The Commission des Ours or Commission of Des Ours was a commission of the State of Avon, composed of Bären Nortennish holdings that were formally annexed by Avon on 14 March 2024. Des Ours functioned as a non-integrated political entity that did not possess autonomy from the Avonite state, and operated as a provisional entity to facilitate the transformation and integration of the region into Avon. It possessed no permanent population.
Etymology
The name Des Ours is taken from a Francophone version of Bärenland (Pays des Ours), the Nortennish Ryke that Chairman Asher Young controlled as Prince beginning in 2021.
History
Prehistory and annexation
The area that the Commission of Des Ours encompassed was formerly that of Bärenland, which upon its creation was organized into the two staats of Forellenlandung and Fledermausstaat. Bärenland gained independence after peacefully seceding from the Kingdom of Nortenland on 12 December 2021. Following the reintegration of Bärenland back into Nortenland in late June 2022, the island of Gansholm was annexed following the Great Gansholm Expedition. On 14 March 2024, following a prolonged period of inactivity in Nortenland, Young made the decision to peacefully transfer Bärenland's territorial holdings to the State of Avon, simultaneously disestablishing the Nortennish Ryke.
Partitioning
On 7 April 2024, the State of Avon, the Commonwealth of Faltree, People's Republic of the Dales, Commonwealth of Vandelland and Bepistan signed a treaty dividing the Commission amongst themselves [1], thereby dissolving the Commission and replacing it with separate smaller holdings. The Avonite portion of the former commission would be reorganized shortly thereafter into the Territory of Des Ours.
Politics
The Commission des Ours was a political commission of the State of Avon, and in practice functioned similarly to a territory, where the governed entity possesses little to no autonomy but is not integrated as a primary subdivision due to its cultural distinctions or distance from the state's political center. Young made the decision to incorporate Des Ours as a commission as it was relatively far from the Avonite administrative center that encompasses Rochester, Roosevelt and Beatty, and was intended to undergo a period of political and cultural integration within the State of Avon. The commission was governed by the Chairman of the State of Avon.
Political Subdivisions
Des Ours was organized into three districts, Forellenlandung, Fledermausstaat, and Gansholm, which corresponded with and consisted of the borders of the staats of the Law of Bärenland. Though the districts retained their original Dutch names, Young planned to eventually culturally imbue them with the Francophone style that is common of the rest of Avon.
