although the majority of political dillema in the nation actually stems from the so-called "Internet Question", which is a localised Skovajan version of the famous Bricks and Bricks-and-Mortar vs. Online. Also, the cultural divide between the Wesleyists (who were prominant in the early Nation of Bedroom, and whose ideas include the use of dark green as the national colour and using much more Wesley-based imagary, including pigs and the country's former Royal Standard. Therefore, a political compass is sometimes drawn with the Wesley/Evon divide on the y axis and the Online/Physical divide on the x axis.

The largest political parties in Skovaji are the Wesley Party and the Evon Party. The country's three other parties that contest elections are the Keidersmønet (derived from the Norwegian "Keiserdømmet", used in the full title of the Empire of Paravia), the Mortarist party and the Socialist Party. In the Seanad derinvart hSkovagee, there are two representatives from the Evon Party, one from the Wesley Party and one independent. The Ofie derinvart hSkovagee is officially an Evon-Socialist coalition (as the single largest party were the Wesley Party).

The Bricks-and-Mortar parties - the Wesley Party and the extreme Mortarist Party - argue that the online activities of Skovaji are unimportant and secondary to the physical activities of the country, with prominent Wesleyist theorist Christy II saying,

The f******g about on Skype has nothing to do with Skovaji

The Wesley party's aim is for the diplomatic arm of the government to function as an unimportant part of the country, secondary to the work done by the government departments stationed in the country. The more extreme Mortarists urge the people and the government to abandon the online branch of their operations until Skovaji has achieved fully national status, arguing along the same lines as the original PRB.

On the other hand, the three parties seen as Onlinist (the Socialist party, the Keidersmønet and the Evon party) believe in the importance of online diplomacy. The socialist party and the Evon party are traditionally seen as more moderate - although the Evon party's recent shift towards a more Skype-based diplomacy has been seen as a step away from the centre - and the Keidersmønet are seen as extremists by comparison. Named for when the country left Paravia, those who wanted to rejoin were branded "Keiserdømmet" - the Norwegian for "Empire" - and the word was smoothed into Keidersmønet. Despite rebellious elements in the Evon party - including the Prime Minister - they remain the only party whose official policy is to join the Empire of Paravia. their other policies are also more autharitarian, and they are seen as socially right-wing in comparison on the Evon Party, their main electoral competitors for voters among Onlinists.

Isotoniae Corporation

The Isotoniae Corporation (now Isotoniae Incorporated) was a company that operated many now-nationalised services in Skovaji, notably the Weekly Wesley, the Met Office, the Skovaji Broadcasting Corporation and the Architects' Registration Board. The company now operates primerially in the property risk market. Founded as an industry overseer by government-sponsored enterprises the Met Office and the Weekly Wesley, Isotoniae took control of its founders on 1 December 2014 and over the next month it began multiple smaller ventures, notably the Isotoniae Coding Association, the Skovaji Broadcasting Association (now Skovaji Broadcasting) and Kerry's Architecture (now the Architects' Registration Board). Although it was officially an independent organisation, it openly declared itself to be the "Skovajan Government's Operations Manager", a sentiment that was mirrored by the government, who considered it to be a quasi-nationalised endeavour.

Isotoniae was severely criticised for both its performance in improving the nation's image in the community and for its economic record. Between its creation and early 2016, the company had a relatively calm relationship with its first economic regulator, the Economic Board, whose strategy was to encourage Isotoniae to make commitments to improvement. However, critics said that the regulator was not tough enough and that the company had, as a result, been able to abuse its monopoly position. In particular, its customers, the passenger and freight train operators, were desperate for regulatory action to force the company to improve its stewardship of the network and its performance. The Economics Board had been appointed regulator in 2014 by the then-Paravian government. When the government was reorganised in 2016, the new regulator (the Export Finance Board) took a much harder line. After an interim holding period, during which the Department for Business, Innovation and Skills, the successor to the Economics Board, filled the regulator's position, in April 2016 the regulator began to oversee Isotoniae, and a new, much tougher regulatory era began.

The Export Finance Board adopted a more interventionist and aggressive regulatory approach. At times the relationship was stormy, with Isotoniae resisting pressure to improve its performance. By the middle of April it was reported in the Skovaji Economic Yimes that "...the Isotoniae Corporation is adopting a deliberate 'culture of defiance' against the regulator". The corporation attempted to resist regulatory action to improve its performance, and as the regulator probed ever more deeply, serious shortcomings in the company's stewardship of the Weekly Wesley (and later its other companies) were revealed.

