The Union of Fesmarian Socialist Republics (abbr. UFSR), was the name of the self-declared, unrecognized country of Fesmar between April and December 2022. With holdings across Cornwall on the island of Great Britain, Scotland, Wales and the Ireland. Fesmar is situated across the vast majority of Celtic countries, and de jure claims control of the entirety of Ireland, Brittany, Cornwall and Scotland although de facto maintains only small territorial holdings. The largest population centre, Penzance (the Capital of the Union) has access to both the Atlantic ocean through the English channel. Fesmar maintains international borders with two countries, those being the United Kingdom and the Republic of Ireland.
The territory of Fesmar has been inhabited since the Palaeolithic era after the last ice age. It was during the British Iron Age that the area was inhabited by Cetic tribes known collectively as the Celts. Fesmar declared independence from the United Kingdom on the twelfth of March 2018 as the Kingdom of Fesmar, although it has experienced a number of issues domestically as well as abroad being reorganized several times until the creation of the Union of Fesmarian Socialist Republics and this did not end the issues with organisation as the 'Socialist Nature of the Union' was dropped over fears of decreased activity.
Etymology
The name Fesmar does not exist in any Celtic language or as a description of a place, rather it was an artificially generated name. However, the more accurate name is Brodtredh which is used by both Cornish and Breton Speakers, a contraction of the Cornish "bro tredh Truru ha Pennsans" or in English, "Land Between Truro and Penzance" which is the region where Fesmar is located. A more formal description of the state is "Emperoureth kernewek genys orth Pennsans" or in English "Cornish empire born of Penzance". Other languages maintain different names for Fesmar, in Irish Gaelic the name is "Ceiltigh-Nua" translating as New Celts, this the same translation as in Scots Gaelic "Ceiltich ùra". The Welsh term for Fesmar is "Celtiai" which roughly translates to Celts.
History
The first Fesmarian empire
Founded in April 2018, the first Fesmarian empire (FFE for short) was founded as a direct response to the deposition of Morwenna Fydtroust, the first empire would be short lived, being disbanded by the treaty of Saltash in June the same year, the empire maintained a month long conflict between a coalition of micronations and the sole combatant of the FFE. The government structure of the empire was operated as an absolute monarchy, however little royal authority was exercised over the civil administration, allowing for the development of many of the earliest elements of Fesmarian institutions and statehood, such as the primitive taxation office and the first official draft office. Whilst the government itself was disbanded, due to the weakness of micronations to exert control over affairs, the civil administration of the regions comprising the FFE continued, with new institutions and organisations being introduced to exert influence over the rogue administration. During the existence of the FFE, several key events in the early history of Fesmar would originate from the conflict which spanned nearly its entire existence, events such as the Siege of Trurovia, Battle of Tehidy and first ever major defeat for the IFA (Imperial Fesmarian Army) in the Peninsular campaign. Whilst these events hold little importance to the post second empire Fesmar, they would majorly shape the events of the Femarian civil war and Dødestpunkt.
The Treaty era
After the official surrender of the FFE the treaty of Saltash was drafted and ten days later it was signed by Fesmarian representatives of the emergency government. The treaty stipulated that disbanding of an organised Fesmarian state, into three main divisions; Fogren, Ofrait and the Romanus Imperium. These divisions would exist only on paper, with an organisation known as the inquisition maintaining order throughout the reorganised states. The status quo that the treaty had created would however last until the first elections in Ofrait and Fogren, these saw the rise of the People's Cornovii Party which was a fascist party operating under the former dictator Beninso Amadeus Aquilla. The treaty would first be broken in July with the formation of the unified FNR (Fesmarian Nationalist Republic), later it would be completely disbanded and the coalition which enforced it annexed into the rising FNR a mere week later.
