The Speaker of the House of Delegates, commonly the Speaker of the House or the House Speaker, is the presiding officer of the House of Delegates in the Congress of Aumarea. The office was established by Article I Section II of the Constitution of Aumarea. The speaker is the political and parliamentary leader of the House and is simultaneously its presiding officer and second highest officer in the legislative branch of the Federal Government of Aumarea after the Vice President of Aumarea in their capacity as president of the senate. Speakers also perform various other administrative and procedural functions.

The constitution does not explicitly require the speaker to be an incumbent member of the House of Delegates, but by convention they usually are. The speaker is second in line in the presidential line of succession after the vice president.

Selection

The house elects its speaker at the start of each new congress, or when a speaker dies, resigns or is impeached. At the start of a new congress, those voting to elect the speaker are the incumbent delegates and delegates-elect, as a speaker must be selected before members are sworn in to office; the House of Delegates cannot organise or take other legislative actions until a speaker is elected.

Typically each party that has seats in the house will select a nominee from their block of delegates in the house, but conventionally normally only the two major parties in the house nominate as their candidates are the only ones whom have a chance to win - however, it is theoretically possible to nominate and elect someone from outside the house.

Upon election, the speaker is sworn in by the "Grandfather of the House" - who is the longest serving member of the House of Delegates.

The speaker serves at the house's pleasure during the house's term.

Partisan Role

The constitution does not spell out the political role of the speaker. The speaker in the United Federation, by convention, is the head of the majority party in the House of Delegates, outranking the majority leader.

The speaker is responsible for ensuring that the House passes legislation supported by the majority party. In pursuing this goal, the speaker may use their power to determine when each bill reaches the floor.

When the speaker and the president belong to the same party, the speaker tends to play the role in a more ceremonial light.

Presiding Officer

As presiding officer of the House of Delegates, the speaker holds a variety of powers over the House. The speaker may delegate their powers to a member of the House to act as speaker pro tempore and to preside over the House in the speaker's absence; when this has occurred the delegation has always been to a member of the same party.

On the floor of the House, the presiding officer is always addressed as "Mr Speaker" or "Madam Speaker", even if that person is serving as speaker pro tempore. To speak, members must seek the presiding officer's recognition. The presiding officer also rules on all points of order but such rulings may be appealed to the whole House.