It was an error printed in the Weekly Wesley that would prove to be the defining moment in Isotoniae's collapse. The Weekly Wesley printed a story reading;

Skoavji change recognition status of Howe to “recognise autonomy but not full sovereignty”

Howe, or more properly the Democratic Republic of Howe, is a nation in the city of Exeter, which associates itself with the address 14 Locarno Road. The country has previously made little progress towards sovereignty, although over the past 4 months it have slowly added features such as websites and newspapers and “formally closed” less realistic features such as so-called “airports” within the boundaries.

Despite this effort, Skovaji (as part of their attempt to distance themselves form the Exeter UN and connect with micronational bodies such as MicroWiki) have changed their recognition status to an unflattering description of them as a minor sub-micronation. The country have previously threatened not to recognise them as a state to protect their own dignity when the nations came to loggerheads over Howe’s recognition of animals as full citizens and members of the population. Skovaji continue to recognise them as allies and claim, “This re-classification is a simple measure to try and be more honest about our relationship with other nations. This act does not aim to portray them as a proxy sate or in any way downplay our alliance or their significant micronational accomplishments”

The President of the Democratic Republic of Howe, Michael Howe, immediately lodged a complaint against the Skovajan government about the content in the article, claiming that it violated the peace treaty that had been signed by the two countries in the creation of the Exeter UN. Specifically, the government were angry about the usage of the name "Howe" over the full "Democratic Republic of Howe", a contraction that at the time was punishable by law within the nation, and about the Skovajan governemnt's violation of the Treaty of G028, which included mutual recognition as one of the promises made by the nations.

Following an investigation by the Department of Culture and Internal Affairs (now the Cabinet Office and the Department for Culture, Media and Sport), serious shortcomings in the Weekly Wesley's journalism were revelaed. The corporporation admitted to having fabricated both the quote and the change in order to make news, and also admitted that the story was absent from the Skovaji and B'llardland versions of the newspaper. The report also stated that the Weekly Wesley needed significant modernisation, inlcuding a webiste (which is now clsoed), save states and more journalistic writing. the costs of this modernisation, inluding otehr steps that isotoniae agreed with the Export Finance Board, were intially estimated to be in the region of W76, although this figure continued to increase as the depth of the company's shortfallings were revealed.

Regulatory and customer pressure had been increasing, and the company's share price began to fall sharply as it became apparent that there were serious shortcomings in the company's ability to tackle and solve its greatest problems. In order to try to increase its share value, in March 2016 the company was floated on the Skovaji Stock Exchange, although this did little to remedy the company's decreasing value (in the first month of its listing, the share price of the company decreased by W2.27). Meanwhile, the costs of modernising the Weekly Wesley were spiralling. In April 2016, Isotoniae announced that, despite making a pre-tax profit before exceptional expenses of W200, the W500 of costs and compensation paid out over the Weekly Wesley's outdated journalism plunged Isotoniae from profit to a loss of W300. This caused it to approach the government for funding, which it then controversially used to pay a W120 dividend to its shareholders in late April. The regulator, the Export Finance Board, went to the Department of Business, Innovation and Skills, who declared Isotoniae insolvent without consulting the Seanad derinvart hSkovagee, claiming that it was simply a routine liquidation case. By this stage, the entire government were ready to wade in to save the Isotoniae Corporation's ventures, either through nationalisation or funding grants.

PM Kerry Stapleton was appointed the CEO of the corporation, and through the Export Finance Board gradually sold off the various ventures of the Isotoniae Corporation to the government of Skovaji, where they became various executive agencies. However, the company's board of directors overrode the CEO (who was also the PM), and retained the company's programming and property ventures. The company then applied for full incorporation - becoming Isotoniae Incorporated - and moved into the property risk market. On the 15th May 2016, the company officially escaped the active regulation it had faced since 2014.

The Bank of Wesley, formally the Governor and Company of the Bank of Wesley, is the central bank of Skovaji (and the rest of the Devon Union). It was established to act as the Skovajan Government's banker, and in July 2016 it also became the central bank for Myré and the Democratic Republic of Howe. The Bank has been privately owned by stockholders from its foundation in 2015, although the government of Skovaji own 51% of the bank. It moniters the Wesley, the currency of Skovaji, and holds minting rights, and also maintains an international branch, InterBank.

Skovaji's crushing defeat when a part of the Progressive Micronational Forum, an essentially Skovajan national endevour, culminating in the eventual decline in Skovaji actions within the community, became the catalyst for Skovaji's rebuilding itself as a micronational power. Skovaji had no choice but to build a powerful economy, but no public funds were available, and the credit of Christy II's government was so low that it was impossible for it to borrow the W100,000 that the government wanted. To induce subscription to the loan, the subscribers were to be incorporated by the name of the Governor and Company of the Bank of Wesley. The Bank was given exclusive possession of the government's balances, and was the only limited-liability corporation allowed to issue bank notes, which was previously the exclusive job of the Royal Mint. The lenders would give the government cash and issue notes against the government bonds, which can be lent again.

