The Incorporeal Principality of the Circle of Belmoor, more commonly known as The Circle of Belmoor or Belmoor, is a micronation in Missouri, USA. It was founded in 2020 by Princept Anna Averi I and does not claim a physical territory, instead basing its nationhood on a set of shared values and community care.

The Circle of Belmoor is ruled by a council of experts, which is chaired by the head of state, known as the Princept. In addition to the council, Belmoor also features a dual electorate: the Great Electorate, which consists of all voting citizens, and the Prime Electorate, which is a representative body.

Belmoor maintains a friendly relationship with the wider micronational community, including sending a delegation to MicroCon 2023 in Joliet, IL.

History

The Circle of Belmoor was founded on 5 September 2020, when Princept Anna Averi I and two other founding citizens signed the Writ of the Circle, Belmoor's founding document. Belmoor was founded on a set of shared values rather than a land claim, choosing instead to center national identity around the development of a common culture and community care.

After its founding, Belmoor remained relatively dormant until 2023, when Princept Anna Averi and Viscount Jordan served as the Belmooran delegation to MicroCon 2023 in Joliet, IL. Shortly afterwards, Belmoor opened formal diplomatic relations with Karnia-Ruthenia, and informal diplomatic relations with many other nations which attended MicroCon. In 2024, Belmoor entered a period of intense cultural development, including the addition of new citizens and the establishment of a national anthem.

Politics and government

Belmooran government is composed of a ruling council and a dual electorate. The ruling council, chaired by the Princept, makes day-to-day decisions on the administration of the nation. The council consists of six members: councilors for the Arts, Sciences, Treasury, International Welfare, Electorate, and Ceremonies and Protocols.

The Prime Electorate is a representative body which proposes laws and policies. Due to Belmoor's small size, a Prime Electorate does not currently exist. The Great Electorate is a voting body made up of all voting citizens, which can propose laws by public initiative, and ratify motions put to public vote.

Princept

Belmoor's head of state is the Princept, who may choose to self-style as Prince or Princess. The Princept chairs the ruling council, oversees affairs of state, and serves as a diplomatic representative. The Princept also administrates various honors and awards, including the admittance of noble titles and the knightly Order of the Circle.

Foreign relations

Belmoor has opened formal and informal diplomatic relations with several micronations, most notably after attending MicroCon 2023. In early 2024, Belmoor signed a treaty of friendship and mutual recognition with the Karno-Ruthenian Empire.

Culture

Belmoor's culture is loosely based on old-world royalty, along with fictional fantasy nations. The national ideals focus on dream fulfillment, community care, personal development, and creative pursuits. As such, arts and humanities are highly encouraged. Notable cultural milestones have included development of the nation's flag, national anthem, and collection of crown jewels, along with the Princept's personal work in the field of arts and letters.

Belmoor grants titles of nobility by special gift of the Princept, and administers the knighthood of The Order of the Circle. Nobles are entitled to wear the regalia of their rank and to style as their title, while knights are entitled to wear a sword and style as Sir.

Belmoor celebrates its founding day each year, along with annual announcements of awards and appointments.
