The Filorux Group Statutory Corporation, doing business as the Filorux Group S.C. and in some cases as Filorux International, (commonly known as: Filorux; colloquially: The Rux; Denfray: Ц꜔⊸∩⊔ʎ) is a state-owned organisation and not-for-profit enterprise (statutory corporation) with responsibility over most state operations of the Princian Commonwealth, namely: the healthcare, banking, education and transportation, among others. The Prince's Order is the Filorux Group S.C.'s sole shareholder (through the Lordministry of Economics & Currency) and the Filorux Group S.C. is a 50% shareholder in the Dee Group S.C. and 30% shareholder in Penroe-Louçade S.C., drawing its finances mainly from commercial endeavours and since 14 March 2022 it has been in continuous receipt of emergency funding from general taxation.

The Filorux Group S.C. was created on 25 September 2019 by a joint effort of the two largest leftist parties in the Prince's Order as of the September 2019 Ministerial Election, the People's Party and the Princian Party of Socialists, so as to separate the aforementioned services from the politics of Princia - to create an organisation independent from the government and free from partisan interference to administer them fairly and unbiasedly. These two parties then merged into the People's Party & Princian Party of Socialists and after successfully acquiring their first majority in July 2020, the Filorux Group was expanded to nationalise the entire Princian economy - replacing private business completely with a form of state capitalism. Although private capitalism has since been re-legalised by the United Democratic & Liberal Party in February 2021, the Filorux Group continues to dominate the Princian economy and is described as a form of extensively-liberalised state capitalism, effectively operating independent from the government albeit severely restricted to ensure its monopoly on the economy is used responsibly.

Filorux's absolute monopoly over the Princian economy, facilitated by the PP&PPS' initial ban on private business and the UDP's later ban on the turning of profit, has allowed it to greatly utilise economies of scale to benefit only the people of Princia rather than that of individuals as is the case in conventional capitalism. The creation of the Filorux Group is widely regarded as one of the People's Party & Princian Party of Socialists' greatest achievements. Owing to the profit ban imposed by the Prince's Order in the Filorux Group's royal charter, it is frequently lowering its prices, increasing its employees' wages and investing in new & innovative industries - making private enterprise completely unheard of due to the high barriers of entry for new businesses and lack of any need for such. The Filorux Group becoming self-sustaining while still providing services such has healthcare and education has also allowed the Prince's Order to significantly lower taxes across the board because it is now no longer required to fund these services since Filorux balances its net-positive and net-negative industries.

At present, despite having seen many governments inhabiting both the left and right wings, the Prince's Order continues to encourage the development and expansion of the Filorux Group under a model of following a market economy within a socialist structure of ownership. The only party to oppose the expansion of Filorux is the Traditionals Party, who have imposed a market share cap of 50% in all markets exclusively within the Parvusmount SDP in order to protect its long-established businesses; while the Metropolitan Party believes the Filorux Group should facilitate private capitalism within its industries by taking a more regulatory role rather than owning and controlling the economy.

Royal charter of establishment

Opening page of the Filorux Group's charter of establishment as of its 3rd amendment

The Filorux Group received its Royal Charter of establishment on 25 September 2019, in which it set out the mandatory industries which the Filorux Group must operate, with all other industries being down to choice. The charter also states that the Filorux Group may not return any profit by the end of a given business quarter (mandated in the charter's first amendment). The mandatory industries and their conditions are set out below:

Revisions

The royal charter of the Filorux Group has undergone six revisions since its enactment in September 2019. It's first amendment imposed a profit cap on the group, making the turning of a profit by the end of a given business quarter illegal, and dictated that the group will no longer receive funding from the Prince's Order to operate. The second amendment mandated that public transport must be free of charge. The third amendment added road maintenance, waste collection and vehicle licensing to Filorux's portfolio. The fourth amendment stipulated that basic utilities must also be provided free of charge and that the Prince's Order will once again provide emergency funding for the now financially imbalanced industries in which the Filorux Group operates; the fifth amendment transferred the ownership and management of two public bodies previously operated directly by the Princian government, the Telecommunications & Postal Service (abrv. TelPost) and National Radiotelevision (abrv. NRT or RadVision); and the sixth amendment reintroduced fare-charging for public transport if it is done through the Princian Transport franchise.