The Fesmarian civil war
Throughout the Treaty era monarchist sentiment had been rising significantly, including calls upon the reunification of Fesmar under the FNR to restore the imperial throne, these calls would be ignored however. The topic of the monarchy would be reintroduced to the public upon one of Beninso's public speeches in which he called the former Empress Morwenna Fydtroust a traitor and coward for abdicating the throne during the fallout of the infamous battle of Tehidy, these accusations enraged a portion of the FNR government into attempting to arrest Beninso for treason. The resulting battle within the capital led to the defection of the majority of the FNRA (Fesmarian nationalist republican army) to the NIFA (New Imperial Fesmarian Army) and the declaration of five, a public denunciation of the Neo-Nazi cult formed surrounding Beninso. After the declaration, the city of Trurovia defected to the NIFA, which reformed into the Empire of Fesmar-Trelawny following a declaration of independence by the barons of Trelawny (a region of Fesmar). The newly formed empire, which officially began after two weeks of previous rebellion would on the 1 of August declare the former emperor Kenneth II as head of state, Kenneth II would rule until the end of the civil war. The conflict would end after the fall of Penzancia as a result of the Redruth Campaign.
The Redruth Campaign
Beginning on 2 August, imperial forces would launch an offensive to secure a link between the imperial palace and the Trurovia based imperial government. Nationalist forces prepared strong defences in the Camborne exclaves and Tehidy province. The campaign began with the successful capture of the provincial capital of Redruth by imperial forces, the response by the Nationalists was to launch an assault to recapture the town, this assault would fail and Nationalist forces would organise a stronger defence of Tehidy and Camborne. After a further week of manoeuvre the nationalists would surrender in Tehidy, the final phase of the campaign would see the beginning of multiple offensives against the well defended exclaves, eventually ending on August 25. The campaign would weaken the moral of the nationalists in Penzancia and across Fesmar to the point of near unilateral surrender, with all hostilities ending five days later.
The Fesmarian golden age
Following the civil war very little rebuilding was needed, because of this the newly emerged empire, began in an immensely strong position. At the dawn of what would become known as the golden age of Fesmar the newly reunited empire had annexed most of its previous enemies and reorganised the political system in the first Fesmarian senate. Although the new era was marked by the abdication of the wartime emperor, the new Empress was able to help rally and organise the fractured organisations and rebel groups that had played a key part in the restoration of her empire. These actions in unification would contain both the creation of the grand duchy of Trelawny and the creation of the first princedoms. The first princedoms would be; Ofrait, Helstonia, Tamar and Roadrunnia and were given limited autonomy in areas of economic, noble and political affairs. These first steps into reunification and reorganisation also began to raise discontent amongst some areas of the IFA and Barons of Trelawny, despite this the economy of the empire grew with the taxation rate being raised from five imperial foons to ten in response to the increased trade under imperial jurisdiction.
The Dødestpunkt
Whilst the empire flourished some sought to see its downfall, and these took the form of disgruntled IFA officers and Barons in the Trelawny region. These malcontents would organise an attempted coup of the chancellorship, this resulted in the appointed chancellor by the empress remaining in office but under supervision of one of the rebel armies. Over the course of late September and early October these officers would become warlords, seizing territory off the still occupied senate and the weakened nobility. During this period the disgruntled barons organised a movement for Trelawnite independence, seeing the western half of the duchy seceded keeping the Arch-Duke Pascal preoccupied with a civil war. Through the use of the Imperial guard, the Empress was able to regain control of the senate by mid October, however she was unable to secure beyond the borders of Penzancia. Throughout the remainder of October the Trelawnite rebellion was suppressed and the Redruth region was able to be re-secured. Despite the successes of the Imperial loyalists, the Prince of Ofrait would surrender to one of the warlords, in this action the former prince left the empire. By mid November all but Ofrait and the Tamar princedom had been recaptured, and by the end of November the two rogue princedoms had been fully restored, although at the cost of the traitor prince of Tamar and the prince of Ofrait.
The late golden age
After the defeat of the warlords the Fesmarian empire began a lengthy process of reconstruction, this reconstruction was however flawed as it created further regionalist divides. On January 1 the policy of regional isolation was officially revoked, with Fesmar entering the global community for the first time since its founding. This however would prove to be a fatal mistake for the empire as the Empress refused to take the discord element seriously, using it as a game rather than representing the reality of the decaying empire. The reality of the empire at this time was that despite expanding into Belgium and forming the Princedom of Keerbergen the regionalism and decay had begun to set in on the now rapidly aging empire. Inflation too rose rampant, with taxation rising to upwards of fifty times its levels during the early empire. The final weeks of the golden age would be filled with regionalist insurrection and foreign occupation of several key positions in the government.
