Enchenia (pronounced /ɛnˈʃɛnɪə/, Chinese: 英雪尼亞), officially the Federation of Enchenia (Chinese: 英雪尼亞聯邦), is a micronation located in the United States. It does not claim any territory in the world.

Enchenia was established as a Kingdom on 3 September 2013. On 28 July 2020, the Transitional Government was established to transition the country into a republic. It was officially declared a republic on 3 September 2020, the 7th anniversary of its foundation. The sovereignty of Enchenia was recognized on 5 February 2023, following the establishment of diplomatic relations with the first micronation. The first democratic election was held on 7 November 2022 to elect the 3rd Federal Council.

Enchenia has followed a policy of armed neutrality, which allows it to maintain a small scale military. This policy has been codified into Article 5 of its Constitution, in which it prohibits the country from joining any military alliances.

Etymology

The word "Enchenia" (/ɛnˈʃɛnɪə/) came from the English word enchant or the French word enchanter, which means "to delight".

History

Kingdom

Enchenia was originally declared as a kingdom, known as the Kingdom of Enchenia (Chinese: 英雪尼亞王國) on 3 September 2013. However, much like the Kingdom of Hungary from 1920 to 1946, the kingdom functioned as an "authoritarian regency". The founder, Ngok Ching Ying Suet (Chinese: 樂正瑩雪), ruled the kingdom using the title "Lord of Enchenia" instead of "King of Enchenia". Eventually, no one was declared King until the dissolution of the Kingdom on 28 July 2020. The supreme legislative authority was the Parliament, but its power was limited since the Lord had the power to make the final decision.

During the kingdom era, the country was divided on administrative level into royal cities, territories, grand duchies and principalities.

Transitional government

In July 2020, amid the voices from its citizens calling for republicanism, the Lord decided to host meetings to discuss possible steps that need to be taken to transform the country. On 28 July 2020, the kingdom was officially dissolved and the Transitional Government of Enchenia (Chinese: 英雪尼亞過渡政府) was form. During this period, the official name of the country is simply "Enchenia", just like other transitional governments. The transitional government has considered to change a variety of national symbols, including the national flag and the banner. However, it was decided that the national flag should remain, but the banner needed to be replaced.

Federation

Enchenia officially became a federal republic on 3 September 2020, the 7th anniversary of the foundation of Enchenia. A new coat of arms with two sides was also revealed on this day. The new country is administered by a Federal Council, much like the one in Switzerland. The Parliament remained as the supreme legislative authority, although it is now given much more powers than in the Kingdom era.

On 3 and 27 September 2022, the Parliament voted to adopt a new national flag (the current flag shown above) and the coat of arms as the official national symbols of the Federation of Enchenia.

On 18 July 2023, Enchenia, along with three other micronations, drafted and signed the Convention on the Elimination of All Forms of Discrimination on the Basis of Sexual Orientation and Gender Identity. The Convention was adopted by the Parliament, and then promulgated by the Federal Council on the same day.

Government and politics

Federal Council

The Federal Council is the supreme executive authority in the country. It consists of four to seven Federal Councillors. Unlike its counterpart in Switzerland, the number Federal Councillors could change from year to year, depending on the election results from the 4th quarter of the previous year. Each Federal Councillor has equal power and no one is considered "more superior" than others. According to Annex I to the Constitution, the Federal Council Election is held in the fourth quarter of each year. Federal Councillors are elected by the Parliament and serve their terms from 1 January to 31 December of the following year.

On 1 January of each year, new Federal Councillors assume their office and choose one Federal Councillor to be the President of Enchenia. The position of the President is ceremonial and has no additional executive power. The President is prohibited to serve consecutive terms. Once elected, Federal Councillors are immune from being removed from office. However, if a Federal Councillor violates the law, other Federal Councillors may invoke Article 34 of the Constitution to deprive their citizenship, thus also removing them from office.

Parliament

The Parliament is the unicameral supreme legislative authority in the country. It does not have a fixed number for the Members of Parliament (MPs). By convention, every newly admitted citizen is granted as an MP, although the Constitution does not provide a guarantee to this.

Unlike in most sovereign states, the Federal Council or the President does not have the power to veto bills passed by the Parliament or to issue pardons or amnesties. These powers belong to the Parliament. Additionally, the Parliament has the power to approve international treaties.

The Speaker of the Parliament is the leader in the chamber. This position is elected among all MPs. Just like the President, the Speaker is also prohibited to serve consecutive terms.

Military

The Enchenian Armed Forces were established by an ordinance on 7 February 2024 and consist of three branches: Enchenian Army, Enchenian Navy and Enchenian Air Force. However, since the constitution states that Enchenia must follow the principle of neutrality, the Armed Forces primarily perform research and analytical tasks, similar to the Institute for the Study of War (ISW).

Administrative regions

Enchenia is divided into three states: Farbenstadt, La Promesa and Lau Sing. Each state is led by a governor. There is no official population reported from each state, as Enchenian citizens have the right to establish residency in multiple states. Currently, all the states do not have their flags and coats of arms. However, once Enchenia has officially adopted its first Constitution, the Federal Council will begin the process of designing these symbols.

Culture

Mottos

Although the Constitution does not specify a motto, the two mottos in Latin found on the two sides of the coat of arms are considered to be the de facto mottos of Enchenia. The first one is found on the obverse side of the coat of arms:"Scientia potentia est", meaning "knowledge is power". The second one is found on the reverse side of the coat of arms:"Cogito, ergo sum", meaning "I think, therefore I am".

Flag

The flag of the Federation of Enchenia consists of a midnight blue field charged with a white snowflake. The blue represents the "ocean of knowledge, whereas the white snowflake represents peace, freedom, light and hope. The snowflake also contains the Star of Life. The current flag was adopted by the Parliament on 27 September 2022.

Coat of arms

The coat of arms is a square shield with two sides. It was adopted by the Parliament on 3 September 2022, the 9th anniversary of the foundation of Enchenia, although it has been used since the Federation was declared.

The obverse side features the Luoshu Square (Chinese: 洛書) at the centre, which is a 3x3 magic square. The Luoshu Square represents wisdom, power and harmony. The official name of the country in Latin "Foederatio Encheniae" is written at the top, whereas "Scientia potentia est", one of the two de facto mottos is written at the bottom.

The reverse side features the tangram (Chinese: 七巧板), which represents the "infinite possibilities". The other de facto motto: "Cogito, ergo sum" is written at the top, whereas the date of foundation, 3 Septemeber 2013, is written in Roman numerals (III.IX.MMXIII) at the bottom.
