The Ticino People's Republic, more commonly known just as Ticino, is a self proclaimed and unrecognized State in Northern Italy. It has been founded in early 2024 following the February Revolution, and has since then fought for its independence.

The country, claiming to be a presidential republic, is in fact a dictatorship under the rule of its first and only president Leonardo Granda and the Communist Party of the Ticino People’s Republic.

As of September 2024 no country has yet recognized Ticino.

Etymology

The name comes from the Ticino river, which passes right in the middle of the Country, separating it in two.


Etymology of the flag

The flag is a typical Tricolor, based on Russia’s flag, with the Coat of Arms on top to distinguish it. Red stands for Socialism, Blue stands for the Ticino River, the main body of water, while Green stands for the forests and the agricultural fields which make up nearly the entire country.

History

Early History

The country’s history is quite recent, with the first talks about creating an independent State in the Ticino Park and the surrounding countryside zones beginning in early January between a few future Revolutionaries, which followed with the creation of the Committee for the Liberation of Ticino, starting to lay down the foundation of the Country and the Revolution, by buying used or new Military equipment, such as uniforms and camouflages, helmets and footwear.

As the committee grew larger, a well known man between the Revolutionaries, Leonardo Granda Caicedo Giovanni, also known as Caicy, was appointed as Head of the Committee, and future General Secretary of the Party and President by voting, allegedly getting voted by everybody. The date of such events remains classified.

On the 1st of February 2024, the Communist Party of Ticino People’s Republic was created, it will remain the only allowed Party for the next months.


The February Revolution

On the 12th of February, by direct order of Caicy, a small group of Revolutionaries occupied its first positions, and captured without a fight the village of Sandragrad hanging their flags in the small riverside village. The Revolutionaries also interacted with locals informing them about the situation, even receiving relative support. After this the parts of the city of Velikiy Nogigrad were occupied.


Declaration of Independence

On the 17th of February 2024, late in the night, the Revolutionaries gathered in a non identified place (later identified as the Caicybunker, the Headquarters of the Revolutionaries) and declared the independence of Ticino from Italy, proclaiming the Ticino People’s Republic and Leonardo Granda as president of it on an Instagram live, also announcing the plans for the future. On the 17th several ministries and institutions the country were also created, such as the Ministry of Defense, the Ministry of Interior Affairs and such.

War in Ticino

Following the Declaration of Independence on the 17th of February, and exactly a week later the Armed Forces of the Ticino People’s Republic and the Ministry of Defense were created. The newly formed Army kept fighting in the Velikiy Nogigrad sector, without any major breakthrough or advance.

On the 7th of March, President L. Granda ordered a new offensive towards the proclaimed capital city of Caicygrad, which followed with a major advance south, capturing most of the Town of Elektrodar and entering the Capital City on the same day. Advances in the towns of Novoticinske and the highly controversial town of Putingrad were also done, while offensive operations north towards Gondigrad failed.

By the 1st of April the TPR Army reached the town of Betongorod, south of Caicygrad, known for its sand quarry and abandoned Cement Factory, which was captured on the 2nd of April, with the nearby town of Cecigrad too. After months the TPR army was able to capture only extremely small settlements south, expanding the front 1 kilometer south.


On the 5th of April, following the momentum of the previous advances, the Armed Forces of Ticino launched another offensive, this time in the northeast, with the goal of finally capturing the cities of Novoticinske and Putingrad. While the offensive started well, between the 6th and 9th of April 2024, the Armed Forces suffered their biggest defeat so far: a total disaster near the Mica Male pizzeria, outside the proclaimed borders, after getting ambushed by enemy troops. This battle completely halted all military operations until the 20th of April, further damaging the morale of the Army.


During the summer of 2024 there were no advances by the Ticinese Forces, mostly due to the extremely hot weather, however offensive operations started again on the first days of September, with the Ticino Army capturing the town of Gondigrad on the 6th of September, only after four long battles fought since the start of the war.


On the 10th of October, the Armed Forces of the TPR successfully launched an offensive outside the proclaimed borders capturing several buildings north of the cemetery of the town of Vigevano. The bridgehead north of Gondigrad was also expanded.

April’s Political Purges

In early April 2024, following turmoil within the Party triggered by a military defeat near the Mica Male Restaurant, President Caicy initiated a series of purges targeting high ranking Party and Army officials.

The purges began after a rumored plot to assassinate and replace President Caicy emerged in the aftermath of the defeat. Loyal KGB officers discovered the conspiracy and immediately reported it back to the President, advising him to take immediate action.

