The Congress of East Galway, officially the Congress of the East Galwegian Socialist Republic was the unicameral legislature of the East Galwegian Socialist Republic. The Congress was composed of two entities, the President, and the House of Representatives, the only chamber of the Congress. The House of Representatives created and passed acts, whilst the President signed acts into law or send them to the Paramount Court to check their constitutionality.
History
The history of the Congress begins on 7 January 2022, with the proclamation of the East Galway Commune. The Vice Premier, Thomas Jacobs created a legislative body for the commune. Premier Jan Kotoński on the advice of Thomas Jacobs created the People’s Assembly. Thomas Jacobs was made the first Chairman of the People’s Assembly.
The People’s Assembly was renamed the House of Representatives on 17 April 2022, and the position of Chairman became the President of the House of Representatives, with the House of Representatives becoming the only house of the Congress on 24 April 2022, when the President was formally added to the legislative process.
Components
President
The President was the ceremonial head of state of East Galway, and as such, was required to sign off on all legislation into law. The President was not barred from holding a seat in the House of Representatives, though generally he was not advised to.
House of Representatives
The House of Representatives functioned as the singular chamber of the Congress, and was composed of ten members, titled representatives. The House selected the Premier, who in turn selected the Cabinet of Ministers, with the Premier and the Cabinet of Ministers then being appointed by the President. The Premier served at the pleasure of the President nominally, though in reality, he served at the pleasure of the House of Representatives. The House elected a President to preside over it, and legally was designated as the “Deputy President of East Galway”, in regards to the presidential line of succession.
