The Prime Minister of Mevora is the head of government of the Kingdom of Mevora. They advise the monarch, chairs the cabinet and nominates its ministers. They also sit as a member of the House of Commons and require their confidence.

The prime ministership was established by the Constitution of Mevora and is supported by the Office of the Prime Minister.

The office is currently vacant.

History

The prime ministry is the oldest political office of Mevora. It was established by the constitution on 18 July 2023.

International Role

One of the roles of the prime minister is to represent Mevora and the government at home and abroad.

Deputies

Prime ministers are premised to appointed deputies in the form of a Deputy Prime Minister or First Secretary of State. However, prime ministers are under no obligation to appoint people to either office or sometimes do to to denote a minister's seniority over other ministers.

Resignation

A prime minister ends their term of office by offering their resignation to the monarch. This can happen after their party has suffered a general election defeat, so that they no longer command the confidence of the House of Commons. It can also happen mid-term, if they are forced to resign for political reasons, or for other reasons such as ill-health. If the prime minister resigns mid-term, and their party has a majority in the Commons, the party selects a new leader according to its rules, and this new leader is invited by the monarch to become the new prime minister. The outgoing prime minister is likely to remain in post until the new leader has been chosen by their party. After resigning, the outgoing prime minister remains a Member of Parliament, unless they also resign their seat in the House of Commons triggering a by-election for their constituency.

Upon leaving office, they are allowed to ask the monarch to bestow honours on people of their choosing.

Privileges

On taking office a new prime minister usually makes a public statement to announce to the country that they have been appointed by the reigning monarch. They normally make a statement such as "His Majesty the King has asked me to form a government. I have accepted."

The prime minister is by custom a member of the Privy Council and thus entitled to the style of "The Right Honourable".

Authority and Power

The prime minister is the head of the Government of Mevora. As such, the prime minister leads the Cabinet (the executive branch). In addition, the prime minister leads a major political party and generally commands a majority in the House of Commons (the lower house of Parliament). As a result of this, the incumbent wields both significant legislative and executive powers.

In the House of Commons, the prime minister guides the legislative process with the goal of enacting the legislative agenda of their political party. In an executive capacity, the prime minister nominates (and may dismiss) all other Cabinet members and ministers, and co-ordinates the policies and activities of all government agencies and departments, and the staff of the Civil Service. The prime minister also acts as the face and voice of His Majesty's Government, both internally and abroad.

Appointment

The prime minister is appointed (and can be dismissed) by the monarch, through the exercise of the royal prerogative. Constitutionally the appointee to the prime ministry is at the monarch's discretion provided they are a member of parliament, but by convention appointees are normally are the individual who is most likely to command the confidence of the House of Commons. This means they are normally the leader of the political party that commands a majority in the House of Commons.
