The Commander-in-Chief is the supreme head of the United Federation Armed Forces and a position held by the President of the United Federation during their presidency. The powers of the office are exercised directly by the president typically on the advice of the Minister of Defence, who exercises some command over the military due to the virtue of their position, and the Chief of Defence Staff.
The role of commander-in-chief is one granted to the Aumarean President by the Constitution of Aumarea.
History
The role of commander-in-chief was de jure established on 12 March 2023 by the Constitution of Aumarea - vesting the role and duties into the office of President of Aumarea. However, the office was de facto established on 19 March 2023 when the armed forces were actually established.
Duties and Functions
In the capacity as commander-in-chief of the armed forces, the president exercises the following duties - typically on the advice of the cabinet or congress:
- Direct, Control and Govern the Armed Forces
- Direct, Control and Govern the Federal District National Guard
- Command Federalised National Guard Members
- Commission All Military Officers with Senate Consent
- Declaring War with Congressional Consent
- Deploy Troops Abroad with Congressional Consent
- Ask Congress to Raise Funds for the Armed Forces
- Call Troops to Arms in Times of Emergency
- Commissioning Officers Graduating from OCS with Senate Confirmation
- Issuing Direct Commissions on Senate Advice and Consent
Military Appointments
As commander-in-chief, the president is responsible for making many appointments to senior military posts. Currently the Commander-in-Chief typically makes appointments or approves appointments at the two-star level and up made by the Defence Minister. The names of the officers appointed to these and other posts in the armed forces are regularly published by the Department of Defence.
The president can also issue honorary military appointments such as awarding honorary commissions - typically at the rank of army, marine or air force Colonel or naval or coast guard Captain.
Military Oath of Allegiance
Before joining the armed forces, all personnel must take the following oath of office:
"I, _____, do solemnly swear (or affirm) that I will support and defend the Constitution of the United Federation against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same; and that I will obey the orders of the President of the United Federation and the orders of the officers appointed over me. So help me God."
The president serves as the supreme authority of the military. As Commander-in-Chief the president closely follows developments in the armed forces and the security services. They regularly receive the agenda in advance of all cabinet meetings and congressional committees concerning the armed forces. They also receive the minutes of the meetings of all of these committees and all cabinet documents concerning the military.
The president, by convention, regularly receives the Minister of Defence in audience to discuss Defence documents and policies and, when needed, can ask a member of the Presidential Palace staff to seek additional information on their behalf from the Department of Defence. The president can also request additional reports from the Chief of Defence Staff and branch chiefs of staff that cover all important developments in military matters.
Customs
In Aumarea, it is customary for all members of the armed forces to salute the president in their capacity as commander-in-chief - regardless of whether the president is in uniform or not. The commander-in-chief may also be granted funds by congress to acquire a military uniform for ceremonial occasions - the uniform the president can acquire may be from any branch of the UF Armed Forces and shall be of the rank of General/Admiral or above.
