The House of State, also known as the Parliament of the United Ebareny is the national legislature and the supreme decision-making body of United Ebareny. The House of State was established by the 2nd Provisional government. The House of State is the unicameral legislature of the United Ebareny, with just 5 members elected every year based on open list proportional representation, or they can be nominated by the president and the chancellor if there is needeed; the House of State is a de facto one-party system, although other political parties are legal. The next legislative election is expected to happen in 18 March 2023.
The de jure seat of the House of State is at State Building (German: Staatsgebäude), on the "The Square".
History
The House of State succeeded the State Council (German: Staatsrat) on 18 March 2022 by the 2nd Provisional government. The State Council was a bicameral legislature, the House of State and the House of Commons. At that moment the State Council was almost entirely cerimonial as the United Ebareny was under a de facto autocratic regime. With the declaration of the 2nd Provisional government, the State Council was succeeded by the House of State with a unicameral legislature. The House of State is led by the President of the House of State. There are 5 members in the assembly.
President
The president of the House of State is the presiding officer of the House of State. The president determines which members may speak, and is responsible for maintaining order. The president is nominated by the President of the United Ebareny with the approval of the House of State; the president of the House of State can appoint one or two deputies.
Powers and structure
The House of State performs the normal functions of a legislature in a parliamentary democracy. It enacts laws, amends the constitution and appoints a government. To make changes to the Constitution, amendments must be approved twice by the majority seats of the House of State. If a tie occurs, the bill will be voted on again on a later date. Tied bills can only be re-voted one time.
No sitting parliament can pass laws that future parliaments cannot change.