The Pascal rebellion & the rebellion of the Princes
Following previous disagreements between the Trelawnite and Fesmarian factions within the empire, a group of barons within the duchy slowly formed an echo chamber of pro-secessionist political discussion and information, this echo-chamber was focused entirely around the Arch-duke whom had been left to govern the north of the empire following the collapse of the princedom of Tamar. The influence of these barons grew steadily throughout the reconstruction until April 2019 where the power of the barons had become so great that not even the now numerous foreign powerbrokers could diminish it, with this influence they were able to convince Pascal that he needed to secure the throne from a power hungry Fydtroust dictatorship. Following this realisation the arch-duke would organise several key backers in an attempted coup against the Empress, these backers would notably include members from Misberian Confederacy, the Pacoists and Somcowian Federation, however the Pacoists would alert Morwenna via the leaking of screenshots of the group chat being used to organise the coup. Despite the warning Morwenna was unable to act until the day after the coup had been launched, her reaction was to declare Pascal the "Arch-Traitor" and banish him from the empire. These actions would however result in those loyal to the newly declared Arch-traitor to begin an insurrection and rebellion, with his followers eventually declaring the independence of the first of the successor states, Senshi tochi.
Immediately following the Pascal rebellion Empress Morwenna would suffer a breakdown which would begin the rebellion of the princes. Whilst the Pascal rebellion caused a split amongst organisations such as the IFA and also temporarily fractured the mental stability of the Empress, it ultimately lacked the deep seated damage which the second rebellion would cause. Whilst the Pascal affair was just beginning, the opportunity was taken by the Prince of Stormhold, formed from Roadrunnia, to seize further autonomy and eventually declare himself king of Stormhold. The Stormhold affair became heated following the loyalist IFA's intervention into the situation in Stormhold, the result of which was a treaty recognising the independence of Stormhold from Fesmar. Following the declaration of independence by Stormhold other regions such as the princedom of Keerbergen would declare their independence. During this time foreign powers also seized territory off the collapsing empire, creating a messy patchwork of authorities throughout the former Fesmarian lands.
The first Fesmarian Belgican empire & the Belgican cold war
Forged after months of hostility and conflict between the two powers, the FFBE would represent the first attempt at a Pan-Fesmarian state. Whilst only lasting a few weeks, the empire would be a stepping stone in the restoration of Fesmar. Before this however the two powers maintained a state of hostility actively working to sabotage the other. The cold war would come to head following a second attempted coup in the Fesmarian empire, the fallout of which was the complete loss of the government and administration of the Fesmarian empire and the collapse of imperial authority over the Camborne exclaves, which would then declare their support to the Arch-traitor and Stormhold. Formed out of Keerbergen, Belgican hostility would become a major part of their foreign policy in organisations such as the UAN, and would grow into multiple attempts at causing conflict between Fesmar and others. Following the Belgican cold war Fesmar entered into a period known as the reconstruction era, originally under the third empire, the reconstruction era would continue into the present day with efforts of data recovery, population recovery and government reconstruction being the first and foremost effort of the current Fesmarian government.
Politics
The UFSR was governed via a complex collection of devolved republics, officially known as 'Fesmarian Socialist Republics', these devolved governments maintain autonomy in the vast majority of aspects of statehood with few restrictions.

The President of the UFSR
The official head of state was the President of the Union. The Premier was officially responsible for the approval of laws made by the Congress of the Republics, the office of the Premier was also responsible for creating and managing the laws of the union and the relations between the republics. The Premier was also the head of the armed forces, and under the Act of Union, the Office of the Premier was one held for life. Until 17th August 2022 the post was called 'General Chancellor' and had a deputy. This was not the first name change as it was known as 'Premier' between 7th July - 17th August 2022. The role of President was dissolved on the 27th December 2022 but the sitting President was re-designated 'Head of the Union' until the 30th of that month whenever the Fesmarian Monarchy was restored. The Monarchy of Fesmar today uses the power and authority initially granted to the General Chancellor in the Act of Union and in a constitutional sense, the Fesmarian Monarchy was the official successor to the Presidency.

The Prime Minister of the UFSR
Initially designed as a Deputy Head of State and an 'Heir Apparent' role, the Prime Ministership of the UFSR eventually took on a life of it's own. Overseeing much of the Executive government sharing authority and collaborating with the Premier. According to the Act of Union, the Prime Minister was entitled to the same rights as the Premier although needed to ask for the approval of the Premier to exercise any of their shared authority.