The bank also had the job of raising the money required for Skovaji's trade agreements with Myré, as Skovaji (through the now-defunct EXU) agreed to pay Myré 1 Loundré a month for the buying of Iron, money that it did not have (as most of the nation's funds were going to pay off the governemnt's private debts). Through the corporation, the governemnt was able to complete the deal until the EXU collapsed, and when the nation regained stability in early 2016 it bought up just over half of the shares of the bank.

The Bank performs all the functions of a central bank. The most important of these are maintaining price stability, and supporting the economic policies of th government, thus promoting economic growth. Stable prices and confidence in the currency are the two main criteria for monetary stability. Stable prices are maintained by seeking to ensure that price increases meet the Government's inflation target. The Bank aims to meet this target by adjusting the base interest rate, and through its communications strategy, such as publishing yield curves.

Maintaining financial stability involves protecting against threats to the whole financial system. Threats are detected by the Bank's surveillance and market intelligence functions. The threats are then dealt with through financial and other operations, both at home and abroad. In exceptional circumstances, the Bank may act as the lender of last resort by extending credit when no other institution will. However, this function has never been deployed.

The Bank acts as the government's banker, and it maintains the government's Consolidated Fund account. It also manages the country's foreign exchange and sterling reserves. The Bank also acts as the bankers' bank, especially in its capacity as a lender of last resort. Ergo, financial endeavors made by the government are made through the bank, whihc means that shareholders of the bank recieve a share of all money handled by the governemnt. Another of its important roles is in InterBank, the name given to its international branch of the bank.

Working closely with the Export Finance Board, InterBank are responsible for the furthering of Skovaji's economic status intermicronationally. Starting with the foundation of the Skovaji Stock Exchange, the Bank of Wesley has made several attempts to increase Skovaji's power in intermicronational economic affairs. In July 2016, the Bank of Wesley became a member of the Micronational Economic Group's permenant council, and agreed to use this as their vheicle for increasing Skovaji's importance.

Howe Planetary Industries

Howe Planetary Industries is a company that operates out of both the Democratic Republic of Howe and Skovaji, providing knowledge-based service to authors and gamers. Founded in 2016 shortly after the creation of the Skovaji Stock Exchange, although the company operates physically out of the Democratic Republic of Howe it is subject to Skovajan taxation and corporate law, and since July 2016 has operated economically out of Skovaji and has been listed on the Skovaji Stock Exchange.

The company provides what it calls "worldbuilding" services, providing clients with scientifically correct information around fictional stars, planets and galaxies based on client-provided specifications and a range of equations, and also checking both well-known and invented fictional systems against their own specifications. However, it does not charge for these services and makes its profits through funding from the Howetanese government and from revenue accrued from its listing on the Skovaji Stock Exchange.

Evonian

Evonian is a constructed language used ceremonially in the Republic of Skovaji, spoken fluently by one individual and with two others having a basic grounding in the language. Evonian was begun as Skovajan, which was itself a continuation of the original Evonian, an earlier conlang designed ad hoc by Kerry Stapleton for use in a fictional planet. In late 2014, it first became linked to the Nation of Bedroom, and by January 2016 it became supported by the government and the creation of words (which had previously been done ad hoc by Kerry) became a nationalised institution.

Skovajan grammar is based on the concept of linking words togther to create meaning, using the word "derinvart", which in different circumstances can take on the role of the english words "of", "for", "becuase", and words that would not usualy be joined by a word, such as "I like cake" (which in Evonian would be "O quee derinvart hCarlan", where "O quee" is I like, and "carlan" is cake. The lower-case "h", which is occassionally an i, shows which word the "derinvart" refers to. In older forms of Evonian, the grammar was closer to English and Irish Gaelic, with "I like cake" being "Quee low carlan" (where "low" is close to "I do" or "doth I" in older English).

Although its usage in Skovaji is limited by practicalitly, the usage of Evonian is heavially promoted by the government, with many place names being derived from Evonian words and phrases, and governemnt departments such as the Seanad derinvart hSkovagee. A translation service is also planned by both the governemnt and the company Skovaji Sites.

Mayamead is the capital, largest city and most populus city in Skovaji, and also the largest and most populus in the Devon Union. Mayamead is a centre in the Devon Union and the wider comunity for the arts, commerce, education, entertainment, fashion, finance, media, professional services, research and development, tourism, and transport. It is one of micronationalism's leading financial centres and is home to the oldest and second-largest micronational Stock Exchange. Mayamead is a Devonian cultural capital. It is the DU's most-visited city as measured by international arrivals and has the Union's only dinign destination, The Twisted Oak. Mayamead is also one of the community's leading investment destinations, hosting the Skovaji Stock Exchange and more international businesses than any other city.
