The Kingdom of Ombria, known commonly as Ombria, is a self-declared sovereign state known as a micronation by external observers. It is located in Europe. Ombria was established on 28 March 2024. Following the state's establishment, founding father Colin I installed himself as King.

Ombria has been under an absolute monarchy since its establishment. The monarch holds all legislative, executive and judicial power within the kingdom. The Basic Laws of Ombria, despite not being a constitution, provides the basis and a general outline for government. The monarch is advised by a privy council and is provided the option to govern alongside a council of ministers. King Colin I has ruled Ombria since its foundation.

History

Ombria was established on 28 March 2024. It was founded by King Colin I, who had toyed with the idea of establishing a micronation since January 2024. Ombria had been through a number of iterations before becoming the Kingdom of Ombria and being officially established on 28 March. Colin took the throne upon establishing the kingdom.

The Basic Laws were ratified on 29 March - the day after the state was established. The national currency was established on 1 April 2024, alongside the central bank and adoption of the national flag.

Government and Politics

Ombria is an absolute monarchy. It is a unitary state, so government power is held centrally in one national government. The monarch is the ruler of the state but other organs of the state operate to aid the monarch in ruling. The Basic Laws provide a basis for government.

Basic Laws

The Basic Laws of Ombria are the oldest set of laws in Ombria. They were ratified on 29 March 2024. The basic laws, while not a constitution, provide the basis for government in Ombria. They give some basic principles to advise the government in their role as well as to codify some rights for citizens of the state.

Monarchy

The monarch is the head of state and head of government of Ombria. They hold absolute power over the state and sit as commander-in-chief of the armed forces. The Basic Laws define the monarch as the ultimate authority for all branches of government. The monarch also chairs the privy council.

As an absolute ruler, the monarch is the chief legislative, executive, and judicial authority of the state. The monarch exercises their legislative power through royal decrees, which is how laws are created. Executive power is exercised through royal warrants and royal orders, which can also introduce by-laws and secondary legislation in addition to some other policies. Judicial power is exercised through acting as a judge and appointing other judges and establishing courts.

The monarch can rule alone or, as the Basic Laws create provisions for, form a council of ministers to aid the monarch in exercising their executive powers as well as helping the monarch in the implementation of laws.

The monarchy is hereditary.

The current monarch is King Colin I, who has held the throne since 28 March 2024.

Council of Ministers

The Basic Laws establish provisions for the monarch to form and chair a council of ministers should they wish to. The council of ministers aid the monarch in the exercise of their executive powers and implement laws. The composition and membership of the council is determined by the monarch and ministers serve at the monarch’s pleasure.

When there is an incumbent council of ministers, and the monarch and heir apparent are unable to govern then the Basic Laws allow for the monarch to appoint a prime minister to chair the council of ministers on the monarch’s behalf.

Ministries, departments and offices of the council of ministers can be established by royal order.

Privy Council

The privy council is the advisory body to the monarch. They advise the monarch on the exercise of their powers. All members are appointed at the discretion of the monarch and serve at their pleasure. Members of the council of ministers are ‘ex officio’ members of the privy council.

The monarch chairs the privy council, but can appoint officers to preside and manage the body on their behalf.

All privy councillors are entitled to the use of the style “The Right Honourable” while in office.

Judiciary

The monarch is the ultimate judicial authority of Ombria. The monarch has the authority to act as the chief judge of the kingdom, establish courts and appoint all judges. When acting as a judge, the monarch can elect to hear the case alone or with the privy council acting as a jury.

Military

The armed forces of Ombria are Ombria’s military forces. The armed forces consist of the Ombrian Army, Royal Ombrian Navy and Royal Ombrian Air Force. There is also a Corps of Royal Marines as a fighting arm of the navy.

The monarch serves as the commander-in-chief of the armed forces. They are the ultimate military authority. The Chief of the Defence Staff (CDS) manages the armed forces on the monarch’s behalf. The CDS is a member of the defence council - the governing body of the armed forces. The defence council is attended by the monarch, CDS and branch chiefs of staff.

Each branch of the armed forces has its own board to manage its affairs. Each board consists of branch senior leadership.

Foreign Affairs

As the “face” of Ombria, foreign affairs is often handled directly by the monarch. The Basic Laws outline how Ombria can only enter into treaties with other states if the monarch assents to it and grants royal assent to the treaty.

Ombria is open to engage in diplomacy with other nations. Ombria is willing to engage in both formal and informal relations with other nations.

Economy

Drur is the official currency of Ombria. The subunit is called the Threde, one hundred of which make up one Drur. The currency was established by royal order 2 - which was ratified on 1 April 2024.

Created in the same order, the Bank of Ombria works with the government to oversee national economic affairs. The Bank of Ombria primarily oversees bank note issue but works alongside the government to implement economic policy.

Chapter V of the Basic Laws establishes some basic economic principles in which it is suggested the government follow in economic policy. They also outline the basis for the tax system in Ombria.

Culture

Ombrian culture is influenced by a number of different influences - primarily the cultures and religions citizens grew up as a part of. Majority cultural influence currently comes from Western countries such as the United Kingdom and United States. However, there are other cultural influences over the kingdom.

National Symbols

Flag of Ombria

The Ombrian flag is the most distinctive symbol of the state. It was adopted on 1 April 2024 and took inspiration from the Japanese flag. The flag was designed by Colin I and was adopted by royal order 4.

Other national symbols include the coat of arms, which was adopted by royal order 5 on 3 April 2024. The monarch, in a ceremonial capacity, is an also a symbol of the state as well as the face of the kingdom.

Religion

Christianity is the state religion of Ombria - with the Church of Ombria being the national church. The monarch serves as supreme governor of the church. The religion was adopted as the state faith by the basic laws on 29 March 2024, and the church was established by royal order 1 on 31 March 2024. However, other faiths are able to practise freely within Ombria in accordance with the law. For example, there is a small Jewish population within Ombria.

Christian culture has been important in influencing Ombrian culture overall.

Music

Music is popular within Ombria. A range of genres are liked but rock is a personal favourite of some citizens, including national founder King Colin I. Popular bands in Ombria include Lynyrd Skynyrd.

Ombrian music also includes the national anthem and royal anthem. The national anthem is "Ombria, the Voices" which had its lyrics written by Colin I. The royal anthem is "God Save the King". Both anthems were adopted on 1 April 2024 by royal order 3.

Sport

Sport doesn’t play a huge role in Ombrian culture. However, some sports are popular. Citizens enjoy sport events such as going to the gym, martial arts (karate in particular), and biking. Running has also proved popular amongst citizens in the past. Despite the fact sport isn't a big feature of Ombrian culture, exercise is encouraged.

Geography

Ombria currently lays claim to Pessegueiro Island, an uninhabited island off the coast of Portugal. This claim has been held since 31 March 2024. The island is currently uninhabited, so it is hoped that it will be possible to settle Ombrians and fully establish the nation on the island in the future.
