The Monarch of Phokland, was an hereditary ceremonial title granted to the Sovereign of the nation. The title last resided within the Royal House of Harris-Ross in accordance with the Royal Line of Succession.

Powers
The King (going by the popular title of Tsar) of Phokland held the legal status of Head of the State and as such acted as the ceremonial leader of the state. The ruler could use his/her power to overrule any decision of the government (Prime Minister) if it was believed to be in direct contradiction to the well-being of the nation.
Titles
The monarch of Phokland could have assumed the titles of King (Tsar) or Queen (Tsarina) upon taking the crown (depending on individual preference and not on sexual identity). The official full title of the sovereign was King/Queen of the Phoklandians. Once crowned, their next of kin would assume the title of "Tsarevitch" (a title equivalent to Prince or Princess). Though they held the title of King, the ruler of Phokland was (and still is) commonly and popularly referred to as Tsar due to the nations prior status as a Tsarist state (similar to the Russian Empire).
