The Parliament of Veloya is the bicameral legislative body of the Kingdom of Veloya. While parliament is bicameral, it consists of three parts - consisting of the monarchy (King-in-Parliament), the House of Lords, and the House of Commons.

The House of Commons is the elected lower chamber of Parliament, with elections to single member constituencies. Elections are held usually every five years and occur via the first past the post system.

The House of Lords is the appointed upper chamber of Parliament. It includes two types of members - Lords Temporal (members with peerages) and Lords Spiritual (senior Church of Veloya ministers).

Legislative Functions

Laws can be made via Acts of Parliament. Laws, in draft form known as bills, may be introduced by any member of either House. Bills proposed by ministers are known as 'Government Bills', all other bills are known as 'Private Members Bills'.

Each Bill goes through several stages in each House. The first stage, called the first reading, is a formality. At the second reading, the general principles of the bill are debated, and the House may vote to reject the bill, by not passing the motion "That the Bill be now read a second time." After the second reading, any proposed amendments to the bill are debated and voted on. Once the House has considered the bill, the third reading follows. Following its passage in one House, the bill is sent to the other House. If passed in identical form by both Houses, it may be presented for Royal Assent.

No bill can pass in parliament and become law unless it gets a simple majority in both houses and gets royal assent.

History

Parliament was established on 12 July 2023. It was formed to aid King Oswald I in his governance of the kingdom and since has become a central part of Veloyan politics.

Privileges

Each House of Parliament possesses various privileges. The foremost privilege claimed by both Houses is that of freedom of speech in debate; nothing said in either House may be questioned in any court or other institution outside Parliament.

The only time parliamentary privileges can be affected, is if parliament is under review from the monarchy or Supreme Court.