Reports suggest that numerous Party members, military officers, and disloyal KGB officials were arrested, stripped of their ranks and power or in worst cases even executed. However, concrete details remain scarce, as the KGB made sure that most information about the purges wouldn’t leak.


May reforms

On the 9 of May 2024, in his speech during the first Victory Day Parade in Caicygrad, President Caicy spoke about the future of the country, stating “that it was time for some changes”, announcing the legalization of two political parties and the creation of a Muslim and German Autonomous Oblasts, in unspecified regions of the country. This was done especially after a lot of Muslims joined the Armed Forces of the TPR. These changes, among some others, were ratified on the 15 of May 2024.

Overall, they had a strategic importance of making the country look more democratic, while also not loosening the grip of the ruling Communist Party, which still maintains strict control over the politics to this day.


5 Years Plan

On the 15th of October 2024, President Caicy ordered a 5 Years plan to be made, later signed by the Gosplan of the TPR, starting from the 1st of January 2025 to the year 2030. While 5 years plans are usually only about the economy, this one also includes political and military goals that must be met by the end of the deadline.

The Plan includes increasing the production of beans, chickpeas, oil, chickpea beer and fish, the construction of new infrastructure and factories, while also fixing the existing ones, more import and exports, the expansion and modernization of the military and lastly the capture of all proclaimed territories.

Additional funds will also be put in the weapon manufacturing industry, Space Program, in public and private transport, which severely lacks in the country.


First of November Offensive

On the 31st of October 2024, a huge build up of troops was reported near the settlement of Bredna, on the contact line on the Northern Front. At exactly midnight of the next day, President Caicy announced the start of the highly anticipated First of November Offensive on the national radio, Radio Caicygrad.

At around 00:40, reports of the first intense battles were made, and by the early morning it was already confirmed that the town of Putingrad was fully under control of the Ticino Armed Forces, with Novoticinske soon following at around lunch time. At the same time the main offensive started in the north, with the TPR army attacking on two axis from Bredna and Gondigrad.


By the evening the Armed Forces of Ticino advanced nearly 3 kilometers north, encircling the city of Tsoigorod, and capturing 7 settlements, making this the most successful offensive ever made by Ticino.

Radio Caicygrad provided real time info of the offensive, and President Caicy congratulated the troops on the same evening.

Geography and climate

The geography of the Ticino People’s Republic is rather simple: the entire country consists of plains, which are mostly of forests and agricultural areas, with nearly the entire country being agricultural fields, as well as with the famous Ticino river passing in the middle of it.

The climate is also typical of the Pianura Padana, with very hot summers, and cold and very humid winters. Winters are also very foggy. But while snowing is rare, like with the entire region, raining is very common. Due to the lack of asphalted roads, a lot of mud is present.

Flora and Fauna

The Ticino Region has one of the most diversified flora and fauna of the entire Pianura Padana regio. There are approximately 47 species of fish, with the Marble Trout once ruling the river. Deers, wild boars, foxes, badgered, red squirrels, bats and hedgehogs make up most of the mammal population, but nothing comes close to the staggering 320 species of birds, like the European Nightjar to the White Stork. Lots of Reptiles and amphibians are also present.

Government and Politics

As previously said, Ticino’s government is very authoritarian and centralized around the dominant Communist Party. It’s also structured very similarly to the Soviet Union, with the presence of a Supreme Soviet, and its two lower chambers.

President of the Ticino People’s Republic

The president of the Ticino People’s Republic is the main head of the State and Government. Like in every Presidential Republic, the President is the Head of the State, of the Government and Commander in Chief of the Military. He can also Veto any legislation passed by the Supreme Soviet and give out Executive Orders. The President also appoints ministers and ambassadors, and gives out orders and awards.

The current President, Leonardo Granda, has mostly unlimited power thanks to his Emergency Powers given to him by the Supreme Soviet on the 20th of October, with no deadline ever present, however, in early October, he started talking about holding elections in the country, to confirm his popular support.

Supreme Soviet of the Ticino People’s Republic

The Supreme Soviet of the Ticino People’s Republic is the main legislative branch of the country. It’s divided in two chambers, the Soviet of the Republic and the Soviet of the People, both with equal power but unequal number of deputies.

Political parties

Until the 9th of May 2024 the only legal party was the Communist Party, but that changed, as President Granda announced during the Victory Parade in Caicygrad the legalization of more parties.

