The Prime Minister was the head of government of the The Republic of Randulia. It was the highest elected office in the Republic. The Prime Minister was elected through elections where the party with the largest amount of votes decides on who within its ranks becomes Prime Minister designate. The Prime Minister elect was then formally appointed by the State President.
The Prime Minister has the task of heading the Cabinet, which consists of the ministerial departments and cabinet members as well as their secretariats, and making sure that the executive delivered its functions properly and orderly. The Prime Minister was also responsible for being questioned in the State Council and delivering the current state of the government and its business.
The position of Prime Minister was held by Samuel Carsky, who headed the First Carsky Cabinet.
Constitutional background and role
The main role of the Prime Minister was to oversee the activities of the Cabinet and co-ordinate with the ministers and to act as the voice of the government to the public. The Prime Minister has the power also to advice the State President on what to do and has the power to declare war, with gracious consent of the State President. The Prime Minister has the power to appoint his cabinet as well as to remove members of the cabinet.
The Prime Minister was regarded as the second highest office in the Republic according to the order of precedence, being second only to the head of state, the State President.
Under the constitution, the deputy of the Prime Minister was the First Secretary of Randulia, who was formally called the First Secretary of the Government of Randulia. The First Secretary was chosen by the Prime Minister, and was appointed by the State President. The first secretary was responsible for acting on behalf of the Prime Minister when he was on other business outside the Republic. The First Secretary succeeded the Prime Minister if he resigned or was incapacitated/dead.
Election and term length
The Prime Minister was usually elected during general elections. He may also be appointed or removed by the State President at was or her pleasure, with approval from the State Council. Elections are held every 6 months; 2 times a year: January, June.
