The Federation of Moshui and Kichi is a federal republic consisting of nine States, a federal district (Ta Chi Ling ,the capital city of the Moshui and Kichi), two Territories, and various minor islands. Two political entities, Moshui and Kichi, govern these areas, with Moshui governing the Moshui Free State and Ta Chi Ling, and Kichi governing nine states and two territories. States and territories are established in accordance with the "Administrative Division Law". The biggest difference between states and territories is that territories are directly under the jurisdiction of the federal government, while states are under the jurisdiction of the governments of the states. As a federal country, Moshui and Kichi is divided into three government levels, namely:

1. Federal Government
2. State/Territory Government
3. County Government

The largest state by population is Futian, with a population of 283,100 people, while the smallest is Huafu, with a population of 59,995 people. The largest state by area is Shatou, encompassing 13.59 square kilometers, while the smallest is Nanyuan, encompassing 2,1 square kilometers. The largest territory by population is Merlin, with a population of 245,200 people (larger than 7 states), while the smallest is the Qingshuihe, with a population of 101,024 people. Merlin is the largest territory by area, encompassing 21.18 square kilometers; the smallest territory (or district), Ta Chi Ling, encompasses only 0.0000084 square kilometers.
