State of the Federation (Aumarea)

The State of the Federation Address (abbreviated to SOTF) is an annual event in which the President of the United Federation makes an address to a joint session to the United Federation Congress near the beginning of each year on the current conditions of the country. The State of the Federation Address generally includes reports on the nation's budget, economy, news, agenda, progress, achievements and the president's priorities and legislative proposals for that particular year.

The address meets the requirements of the provisions outlined in Article II, Section III of the Constitution of Aumarea.

History

The address was established in law on 12 March 2023 when the constitution was ratified. It is the oldest established ceremonial event within the United Federation.

Delivery

Before the address can happen, by convention the House and Senate must each pass a resolution setting a date and time for the address to occur as it is a held during a joint session. Then, a formal invitation is made by the Speaker of the House to the president typically several weeks before the appointed date.

Invitations

All members of Congress are invited to the address. As well as this, the president may invite a number of guests who sit with the First Lady. By convention the cabinet, Supreme Court justices, senior Aumarean diplomats and military leaders are invited and have reserved seating.

Designated Survivor

It is custom for one member of the cabinet not to attend the address (the designated survivor), in order to provide a Line of Succession should anything catastrophic happen to the president.

Content of the Speech

The contents of the speeches typically contain information and status updates of the country and federal government during the incumbent president's administration. It also includes elements of the President's agenda for the upcoming year and what their legislative aims are.
