Sede Vacante (Azzurria)

The Sede Vacante, in the Most Serene Empire of Azzurria, is the period of vacancy of the Office of one or both the Emperors of the Most Serene Empire of Azzurria. It can define the vacancy of the Emperor, of the Empress or the vacancy of both the head of State. It is Latin for "the seat being vacant".

Inception of the Sede Vacante

The Sede Vacante begins in the precise moment one or both the Emperors die or resign. From this moment, the Office of heads of State of the Most Serene Empire of Azzurria and by then the Most Serene Empire of Azzurria itself is ruled by the Secretary of State of the Most Serene Empire of Azzurria and by the President of the Governorship of the Most Serene Empire of Azzurria. The Sede Vacante is proclaimed by the Governorship of the Most Serene Empire of Azzurria, and confirmed by the Light Blue Commission of the Most Serene Empire of Azzurria.

In the period of Sede Vacante there are the following limitations:
• Right to strike: Suspended
• Right to sue: Suspended
• Requests for citizenship, residence, asylum, extradition: Suspended
• Permits of entrance inside the national territory: Suspended
• Processes (civil and criminal): Suspended

The Secretary of State of the Most Serene Empire of Azzurria and the President of the Governorship of the Most Serene Empire of Azzurria have jurisdiction only on the routine administration and on preparations for the conclave. Their duties expire with the election of the new head(s) of State.
