States Representative Council (Indonesia: Dewan Perwakilan Negara Bagian) or DPNB , is the Unicameral Legislative body in Alrodnia and has 5 members, following the 2022 Constitution. There are three parties, the PSLA, PIA, and PDRA. The 5 members represent 5 states, namely Apisia, Pasefek, Omasia, Abisia and Mamaksia. This body has the legislative power to propose laws, impeach the president. And has the obligation to comply with all judicial, executive decisions and even DPNB's own decisions.

Powers

The DPNB is the second most powerful government body after the president. The DPNB is a legislative body, according to the Constitution of Alrodnia. DPNB has the right to propose laws with certain conditions and should comply with all decisions of the executive, judiciary, or legislature itself.

Under the constitution, the DPNB consists of senators who lead regional governments in their respective states. These senators are elected in general elections and are elected once every year. Senators have no term limits, they only have to be elected once every 1 year. Following Legal Council decision no. 1/11/2023, the election system used to elect these senators is closed list proportional representation using the Sainte-Laguë method.

In formulating laws, Senators must listen to the aspirations of the people in their respective Constituencies. After that, the community's proposal will be submitted to the DPNB session. First, senators must invite experts who support or oppose the law, this session is called a hearing session.

After the listening session, Senators will meet again to formulate the law. Bills can be proposed after getting a majority of 1/2 + 1. The drafted bill will be sent to the president, to be vetoed or approved. If the president approves the bill, it will be tested by the Legal Council whether the law is constitutional or not. However, this test is only carried out if there are parties from society who demand the law. If the president vetoes the bill, unlike other countries, the promulgation of the bill depends on the president's decision, if the president refuses, the bill will fail.

If it turns out that the legal council declares that the bill is unconstitutional, then the bill will also fail, even if it is approved by the president.

If it turns out that the bill has been rejected, then the bill will not be passed if it turns out to exceed a 2/3 majority like other countries. On the other hand, the bill can be proposed again by one of the senators, for revision. If it turns out that the bill is proposed again, then the process will start all over again.

Impeachment

The President can be impeached through the DPNB. First, the DPNB itself must investigate unconstitutional, unethical or criminal behavior. After that, the President can be invited to be questioned by senators about his behavior. After that, voting at the DPNB will be carried out, the same as forming a law, the condition for approval is a majority of 1/2 + 1.

After voting at DPNB, Then a vote will be held among the people to confirm whether the people want the president to be impeached. The condition for impeachment to be approved by the public by voting, the vote must be more than 50%. If the public agrees, the president will immediately be impeached and step down from office. If it turns out that the public does not agree, then the president will not be impeached, and the impeachment process will end.
