The Parliament of the Kingdom of New Antrim is the Unicameral Legislature and primary law-making body of the Kingdom of New Antrim. Next to the Monarchy itself, Parliament is the oldest institution within the Kingdom of New Antrim, dating back to June 2017.

While a unicameral body, Parliament is comprised of three classes, the King-in-Parliament, the Nobility and the Delegates of the People. Parliament sits as one body, with the three classes consisting of the three aspects of the nation. The Nobility representing more traditionalist conservative values of the nation, the Delegates representing the more revolutionary progressive values of the nation and the King as politically neutral keeps the balance and moderates debate between the two sections.

Each represented territory of the Kingdom of New Antrim (Towns and Cities) elect a single Delegate based on a first-past-the-post voting system. Parliament was established on the same day as the issuing of the Declaration of Independence. In total three Parliaments have been held 1 (2017), 2 (2023) and 3 (2024).

History

Parliament grew from the early conventions and meetings of the citizenry in 2016 to 2017 prior to the New Antrim declaring it's independence from the United Kingdom. The first numbered Parliament was elected in June 2017, and on the 27 June 2017 elected Seán O'Neill as 'Eoin I, King of New Antrim' and formally declared independence from the United Kingdom.

The First Parliament would serve only for fifteen days, the unexpected abdication of Eoin I would cause Parliament to dissolve and his successor Michael I would not recall it despite the now-Crown Prince's wishes. Michael I would rule by decree from 2017 to 2019. By 2019, Michael I relented and recalled the nobility to sit in a "House of Peers" which enacted a charter and multiple laws which are now lost. The House of Peers sucumbing to the pressures of the COVID-19 Pandemic was essentially abolished by 2 April 2020 and would no legislature would be convened during the remainder of Michael I's reign.

During the first three years of King James III's reign due to the political uncertainty in New Antrim. In October 2023, negotiations would lead to the calling of the Convention of the Kingdom of New Antrim. The Convention formally acclaimed James III as the undisputed King of New Antrim. The Convention would enact laws establishing the Ministries of New Antrim and designating the first official national flag of New Antrim.

The Convention following the re-establishment of national authority would self-dissolve on 29 October 2023. Elections would be held for the Second Parliament on 7 November 2023 resulting in the Opening of the Second Parliament on 10 November 2023. The Second Parliament would continue the expansion of the executive branch of the government establishing further ministries. It also formally established the Nobility in a legal sense and codified the rules of succession. The first Prime Minister, Prince Seán of Neilston would be appointed on an acting basis during the term of this Parliament.

The term of the Second Parliament expired on 29 December 2023 and fresh elections occurred on 2-3 January 2024 resulting in a broad progressive monarchist victory led by the now Duke of Derry resulting in his election as the permanent Prime Minister. The Third Parliament would be prorogued for a week between 19 - 26 January 2024 due to the 2024 COVID Outbreak in New Antrim.

Authority

Lawmaking

Parliament acts as the highest authority to create laws, as Acts of Parliament. The Nobility or Delegates introduce new laws, introduces bills, debates and amends them before voting on then. If successful, it is granted final royal assent by the King. A law requires all three aspects of Parliament to approve it in order to become enforceable. Following the enactment of an Act of Parliament it becomes the responsibility of the Executive to enforce it.

Judicial

Parliament, in addition to creating new laws has the authority to judge the meaning of currently existing laws and how they relate to other laws.

Executive Oversight

Parliament acts as the primary check on the authority of the executive. The Nobility and Delegates elect a Prime Minister who is confirmed by the King, further ministers are appointed by the King on the advise of the Prime Ministers. All cabinet ministers are ultimately responsible to Parliament and may be removed by Parliament. Parliament may choose to remove an entire government through a vote of no confidence after which the entire government is obligated to resign.

Royal Authority

In emergency measures Parliament may exercise authority usually reserved for the King. This is usually only done if a new office is created, Parliament usually appoints an officer to serve in that office in the Act of Parliament constituting it to prevent a discontinuity of the office.

Procedure

Despite consisting of three classes, Parliament is a unicameral body. All members of Parliament have the ability to freely propose and debate upon bills and resolutions. Voting is reserved only for the Nobility and the Delegates as the King is prohibited from voting (except in cases of the vote being divided) under the Sovereign in Parliament Decree. 2019. The King acts as the de jure presiding officer with the Lord President managing day-to-day Parliamentary operations and deputy presiding officer. There are currently 8 members of Parliament consisting of the King, 7 nobles and 2 delegates. Currently Prince Seán, Duke of Derry and Johann Kümmel, Marquess of Illinois overlap as both nobles and delegates.
