Meetings of the Quorum of the Twelve Apostles

The Quorum of the Twelve Apostles, the national legislature of the Holy Kingdom of Deseret, is required by constitutional law to hold at least twelve meetings a year, one on the last Friday of each month. Attendance at any of these meetings is not mandatory for any individual Apostle unless stated explicitly beforehand, but failure to attend at least one meeting annually may result in disciplinary action.

2013

January

The first official meeting of the Quorum was held in the Deseretan Province of Nauvoo on 25 January 2013. The assembly was focused primarily on establishing the basic rights of citizens of the Kingdom, a relatively new micronation founded the previous month. It was attended by all members of the Quorum, including President Cowdery Young, and by Queen Utahna I and the rest of the royal family, in addition to eighteen non-participating observers.

Eight proposals were ratified during the meeting:

  • Act I — affirming citizens' "freedom of beliefs and principles," while "by no means denying the essential fact that the government of the Holy Kingdom of Deseret is inarguably founded upon the principles of the Mormon religion," including a clause disassociating the government from the institute of marriage and stating its recognition of civil unions.
  • Act II — affirming citizens' "right to possess arms within their domicile, for their safety and legitimate defense, except for those forbidden by law or reserved for the exclusive use of the Deseret Legion."
  • Act III — prohibiting unreasonable searches and seizures.
  • Act IV — protecting the right to due process.
  • Act V — outlawing involuntary servitude, "except as punishment for crime."
  • Act VI — establishing the prohibition of the manufacture and sale of "alcoholic beverages, tobacco, and 'hot drinks'" within the Kingdom, except for the purposes of religious or medicinal consumption.
  • Act VII — creating the Order of the Rising Sun, a federal criminal investigative body and intelligence agency closely affiliated with the Deseretan military.
  • Act VIII — reorganizing the Purified Church of Jesus Christ of Latter Day Saints (PLDS) as the Restored Church of Jesus Christ of Latter Day Saints (RLDS).

February

The second official meeting of the Quorum was held in Nauvoo on 22 February 2013. The assembly was attended by all members of the Quorum except for Megan and Alvin Fairchild, and by Queen Utahna I and the rest of the royal family, in addition to eight non-participating observers.

Although the prospect of drafting a formal written Constitution for the nation was discussed, no major legislation was passed during the course of the meeting.

March

The third official meeting of the Quorum was held in Nauvoo on 29 March 2013. The assembly was attended by all members of the Quorum, including President Cowdery Young, and by Queen Utahna I and the rest of the royal family, in addition to eight non-participating observers.

Four proposals were ratified during the meeting:

  • Act IX — banning the formation of political parties in the Kingdom.
  • Act X — founding the University of Deseret.
  • Act XI — setting apart nearly three-quarters of the land comprising the Province of Lehi-Nephi as a national wildlife preserve.
  • Act XII — establishing the nation's first formal alliance, with the Decracy of Yunivers.

April

The fourth official meeting of the Quorum was held in Nauvoo on 26 April 2013. The assembly was attended by all members of the Quorum, including President Cowdery Young, and by Queen Utahna I and the rest of the royal family, in addition to six non-participating observers.

One proposal was ratified during the meeting:

  • Act XIII — altering the Kingdom's motto (a lengthy quote from the Book of Mormon) to the more concise "Holiness to the Lord" (a reference to Exodus 28:36).
