The Murray River Exclaves Territory referred to officially as the M.R.E.T when abbreviated, is an unrecognised and self-declared internal territory of Australia and micronation, situated along the Murray river in the states of Victoria and New South Wales.

History

Map of the County of Denison, New South Wales from 1922, showing "Yarrawonga Island", now connected to Victoria via erosion

Idigenous Aboriginal Australians arrived in Australia some sixty-five thoudand years ago, and have inhabited the Murray River for at least ten thousand years.

On 27 May 1836, the explorer Sir Thomas Mitchell and his party massacred several dozens of Aboriginals (possibly Barkindji, Kureinji or Dadi Dadi) at Mount Dispersion, located immediatley to the east of Tarpaulin Bend, the largest territory claimed by the Murray River Exclaves Territory.

Several territories claimed by the Murray River Exclaves Territory were once islands, as shown by several parish surveys created in the 1910s. The Governor-General visited one of these areas, named "Yarrawonga Island" one the survey, on 24 January 2023.

In 1978, Alexander Joseph Reed was shot dead along the Murray river in New South Wales. In the subsequent years following his death, the High Court of Australia ruled that all of the Murray river up to the southern (Victorian) bank belonged to New South Wales, which was done to simplify juristiction issues.

In 1991, the publication "Guidelines for the Determination of the State Border between New South Wales & Victoria along the Murray River" was published. Its rulings were created by the at the time current Surveyor Generals of Victoria and New South Wales. The Governor-General and founder of the Murray River Exclaves Territory, Ethan Ellis, claims several territories whose status violates the rules established in this publication and in the rulings made by the High Court (i.e areas belonging to one state on the bank of another), and cites the lack of any subsequent corrections to the border as having "proven themselves incapable of proper administration of this region, and thus have lost the right to govern it".

Politics and government

The system of government is largely defined under the Constitution of the Murray River Exclaves Territory. The Governor-General is the head of government and represents Charles III the United Kingdom and Commonwealth Realm, the head of state. The Governor-General's chief assistant and aid is the Secretary of State, who is responcible for fulfilling the Governor-General's duties when unavailable.

The Governor-General's power is extensive, as outlined in Section 9 of the Constitution, where it states that the Governor-General "is entitled to exercise their power with equivalence to His Majesty regarding said territories if abiding to this Act and if done with the general majority approval of the Parliament and Servants of the Territory and people thereof".

The Constitution, along with defining the basic law of the Territory, establishes fifteen Ministries, of which two are currently unstaffed. Ministers are tasked with managing a certain aspect of the Territory (i.e finance) and may employ deputies and assistants for their Ministry freely.

New laws, if they are considered too significant to be automatically ruled by the Governor-General, are proposed and passed through Parliament, a unicarmenal house staffed by Ministers and Representitives (government officials without portfolio). A Parliamentary Court may be assembled to prosecute alleged criminals within the Territory's staff. To counteract the significant power of the Governor-General and Secretary of State, there is a process designed to oust them if significant corruption is alleged. The first ever Parliament of the Murray River Exclaves Territory was established on 2 April 2024.

Peculiarly, there is no basis in the Constitution outlining or establishing and political parties, as there are no elected positions in the Territory.

Defence forces

The Ministry of Defence, Navy, and Air Forces are responcible for the defence of the territories of the Murray River Exclaves Territory. There are currently no organised armed groups of the Territory, though the Defence Minister has ambitions of establishing fireteams and a UAV division. V. Jameson Dale is the Minister of Defence, the Navy, and Air Forces.

Ministries

There are fifteen Ministries declared in the Constitution, though only ten of them are currently held, seven of which are held by the Governor-General.

It does not recognise the ruling governments of Afghanistan, Myanmar, and Syria. It recognises Kosovo as a legitimite sovereign state. It does not recognise the State of Palestine due to the disunity between Hamas and Fatah.

Administrative divisions

All territories claimed by the Murray River Exclaves Territory are currently considered unclassified per its constitution. The Governor-General may entitle a status other than unclassified without permission from Parliament, though what this status means is unclear. There are currently 48 unclassified territories in the Murray River Exclaves Territory.

Geography and climate

The Murray river is highly suseptable to flooding and flooding-based erosion.

During the summer, Dollarbirds are a common migratory bird visible throughout the hot summer. During the Governor-General's visit to Yarrawonga Island in 2023, he collected specimens of Dollarbird feathers and dead Jewel spiders whilst exploring.
