The Government of Italoria, officially His Majesty's Government of Italoria or His Majesty's Government (abbreviated to HM Government), is the central executive authority for the Kingdom of Italoria. It is lead by the prime minister, who nominates all other ministers. The prime minister and all other senior ministers belong to the supreme decision making body known as the cabinet.
Ministers of the Crown are responsible to the house of parliament in which they sit, however there is no constitutional requirement for the government to sit in parliament - despite the legislature's role scrutinising the government. The government is dependent on parliament, however, to make primary legislation - so, as a result, the monarch tends to choose the individual most likely to command the confidence of the House of Commons (parliament's lower house) to become the prime minister.
History
The Italorian government was established fairly early on in the constitution with the establishment of the monarch's right to appoint and dismiss ministers and state officials. As the constitution was ratified on 21 October 2023, the government of Italoria traces its roots back to then - being established upon the constitution's ratification.
Government and the Crown
While the Italorian monarch has executive power, is the sovereign and head of state - they are not the head of government. The monarch often does take a role in the governing of the state, but leaves the majority of the running of Italoria to the government.
The monarch's powers are granted to them by the constitution - but collectively are known as the Royal Perogative and include powers such as that to declare war and make peace, recognise states, assent to or veto bills passed by parliament, and to govern the armed forces.
However, some royal prerogative powers are exercised on behalf of the monarch by the government. These powers include:
Domestic Powers
- Appoint and Dismiss the Prime Minister (exercised directly by the monarch)
- Appoint and Dismiss Other Ministers (exercised directly by the monarch)
- Commission Officers of the Armed Forces
- Command the Armed Forces
- Issue, Impound, Cancel, Suspend, and Recall Italorian Passports
- Pardon Convictions
- Grant, Cancel and Annul Honours
- Create Corporations by Charter and to Adjust or Revoke the Charter
Foreign Powers
- Make and Ratify Treaties
- Declare War and Conclude Peace
- Deploy the Armed Forces Overseas
- Recognise States
- Credit and Receive Diplomats
Ministers and Departments
As of 24 October 2023, the government consists of 13 executive ministries (including His Majesty's Treasury) - as well as the Office of the Prime Minister. Government ministries are headed by secretaries of state, with the exception of the treasury which is chaired by the chancellor of the exchequer.
All ministers of the government are appointed by the monarch, however this power is usually exercised on the advice and nominations given to the monarch by the prime minister who chairs the cabinet.
Government in Parliament
While it is not a constitutional requirement the government sit in parliament, convention dictates they should originate from either house of parliament to ensure effective scrutiny and to make it easier to legislate. As a result, the prime minister is usually selected by the monarch for their ability to command the confidence of the House of Commons despite the monarch's ultimate power to choose whichever Italorian citizen they please to assume office as prime minister.
If a government is selected from outside of parliament, the constitution gives ministers the right to request to address either house of parliament on the government's behalf.
