The Second Rulish Empire, also known as simply the Rulish Empire, is a micronation in the city of Perth, Western Australia. The state was founded by Ruben on 22 July 2023, after the Declaration of Independence from the Perth Empire, another micronation in the area who ultimately disappeared in July of the same year.
The Rulish Empire's current state power consists of 3 offices. An elected prime minister, a right hand man and an Emperor who is chosen hereditary, belonging to the royal family of West Ruland. The West Rulish government recently colonized 1.2 million square kilometres of land although a new law passed and West Ruland has left the short lived Antarctic claim.
Etymology
The name "Ruland" is a portmanteau, of the founding leaders name "Ruben" and the word "Land" which means, "Land of Ruben". This name was adopted by his majesty during the dictator era of 2023, and is still used today to show our history as a micronation.

The perth-swanic war was the first major loss for the West Rulish Empire. The Emperor was overthrown, although he gained power back 3 minutes later.

The final war between the West Rulish Empire and the Grand Duchy of swan. the West Rulish Empire gained most of Swan's territores and later absorbed the Grand Duchy of Swan entirely.

After the original Perth Empire the Republic of Ruland was born or now known the West rulish Empire, The current government at the time was a dictatorship.
The change of government
This day it was a change of government from a dictatorship to an Imperialist state and this grand movement lead the republic to a empire this empire was now the Rulish Empire.
The Golden age
This day was the day the empire changed to the Westralian Empire.

On the 25th of January, 2024, a referendum was held to leave the imperial commonwealth of Levinia. The referendum passed and the Rulish empire is no longer a part of the Imperial Commonwealth.

Early Government
Republic of Ruland
The Republic of Ruland was the first version of the Rulish Empire. It was a Dictatorship and was ruled by president Ruben Bushell for about a week.
Westralian Empire
The Westralian Empire was the third version of the Rulish Empire. It was an Absolute Monarchy and was ruled by His Majesty Ruben Bushell for 5 months until the fourth name change.

Act 6 - Peoples Party Act
This act shall allow citizens of our nation to propose the creation of a new minor party in parliament. This will give our citizens a new voice and say in how our nation is run and the political ideology of our nation.

This act will give our nation's citizens the freedom to propose new laws, decline new bills and have a chance to become the elected prime minister.

Act 11 - Preferential voting system
This act shall change our election system, to become preferential instead of the Imperial Rulish system. Voters must make a preference on all parties instead of voting a prime minister. The party's candidate with the most amount of seats will become the EPM.

Head of state
The head of state, or the Emperor/Empress, is the main leader of the Rulish Empire, although no longer having absolute power (changed in the constitution editing 2024).
Head of government
Head of government consists of 2 people, an elected prime minister, whom is elected in every year and a right hand man, whom is chosen by the Emperor/Empress. The elected prime minister's role is to manage all affairs internally. Because of this, the elected prime minister is usually the minster for internal affairs. The right hand man's role is to advise the Emperor/Empress on decisions and take their role when they aren't active.
Elected Prime Ministers
The Elected Prime Minister elections happen each year, from January 5th to January 10th. Due to the absence of the emperor, the 2024 elections happened on the 27th of February to the 3rd of march.

The first elected prime minister of the Empire. Seb Smith was, and still is a good military strategist and the leader of the communist party. Seb Smith was the main cause of our current strong military.

Harry Stowe is the third elected prime minister. Harry Stowe was elected halfway through 2024, and is the leader of the communist party.
Departments
The departments role is to manage a specific sector of government. Most departments are led by a minister and is managed by that minister, although some departments are either led by the head of state or they don't have a minister.
Law and order
The police force is used to stop any minor crimes, while the military is used for greater crimes. Our police force consists of 1 person and a Jury or Judge will decide the criminal's punishment after a fair trial.
Chapter 7, according to the constitution:
Judges shall hold the power to decide the punishment of criminals, however, judges cannot decide whether the defendant is guilty (Unless it is the district court or no Jury attend), Judges cannot argue for or against the defendant, and they shall be fired for unreasonable force, bias, or corruption.
Courts shall have a jury of at minimum 2 people and they will decide whether the defendant is guilty or not guilty. State courts will be made up of a civil district court, then a district court, then a supreme court and a court of appeal. Federal court will be made up of the federal court and the supreme federal court.
The government shall not interfere with courts (on any level); however, the Emperor/Empress has the power to fire a judge.
Military
Ruland has three branches of our military, the royal army, the royal navy and the royal air force. The army uses about 10 plastic guns and 3 plastic swords. The navy has 3 boats currently, all swan class Kayaks. These are: HMRS Pink, HMRS Blue, HMRS Swan. Currently, our air force has one drone.
Battle of Swan
The battle of Swan was the first battle in the fourth Rulish-Swanicc war. The Grand Duchy of swan launched an offensive against the capital of the Rulish empire. The Rulish military responded with a counter offensive which made the Swanicc troops retreat out of Rulish territory, where it evolved into trench warfare. The Rulish soliders eventually managed to force the Swanicc troops to retreat further into their own territory. At 1500, 12/04/24 the battle was won by Ruland.
War of the Indian Ocean
The War of the Indian Ocean started on the 28th of August, 2024. It started as a minor independence war, although many allies, located mainly around the Indian Ocean had joined the war, begining the start of the War of the Indian Ocean. It is thought that this war may upgrade to a Micronational World War. Currently, no major battles have occurred.
This war uses Cyber warfare and Physical warfare.

The foreign policy of Ruland is to hold our values of freedom and justice and to build good relations with other micronations as well as our allies.

The Rulish Empire has 20 cities and 2 states. The Rulish Empire recently integrated East Ruland and West Ruland as states, allowing the formation of the Rulish Empire. Today, East Ruland and West Ruland both control similar sized land areas.

Geography and climate
The terrain of Ruland is flat and slightly grassy usually in West Ruland, the weather is mostly sunny and slightly humid, with a few clouds in the summer, cloudy but warm in spring, stormy/rainy and cold in winter and warm and sunny in autumn. The Vietnamese colonies usually suffer humidity and high heat.

From February 1 to March 2, the South West section of the nation suffered a month long severe weather alert for extreme temperatures. Temperatures reached a maximum of 44 degrees Celsius (111.2 Fahrenheit) consistently.
Economy
The Rulish Empire has adopted it's own currency, the Rulish Pound. This currency is mainly online and 1000 Rulish pounds are worth 1 Australian dollar. Our economy is capitalist, with some aspects of communism.