The other two legal Parties are both right wing, but the LDPT maintains very close ties to the Communist Party, as its leader is a Revolutionary and also the Vice President of the country.

Some opposition members stated that all the existing legal parties are controlled by the Communist Party, making them Puppet Parties.

Independent politicians are also allowed to participate in everyday politics.

The main opposition Party is the Ticino Democratic Party, which is still outlawed, but also extremely unpopular at the same time.

Political controversies

Ticino has a lot of political controversies. These range from lesser known ones to conspiracies and speculation.

Fake Parties

Opposition politicians, like Roberto Pescina, have said that all the political parties are strictly controlled by Granda himself, being only mere puppet parties, with the purpose of making Ticino look more democratic.

This has also been confirmed by the fact that the leaders of the other two allowed parties are close allies of Granda himself.

Communist Party not Communist

Oppositions politicians also stated that the Communist Party and Leonardo Granda aren’t communists, but rather fascists, or just right wingers. There haven’t been a lot of proofs about this, and its generally regarded as a schizophrenic conspiracy theory. (Note needed)


Outlawing of non communist parties rumors

During the end of October rumors started that the two other political parties were soon gonna be outlawed because of supposed “lack of loyalty to the Regime”.

Several politicians, public figures and even some philosophers showed their support to the abolition of the Three Party System, stating how its useless and just slows down the politics of a country currently at war. This was obviously contested by opposition politicians.

A spokesman of the Communist Party announced that this situation will be resolved in a future referendum.

Ministries

Immediately after signing the independence of the country, on the 17 of February 2024, the newly formed government formed the new Ministries of the State. Many ministers also cover other roles, due to a severe lack of politicians available in the country.

Only known picture of the Caicybunker, possibly shortly before Ticino was born. On the 17 of February 2024 the Revolutionaries declared independence right here.

There are no official buildings for the ministries yet, as everything is done in secrecy underground, in the so called Caicybunker, a bunker of unknown dimensions and locations, with the main entrance possibly located either in Caicygrad or in Elektrodar, where a World War II bunker under the Hydroelectric Power Plant is said to be located.

However some have questioned the true location of the Bunker, as both Caicygrad and Elektrodar were captured long after the Independence was signed. The first hypothesis for its location is in the town of Vigevano, outside the borders of the TPR, this may be confirmed because many revolutionary were born and lived there before the war. Others speculate about it stretching all the way under the TPR borders, although it’s very unlikely.

Justice System

In Ticino the Ministry of Justice is responsible for managing the Law and Justice system in the country. Law enforcement is heavily centralized and controlled by the State, with a distinct authoritarian streak, making the country a highly controlled and rather oppressive State, overall prioritizing control, censorship, and state loyalty over personal freedoms, with harsh punishments used to enforce compliance.

Ticino also enforces the death penalty for some crimes, although it has never been carried out yet.

Law Enforcement

During the first days of the February Revolution, a temporary police force was established under direct control of the Committee, but after Independence was signed an actual police force was formed on the 24th of February. The newly formed police form, named Militsiya, like in Soviet times, is under the control of the Ministry of Internal Affairs, the MVD.

Internal Troops of the MVD, a gendarmerie-like paramilitary organization, also enforce law inside the country, supporting the already existing police.

In Ticino a secret police and secret service bureau is also present, the Committee for State Security of the Ticino People’s Republic, or just KGB is also present, which carries out internal security duties.

Martial Law has also been established in all controlled territories starting from the 17 of February.

Authoritarian policies

Ticino has become known for its strict authoritarian policies and numerous prohibitions. On February 17, 2024, the newly established Ministry of Justice took swift action by making pedophilia, murder, and state treason punishable by death. The following day, new laws were enacted criminalizing theft, assault, and homosexuality, with sentences ranging from 5 to 20 years in prison, depending on the severity of the offense.

Spreading or possessing anti-Ticinese propaganda aimed at harming the state or the army is illegal and carries a penalty of up to 15 years in prison, as does any prohibited opposition to the government.

Though sites like Google, Facebook, TikTok, and Twitter are officially banned, the restrictions are not actively enforced.

Pornography is also strictly prohibited, with distribution or possession punishable by up to 15 years in prison. However, nude photography is not subject to these restrictions, likely for educational purposes.

Public smoking, too, is heavily regulated, requiring a permit. Violators face fines of up to 1 million Ticinese Rubles (around $10,000) or up to 5 years in prison.