The Filorux Peacekeeping Force, more commonly known by its acronym FPF, is a military subsidiary of the Filorux Group created on the authority of Prince Joshua upon the Russian Federation's invasion of Ukraine in February 2022. The establishment of this force is purely a symbolic one, demonstrating Princia's strict stance on world peace and its siding with Ukraine in the ongoing Russo-Ukrainian War. The Filorux Peacekeeping Force was created as a subsidiary of the Filorux Group, rather than a branch of the Unified Military Defence Force of Princia, so as to operationally separate the force from the Prince's Order as a semi-neutral organisation with peacekeeping as its sole purpose.

When operating in Princia as part of the Filorux Intranational Division, National Radiotelevision must remain impartial by law, in a similar fashion to the UK's BBC, but is not restricted to this when operating outside of Princia under the Filorux International Division.

Notable Operations and Endeavours

Operation Effervescent

Operation Effervescent, retroactively renamed Operation Bat the Crossens, is the Filorux Group S.C.'s most ambitious endeavour to date. It involved the transition of the company from the private sector to the public (nationalised) sector - transitioning from a few shops scattered around Princia to the beating heart of the entire union. In just 2 weeks, the Filorux Group S.C. had established itself in the union as the number one company for education, banking, healthcare, and the transportation of people and goods throughout the Princian Commonwealth.

Operation Reyjax

Operation Reyjax, retroactively renamed Operation Reach the Hughes, is the name given to the period from when the Lordministry of Economics & Currency issued a formal declaration of changes to Filorux's Royal Charter of establishment: the requirement to provide public transport free of charge to the Princian population. This, coupled with no prior warning given to the Filorux Group, severely affected its financial situation - so much so, that Filorux now plans to petition for a package of non-repayable emergency funding from the Lordministry of Economics & Currency to ensure that the other services as mandated by its charter remain unaffected and properly funded while considerable amendments to their budget and organisational structure are made for the next business quarter.

Tripartite system

The Filorux Group S.C.'s operations are subdivided into three geographical areas which effectively operate as independent organisations, known as the tripartite system.

Central Provinces Group

The Central Provinces Group (or Zone C in some contexts) consists of the Home Provinces of Addersonheath and Cathairo-Pempire; coextensive with the former Home Province of Princia.

Outer Provinces Group

Previously known as the Colonies Group, the Outer Provinces Group (or Zone O in some contexts) consists of the Home Province of Southopearce and Outlying Provinces of Stonne and the Soeds. The Outer Provinces Group is the only subdivision within the tripartite system which engages in competition with another state-owned enterprise, the Dee Group S.C.

Special Provinces Group

Previously known as the Protectorates Group, the Special Provinces Group (or Zone S in some contexts) consists of the Parvusmount Self-Determined Province and Union Protectorate of Allisterloo.

Restrictions

At present, the Filorux Group's operations are marginally restricted in three of the seven provinces of Princia. All restrictions are presently enforced by the Lordministry of Economics & Currency.

The Soeds

The Outlying Province of the Soeds was the first province of Princia to impose restrictions on the Filorux Group's operations only one month after its creation, in October 2019. The Atiscross National Party (now defunct) created the Dee Group S.C. to compete with Filorux, and imposed a split of 50% market-share for each the Dee and Filorux groups in only the sectors of education and transportation. Although the Soeds' government has since been abolished along with the Atiscross National Party, these restrictions are still in place to this day.

Parvusmount

Upon Parvusmount's integration into Princia as a Self-Determined Province following the 2021 Parvusmountian Status Referendum, having previously been a Self-Determined Protectorate, it was concluded that to protect its long-established businesses from the Filorux "predator," a market-share cap of 50% in all markets would be imposed by the Traditionals Party-controlled Parvusmountian government.

Addersonheath

Although de jure the Home Province of Addersonheath itself does not restrict the Filorux Group's operations, its two autonomous areas do. Both the Devergate and Brikkad areas became the first to assume responsibility for some state-operations of the Filorux Group, delegating this authority to the newly-created Penroe Group (later renamed Penroe-Louçade). Penroe-Louçade operates in the sectors of education, transportation, road maintenance and utilities; thus the Filorux Group has been banned from holding any market-share in only these industries.