Until 7th July 2022, the post was called 'Deputy General Chancellor' owing to it's original purpose and multiple people held the role from it's conception until it was reorganised as 'Chief Minister' on 30th December 2022. Like other Ministerial posts it survived the Self-Dissolution of the Socialist Government but was the only one discontinued after the Monarchy was restored. In a constitutional sense the role of 'Caesar' the Heir Apparent of the Fesmarian Monarch is the continuation of the Prime Minister role acting in it's original legal duty as an heir to the head of state acting in the way that the Premiership of Mazanek, Catalina, Fydtroust and Fennario, while the role it had under the Premiership of Dagda was succeeded by the Chief Ministership.

The Congress of the Republics
The Congress of the Republics was the overall legislative body of the Union, it is responsible for the creation and retraction of legislation from legal enforcement. The Congress consisted of all government officials of the Union's Republics and had one regular sitting on 9 August 2022 - 14 August 2022 and two emergency sessions on 15 August 2022 and 27 December 2022. During the General Chancellorships of Fydtroust and Mazanek the legislative body of the Republic was the 'Senate' which acted similarly to the Congress but differently. It was headed by the General Chancellor, operated out of a groupchat not in the Fesmarian Discord and was 'constantly in session'. There is no clear date when the Senate ceased operations however the last vote held in it was on 12 May 2022.
First Congress of the Republics (9 August 2022 - 14 August 2022)
Preparations for the First Congress began on 3 August 2022, then Chairman of the Irish Republic's Provisional Government, Seán Dagda was appointed as Speaker of the Congress while a member of the Scottish Government, 'Ironside' was appointed as Speaker pro tempore and Acting Speaker as Dagda was not present on Fesmarian soil and did not have a stable connection to the rest of the Republic and Union Governments. The Congress was formally convened on 9 August upon Dagda's return to UFSR soil.
During this Congress, four Acts were passed:
- Legal Tender and Finance act
- LGBT Conversion Therapy Act
- Suprema Regimen Decretum (SRD) Encoding Act
- Accessibility & Disability Act
and five motions were passed
- The formal recognition of the de jure sovereignty of the Republic of Kosovo over the Autonomous Province of Kosovo and Metohija (Republic of Serbia)
- Formal scantions against the government of the State of Israel.
- A motion to chronicle the entirety of Fesmarian history, the chroniclers would have compete access to all chats of former servers that still exist and have the right to screenshots of various group chats
- A motion to give the speaker to define the basic rules of the Congress.
- A forward a motion to formalise the status of Palestine and Israel relations, and who to recognise and the de jure ruler of such lands
Speaker Dagda formally closed the Congress on 14 August 2022 after all acts and motions had been reviewed. Only one motion failed to pass a motion proposed by then Premier Catalina regarding theoretical integration into various macronational organisations.
Second (Emergency) Congress of the Republics (15 August 2022)

Just over 26 hours from the ending of the First Congress, it emerged that a member of the Fesmarian discord server had been secretly running an Intelligence Mission for their micronation, the Gunakian Empire. They had mentioned having the information in the League of Independent Nations discord server. The Premier was told of this information twice, once by an unknown source and another time by the Speaker of Congress who was representing New Antrim at the time/ In response Premier Catalina called for an emergency session of the Congress where a single piece of legislation was passed. The Anti Espionage Act which allowed the Government to ban the leaker.
Third (Emergency) Congress of the Republics (27 December 2022)
The Third and Final Congress of the Republics was convened on 27 December 2022, whenever the Self-Dissolution of the Government Act was proposed. The bill was part of a wider plan to restore the Fesmarian Monarchy in an attempt to reignite activity in Fesmar. The Act passed resulting in the disbandment of the Congress, the dissolution of the Presidency, the return of the Imperial Senate and the temporary creation of a 'Head of the Union' until the Monarchy could be formally restored. The end of this Congress essentially marks the end of the Union of Fesmarian Socialist Republics as 3 days after the conclusion of the Congress, the Imperial Senate amended the Act of Union and discontinued the usage of 'Socialist' in any official names of the Union. However it should be noted that none of the non-constitutional laws of the UFSR were revoked and the current Fesmarian Union/Empire acts not as a successor to the UFSR but as a direct continuation.
