The Treaty of Zukra, also known in Balzian as the Traite del Zukra (Filipino: Kasunduan sa Zukra), was an agreement signed on October 19, 2024, between the Republic of Balzi, the Kingdom of Ram, and the Imperial State of Zhao, establishing new governance structures and territorial arrangements. Under the treaty, the Kingdom of Ram was reconstituted as the Commonwealth of Ram, adopting a system of elective monarchy in which the President of Balzi simultaneously holds the title of Monarch of Ram. Additionally, the treaty integrated Zhao as a formal region of Balzi, marking the dissolution of its independent sovereignty.

The Treaty of Zukra, an agreement that consolidated governance over two significant territories within the Republic of Balzi, specifically the Commonwealth of Ram and the Region of Zhao, established a direct alignment between the offices of the President of Balzi and the Monarch of Ram. Under the terms of the treaty, the President of Balzi, elected through a democratic process, would automatically hold the ceremonial title of monarch in Ram. Additionally, the treaty integrated Zhao, previously known as the Imperial State of Zhao, into Balzian administrative framework, revoking its independence and incorporating it into Balzian Mass Territorial and Regional Integration Convention, thereby terminating its status as a separate entity.

Negotiation

The Treaty of Zukra was the result of negotiations between representatives of Balzi, Ram, and Zhao. The negotiations were initiated by Salgado Victa, the President of Balzi, who sought to extend Balzian influence and territorial control through peaceful means, ensuring the unification of key territories under his government.

Robert Ram, representing the Kingdom of Ram, recognized the opportunity to safeguard Ram’s future by aligning with Balzi. His willingness to cede certain powers was a key to the successful negotiation of the treaty. Meanwhile, Jov Manabo, the Emperor of the Imperial State of Zhao, decided tp integrate Zhao into a larger political entity due to his frequent participation in Balzi.

Agreement

The Treaty of Zukra consists of several core provisions that reshaped the political landscape of the region:

Establishment of the Commonwealth of Ram

  • Ram was formally established as the Commonwealth of Ram under the Republic of Balzi. The treaty outlined a system of elective monarchy where the President of Balzi would also serve as the Monarch of Ram, symbolizing the intertwined governance of the two territories.
  • The Monarch of Ram holds a purely ceremonial role, with executive authority vested in the President of Balzi. The office of the Governor-General was also created to represent the Monarch in Ram, appointed by the Monarch.

Yearly Coronation

  • The treaty formalized the practice of the Yearly Coronation, where the inauguration of the President of Balzi doubles as the ceremonial coronation of the Monarch of Ram. This event marks the transfer of symbolic leadership in Ram, which occurs whenever a new President of Balzi is elected.

Independent Foreign Affairs for Ram

  • Ram, while politically tied to Balzi, was granted the authority to manage its own foreign affairs independently, provided they did not conflict with Balzi’s interests.

Integration of Zhao

  • Zhao, formerly the Imperial State of Zhao, was fully integrated into the Republic of Balzi, losing its independent status and becoming the Region of Zhao. This move signified the end of Zhao’s sovereignty, with all powers of governance transferred to Balzian national government.

Mass Territorial and Regional Integration Convention

  • Both Ram and Zhao’s integration into Balzi would be overseen by this convention, ensuring the orderly implementation of the treaty’s provisions.

Ratification

The Treaty of Zukra was ratified by the plenipotentiaries of all three entities during a formal ceremony held in Zukra, the regional capital of Ruzka in the Republic of Balzi. Carl Miguel Salgado-Victa signed on behalf of the Republic of Balzi, while Robert Ram and Jov Manabo signed on behalf of Ram and Zhao, respectively.

The treaty went into effect immediately upon its signing, with the provisions regarding the elective monarchy in Ram and the integration of Zhao taking immediate force. The Mass Territorial and Regional Integration Convention was established shortly thereafter to manage the transition and ensure compliance with the treaty’s terms.
