His Majesty's Government (abbreviated to HM Government), commonly known as the Government of Fatrea, is the central executive authority of the Kingdom of Fatrea. The government is lead by the prime minister, and is appointed by the monarch. The prime minister and the most senior ministers belong to the supreme decision-making committee known as the Cabinet.

Constitutionally, the government is responsible to the monarch but politically (and for practical reasons) the government is responsible to and appointed from parliament. The constitution states that ministers should be selected from parliament and can be appointed from either house. The government is dependent on both the monarch and parliament to make primary legislation. General elections are held every five years (at most) unless the monarch dissolves parliament sooner.

History

The government was established on 15 February 2024. It was established after the ratification of the constitution so powers and actions of the government could be better regulated.

Government and the Crown

The Fatrean monarch is the head of state and sovereign but not the head of government. The monarch is vested with the powers to take an active part in governing the country but tends to leave the role to the government.

The government exercises several powers on behalf of the monarch. These powers are not defined by the constitution as being exercised by the government, but rather have been devolved to the government by the monarch. These powers include:

Domestic Powers

  • Issue Commissions to Officers of the Armed Forces
  • Command the Armed Forces
  • Issue, Suspend and Revoke Fatrean Passports
  • Pardon Convictions
  • Grant, Cancel and Annul Honours
  • Create Corporations

Foreign Powers

  • Make and Ratify Treaties
  • Declare War and Conclude Peace
  • Deploy the Armed Forces Overseas
  • Recognise States
  • Credit and Receive Diplomats

Ministers and Departments

There are 12 government ministries in the cabinet, as well as the treasury and the office of the prime minister. Ministries are lead by secretaries of state, who attend cabinet and are supported by more junior ministers in their ministry. Government ministers are also supported by civil servants.

The constitution outlines how minister have to be a member of one of the Houses of Parliament to be eligible for appointment as a minister, but are appointed by and legally responsible to the monarch. The prime minister nominates parliamentarians for office as ministers.

In addition to the constitution and laws, ministers are bound by the Ministerial Code. The ministerial code outlines how ministers should act while in office, their relations to parliament and the circumstances in which they are expected to resign.