Environmental protection laws

Ticino has also strict Environmental and Animal Protection laws to make sure the natural areas are not damaged or destroyed. Hunting and animal cruelty are forbidden, while deforestation is strictly controlled and monitored. Polluting by any means is punishable by fines.

Military

The Armed Forces of the Ticino People’s Republic is more like an enthusiastic militia than a well equipped modern military force. It mostly budget-conscious, relying heavily on outdated uniforms, surplus equipment, and improvised solutions like bicycles for mobility. The helmets, for example, are relics from past eras, reflecting the army's financial constraints and lack of modernization.

The NBC equipment, while functional, is sourced cheaply and likely lacks modern effectiveness.

The usage of old Soviet ranks and insignia also hints on the nostalgic past of the country, despite never actually being in the Soviet Union.

In the end all of this results in a severely under equipped and understaffed Army, lacking the ability to last in a serious war.

Some experts call it “An army held together by duct tape and determination, making it more symbolic than operationally formidable”, even if for most of its history the Army was rather successful.

Weaponry and weapon manufacturing

Most if not all the weaponry used is rumored to be airsoft replicas, however this remains mostly unknown.

Ticino, along with the small weapon manufacturing, also produces explosives and smoke grenades in small numbers. The main factory and headquarters of the Bogdanskiy Oruzhenniy Koncern are temporarily located in Betongorod.

In November 2024, the company opened an additional Artillery Design and Production Bureau, to produce the planned M25 38mm towed howitzers and the 40mm artillery rockets on the base of the Objekt-2 “Zarya” rocket.

Army Rations

The Army Rations consist primarily of canned foods, like beans, chickpeas and mackerel, with tuna and corn also present. Piadinas, crackers and bread are used as a side dish, while chili pepper oil or olive oil are optional condiments. Melon and Chocolate may also be rarely issued.

These are all considered traditional dishes of Ticino.

Identification

To better identify the Armed Forces and to avoid confusion, soldiers are issued with white armbands, grey duct tape or in the summer with the striped “Telnyashka” undershirts.

As an alternative the St. George ribbon is also accepted. It can be wrapped on the helmet, on the shoulder ranks or on the arm like an armband.

Efforts for Modernization

During summer 2024, there were plans to buy 6B47, PAST-GT and MICH-2000 Kevlar Helmets in hope of some modernization, but lack of funding didn’t made it possible.

At the same time, the Ministry of Defense promised to increase the quality in the uniforms issued to their soldiers. In 2024 alone many soldiers complained about the low quality and low comfort of the issued Flora EMR uniforms, which is very likely considering these may have been brought at a low price on sites like AliExpress.

In early October 2024, the Ministry of Defense proposed its new plan for modernization to President Granda. The plan included buying old M69, VSR 93 and 98, KLMKs, Strichtarns uniforms for the infantry, as well as Kirza boots. The planned order of PAST-GT and MICH-2000 helemts was also canceled to be replaced by an order of M70 and M53 steel helmets based on the SSh-40.

This obviously didn’t come without protests, as all the equipment cited is very outdated.

Foreign relations

As of October 2024, Ticino has no foreign relations with other countries, however the country still tries its best to get in the world scene by expressing its opinion on contested geopolitical areas.

For instance, Ticino recognizes Kosovo to be as part of Albania, which even bought some Albanian mercenaries to fight for Ticino during summer 2024. It also recognizes the pro Russian republics of Donetsk, Lugansk, Transnistria, Abcasia and South Ossetia as independent.

Ticino also doesn’t recognizes the German Federal Republic, Slovenia, South Korea and Zimbabwe as real countries, but the reasons, if not ideological, are mostly unknown.

Economy

The Ticino People’s Republic has a small and rather weak and underdeveloped economy, with great potential, but still lacking the industrial backbone or infrastructure to sustain actual long term growth.

Primary Sector

Being mostly an agrarian state, most of its exports are rice, corn, other types of vegetables, eggs, honey and dairy, most being homemade. A pig farm also exists in the Velikiy Nogigrad province.

Ticino is also famous for its Fish Farms and fish industry, mainly present in the north west of the country, in the Tsoigorod province.


Secondary Sector

Factories are present on the territory of Ticino, like the cement factory in Betongorod and the Steelwork in Stalgrad, but most of them have been abandoned long before the country was born.

Energy export is what keeps the secondary sector alive, with the Elektrodar Hydroelectric Power Plant being the most important source of energy in the country. Two solar farms are present, the Marsyadar Solar Power Plant and the smaller Bogdangrad Solar Power Plant. A Biomethane Production Plant is also present in Govnodar.

