The Basic Laws of the Kingdom of Ombria, commonly known as the Basic Laws of Ombria or internally as the Basic Laws, is a constitution-like charter for the Kingdom of Ombria. It is divided into seven chapters and one-hundred and four articles. While constitution-like, the basic laws are not a constitution and can be easily repealed at any time by the monarch.

The basic laws have been effective since 29 March 2024 and have not been amended.

History

The basic laws were authored by King Colin I on 29 March 2024. After they had been written, they received royal assent and immediately came into effect. The basic laws have been effective since 29 March 2024. They were somewhat inspired by the 1953 Basic Law of Saudi Arabia, but are more Christianised.

There are seven chapters in the basic laws. The one-hundred and four articles of the basic laws are split throughout the seven chapters.

Chapter I

The first chapter of the basic laws outline the general principles. It defines Ombria as sovereign. The chapter also designates English as the national language and Christianity as the national religion. It also states that the flag and coat of arms shall be regulated and protected by law. It also outlines that the national anthem, holidays, honours and titles will be regulated by law.

Articles one to nine fall under chapter I.

Chapter II

The second chapter of the basic laws establishes the government type as a hereditary monarchy. It states that the monarch possesses all legislative, judicial, and executive power. It states that successors to the throne have to be the legal descendants of first monarch King Colin I and that succession more generally shall be regulated by law. It also grants the monarch crown immunity and states that government authority in Ombria derives from God.

Articles ten to twenty-three fall under chapter II.

Chapter III

The third chapter of the basic laws outlines the basic rights and duties guaranteed by the state. In outlining these rights and duties, the chapter vaguely defines the relationship between the state and citizens through what the state should do to support citizens.

Articles twenty-four to forty-four fall under chapter III.

Chapter IV

The fourth chapter of the basic laws concerns the authorities of the state. It outlines that there are three branches of government, all of which the monarch has ultimate authority over. It defines how the monarch is responsible for legislating, implementing laws, and overseeing the enforcement of justice. It clarifies that the monarch is head of state and head of government and that no law or regulation may take effect without the monarch's assent. It also clarifies the monarch is the commander-in-chief of and ultimate authority over the armed forces.

The chapter also outlines that the monarch can establish a council of ministers if they wish to. It defines how the council of ministers is responsible to and appointed by the monarch and is responsible for the implementation of the laws made by the monarch. The monarch is under no obligation to establish a council of ministers, but chairs the body when it is established. The chapter also defines how that if the monarch and heir apparent are both unable then the monarch can appoint a prime minister to chair the council on their behalf.

Articles forty-five to ninety fall under chapter V.

Chapter V

The fifth chapter of the basic laws define the economic principles of Ombria. It outlines the how taxes are levied at the monarch's discretion and are to be deposited in the national treasury. It also states that a central bank is to be formed by a royal order and is to work alongside the government.

Articles ninety-one to one-hundred and one are under chapter V.

Chapter VI

The sixth chapter of the basic laws outlines the amendment process of the basic laws. It also outlines how other legislation should be amended.

Articles one-hundred and two to one-hundred and four fall under chapter VI.

Chapter VII

The seventh chapter of the basic laws concerns the ratification of the basic laws. It defines that the basic laws shall be ratified and come into effect upon receiving royal assent.

Amending Process

The amendment process for the basic laws is outlined in chapter VI. It outlines how the basic laws can be amended at any time by the monarch. Amendments are created and proposed in the form of a royal decree, and are ratified by the monarch giving their assent to the decree. The chapter also defines how all other primary legislation in Ombria should be amended in the same manner.

Theoretically the repeal of the basic laws can also be done through royal decree.
