General Secretary of the Socialist Action Committee of Aotearoa (Māori: Hekeretari Tianara o nga Mana Hapori Komiti mahi o Aotearoa) was the de-facto head of the Socialist Action Committee of Aotearoa. The position of General Secretary was the highest position in the organization and held power over the People's Congress and was de-facto commander and chief of the People's Revolutionary Forces. Under s3 of Resolution 1 of the SACA the powers were only de-facto and all powers are vested in the People's Congress, however under s3(a) of the same resolution, the General Secretary was granted power over the PRF.

History

On 31 July 2023, the idea of the Socialist Action Committee of Aotearoa was formed, then known as the Socialist Action Committee (SAC) however, Ethan Brinkman, founder and current General Secretary, found that it conflicted with the already existing organization at Victoria University of Wellington, Students Against Cuts (SAC). The current SAC was a non-partisan, pro-government funding protest organization which campaigned for more funding for universities.

Later on 5 September 2023, Ethan Brinkman decided to add Aotearoa, the Māori name for New Zealand in the name for the organization. This gave the organization the name SACA and on 9 September 2023 the organization was formed with the passing of Resolution 1, along with the creation of the office of the General Secretary.

Nearly a year later, General Secretary Ethan Brinkman announced he would dissolve the organization as it no longer had any capacity to serve its purpose nor could Ethan continue the organization alone.

Powers

Under Resolution 1, the General Secretary had several powers, however most were ceremonial or de-facto. Firstly s3(a) of Resolution 1 stated:

"The General Secretary of the Socialist Action Committee of Aotearoa shall be responsible for acting as the de-facto leader of the organization and will be the Commander and Chief of the People’s Revolutionary Forces".

s4 of the same resolution went on to grant power over the People's Congress and organization by stating:

"The People’s Congress of the Socialist Action Committee of Aotearoa shall hold supreme powers under the General Secretary over the organization and will advise the General Secretary, organize involvement in protests and actions against the Government of New Zealand."

s5(b) and (c) of the resolution gave the General Secretary powers over the creation of resolutions, stating:

"(b) The General Secretary will have the ability to prompt the People’s Congress to pass resolutions.

(c) The General Secretary will also have the ability to create resolutions without the need for the Congress under emergency situations."

s6 enforced that the People's Revolutionary Forces must follow the directions of the People's Congress and the General Secretary.
