History
Like most specific ministerial positions in Italoria, the role of prime minister does not directly originate in the constitution. However, it originates more out of political convention. The office was established on 21 October 2023.
Powers
The prime minister is the head of the Government of Italoria. As such, the prime minister leads the Cabinet (the executive). In addition, the prime minister conventionally leads a major political party and generally commands a majority in the House of Commons (the lower chamber of parliament). As a result, the incumbent wields both significant legislative and executive powers.
In the House of Commons, the prime minister guides the law-making process with the goal of enacting the legislative agenda of their political party. They also submit ministerial nominations to the monarch for appointment, and also has the power to dismiss ministers.
The prime minister also acts as the face and voice of His Majesty's Government, both at home and abroad.
The prime minister is also a key advisor to the monarch on the exercise of much of their powers.
Appointment
The prime minister is appointed solely by the monarch in exercise of their royal prerogative, who may also dismiss a prime minister and their government in exercising the same.
The constitution grants the monarch the power to appoint whomever they wish to the office - however, by convention the appointee is normally the individual who can command the most confidence in the House of Commons, meaning the officeholder is normally the leader of the largest party in parliament.
Privileges
On taking office the incoming prime minister usually makes a public statement to announce to the country that they have been appointed to office by the reigning monarch. It is convention they say something to the effect of "His Majesty the King [Her Majesty the Queen] has invited me to form a government and I have chosen to accept."
In Italoria, the prime minister out ranks all other dignitaries besides the royal family and some ecclesiastical officers.
The prime minister is ex officio a member of the privy council, so are entitled to use the style "The Right Honourable". Prime ministers are also entitled to use the informal style of "Mr/Madam Prime Minister" while holding office.
