The State Chancellor of Etukan, officially the State Chancellor of the Empire of Etukan, is the head of government of Etukan. The State Chancellor is elected every year, and may serve a maximum of two terms. The incumbent State Chancellor is Patrick Biltoft, who has served in the position since the 1st of August 2021 as its inaugural holder.
History
The office of State Chancellor was established on the 27th of February 2021 with the passing of the 3rd Amendment to the Constitution of Etukan, and remained vacant until the July 2021 elections, which saw Patrick Biltoft defeat his primary opposition for the office Robert Moreton as well as three other candidates with a 35% plurality of the national vote. Biltoft was inaugurated as the first State Chancellor on the first of August after being confirmed by the newly formed 6th High Council of Etukan.
Duties and Powers
The State Chancellor of Etukan shares most powers with Etukan's Emperor, but is expected to lead the executive branch domestically, in contrast to the Emperor, who leads the executive branch by managing Etukan's diplomatic, military and trade-based affairs. The State Chancellor is expected to promote cooperation in the High Council by coordinating the passing of new laws and legislation, and is also required to form a cabinet within their first week of office, which the Emperor must confirm before it is able to carry out its duties. The State Chancellor is not required to have the continuous confidence of the High Council, although they will need to be confirmed by majority of the Council upon their election. The first State Chancellor, Patrick Biltoft, was elected to the office and confirmed despite his party, the United Socialists, not having a majority in the council, as the Liberal-Labour Coalition had voted in support of his confirmation as a sign of goodwill and cooperation to the inaugural holder of the new office.
