The Government of the Dolish Realm, commonly the Government of Doland (Dolish: Reichrung von Dolen), is the central executive authority of the Dolish Realm. It is normally lead by the Prime Minister of Doland, who nominates all other ministers. The prime minister and their most senior ministers belong to the supreme decision-making committee, known as the Council of Ministers.

The government is responsible to parliament. The government is dependent on Parliament to make primary legislation, and general elections are held every five years (at most) unless the President of Doland, who appoints the government, dissolves parliament and calls elections early.

History

The government is one of the oldest institutions in Doland - predating parliament and the prime ministry. It was established on 1 June 2023, and was formally established by the constitution.

Powers

Powers given to the government are in two categories - domestic and foreign. The powers of the government originate from the presidency and can be exercised by the president or, more commonly, by the government on the president's behalf.

The powers of the government include:

Domestic Powers

  • Power to Appoint and Dismiss a Prime Minister (exercised by the President)
  • Power to Appoint and Dismiss other Ministers (exercised by the President)
  • Power to Commission Officer in the Armed Forces
  • Power to Issue, Suspend, Revoke, Impound, Cancel, Annul or Withdraw Dolish Passports
  • Power to Pardon Any Conviction
  • Power to Grant, Cancel and Annul Honours
  • Power to Create Corporations

Foreign Powers

  • Power to Make and Ratify Treaties
  • Power to Declare War and Conclude Peace
  • Power to Deploy the Armed Forces Overseas
  • Power to Recognise States
  • Power to Credit and Receive Diplomats

Ministers and Departments

As of the ratification of the constitution on 1 July 2023, there is 13 executive ministries each overseen by a Realm Minister. There are also two executive offices currently - the Office of the Prime Minister and the Office of the President.

Government in Parliament

Under the Dolish system, the government is required by constitutional convention and for practical reasons to maintain the confidence of Parliament. It requires the support of parliament for the maintenance of supply (by voting through the government's budgets) and to pass primary legislation. By convention, if a government loses the confidence of parliament it must either resign or a general election is held.