Open air quarries also exist; although the one in the Bogdangrad province has long been left abandoned to a point that it’s barely visible, the Open Air Sand Quarry in Betongorod is still working.

The country has two water purification plants on both banks of the river, but the bigger one is in Betongorod, on the West Bank.


Tertiary Sector

The Tertiary Sector is mostly present in big cities like Caicygrad, famous for its restaurants, nightclubs and resorts. Stores and small businesses are present in the entire country. In Elektrodar a canoe and rafting club is present, while in Goringrad a famous aqua park can be found. Camping, trekking sites and wedding places are present everywhere, thanks to the many natural areas, not to forget the Golf Club and the Sporting Club in the province of Bogdangrad.

The Ministry of Culture also advises tourists to visit the many local churches, like the ones in Tsoigorod and Gondigrad.

The north eastern bank remains the poorest part of the country, due to the lack of major industrial areas, but on the south eastern bank a four star resort and spa can be found.

Architecture

Ticino, after centuries of Italian rule, retains much of its Italian inspired architecture and infrastructure. Many traditional cascine, rural farmhouses used for both living and farming, can still be found throughout the country. These cascine are even legally classified as villages under the laws of the Ticino People’s Republic.

However, some of the country’s most significant architectural feats are its bridges and industrial structures. Only three bridges span the Ticino River: two in Caicygrad and one in Goringrad. One of the Caicygrad bridges has been under construction for over a decade, with no clear timeline for completion. This newer bridge has a modern design, while the older Caicygrad bridge, built of brick, has a more traditional appearance and also serves as a railway crossing. The bridge in Goringrad has a more interesting design, being actually suspended by boats.

Among other notable structures is the Elektrodar Electric Power Plant "Vladimir Ilyich Lenin", constructed between 1904 and 1906, along with the smaller water dividers and irrigation canals around the country.

Many dirt tracks exist in the entire territory, and many asphalted roads are of dubious quality, but the Ministry of Interior Affairs reported in July 2024 that all roads are in an “acceptable shape for traveling”.

Many small churches are also present in the entire controlled territory, with the most important present in the town of Gondigrad. After the capture of the town in September 2024 the government started plans for transforming the Catholic Church into an orthodox one, hoping to create the Caicygrad Patriarchate, but it’s most likely that this will also never happen.

In the town of Novoticisnke three “high rise” residential buildings are also present, two having 3 floors and one having two. These are the tallest residential buildings in the entire country.

Culture

The culture is caught in a tension between Soviet nostalgia and Italian roots, which the government is clearly trying to erase for ideological reasons.

Languages

Although the official language is Russian, only a small fraction of the population speaks or understands Russian. Italian is still the de facto language used. Spanish, Ukrainian, Arab and German are also known by a very small part of the population, but aren’t official yet.

Education

A 1998 Ukrainian mathematics book currently in sell in Ticino. The Ministry of Education wants to add the Ukrainian language as a secondary language taught in most schools.

During March 2024, the Ministry of Education started effectively laying the foundations for the education system of the newly formed Republic. The education system will likely follow the Soviet one, and start forcing mass Russification on the entire territory.

The country still lacks both the founding and actual school buildings for the education system, which are crucial for the Russification of a mainly Italian speaking population.

Radio and Television

During the first days of the Revolution, no radio or tv stations had been created in the territories controlled by the Revolutionaries, however there were plans to do so by direct orders of the Ministry of Communication and Propaganda.

To communicate, revolutionary forces used an encrypted number station set up in Sandragrad, but it’s most likely that this satiation stopped operating after April 2024.

Plans to open an official radio station were already present in February 2024, but took time and effort to be actively developed.

Following the capture of the city of Elektrodar on the 23 of March 2024, where a radio tower is present, Radio Caicygrad was officially established. It plays Russian and Soviet patriotic music, news, official government communications and speeches by the President. A planned but unnamed radio station will play foreign music, approved by the Party. A tv channel, named Ticino 1 shows movies, educational programs and the Vremya news at 21:00.

These services are often insufficient, so the Government advices the use of sites like the Russian smotrim.ru to watch State approved media.

Music

Music is also very popular, with Viktor Tsoi being the most famous singer with a legendary status, having a whole city and province and region named after him.

The country has also a famous local drummer, Tommaso Vaona, also very popular, thanks to his rock and metal songs.

Holidays

Most of the holidays in the country are old Soviet ones, with the addition of some Christian and local celebrations too.
