The Separation of Councils Act (c. 1) was an Act of the Parliament. It created the Commoner Council, and also set duties and limitations for the latter. It was repealed by the Constitution of Ikonia, issued on 15 December 2021, under citation (2nd ed.) CKI 4 2 §24 and CKI 4 3 §25.

Separation of Councils Act 2021

An act to create separate councils of government to advise the Monarch. [22 April 2021]
BE IT ENACTED by the King’s ruling, with the advice and consent of both councils, in this present government assembled, and by the authority of the same, as follows:-

 1. Separation of Councils Act
1. His Majesty’s Royal Government; in accordance with their own wishes, and that of the King decides to create two houses for legislation purposes.
2. The Privy Council will remain in it’s current state - reviewing and scrutinizing legislation that the Commoner Council has passed.
3. The normal meeting space of government ministers is named the Commoner Council they create and vote on legislation that they propose.
4. The Monarch has the ultimate say on all legislation, motions, and acts, and can restart the process of an act being voted.
5. In order for an act or motion to pass both the Privy and Commoner Council- a majority of the members must vote Aye on the act. If not, the process restarts. (This excludes section 4, unless that occurrence has already been made)
4. To add a member to the Commoner Council, the current ministers have to vote on a majority on the member. That vote later proceeds to the Privy Council, as aforementioned in section 5.
