The Lord-Advocate of Ogygia (Dutch: Heer-Voorstander) is the head of state and government of Ogygia. The current Lord-Advocate is Shady Morsi. He is correctly styled and adressed as (His) Highness. With the execption in parliament where he is adressed as His Worship. Members of the National Council act as deputy heads of state, standing in for the head of state when they are unable to fulfil their duties, such as when the head of state is either absent or ill. Altough this is not a constitutional requirement and the Lord-Advocate can be elected any time. The title of Lord-Advocate is always hypened as it explicitly connects the two words, indicating that they function together as a single title rather than two separate terms.

Etymology

The title of Lord-Advocate was established by Shady Morsi. It is a combination of the terms "Lord" and "Advocate." The designation "Lord" signifies the supreme head of state of Ogygia, while "Advocate" refers to the role of advocating for Ogygia's independence in both micronational and macronational arenas. Altough Ogygia is seen as a lordship, the title of lord-advocate is not hereditary so Ogygia can be considered a parliamentary republic rather than a constitutional monarchy.

Qualifications

The Ogygian constitution sets the qualifications for the position of Head of State. He must:

  • be qualified for election as a member of National Council;
  • be 20 years old or be 20 years old at the day of election
  • possess such qualifications as the National Council may determine by resolution;
  • not have previously been removed from the office on the grounds of misbehavior or infirmity.

Constitutional role

The Constitution of Ogygia defines the lord-advocates's position:

The lord-advocate is the the head of state and government, symbol of its unity, and guarantor of national independence. and is the advocate for both the Ogygian nation and the Ogygian people. He exercises executive power in accordance with the constitution and the laws of the country.

The lord-advocate is also the supreme commander-in-chief of the Ogygian Corps, and heads the National Security and Defence Council, which advises the Lord-Advocate, co-ordinates and controls executive power in the sphere of national security and defence. As with the separation of powers, the lord-advocate has checks on the authority of parliament and the judicial system. For instance, any law passed by the national council can be vetoed by the lord-advocate; however, parliament can override their veto with a 2/3 constitutional majority vote. The president has limited authority to disband the national council, and nominates candidates for the ministers. While in office, the Lord-Advocate enjoys the right of immunity.

Term of office

The Head of State is elected by the National Council for four years Lord-Advocates are not allowed to serve consecutive terms However, a former lord-advocate is permitted to run for a second term in a future election.

To get on the ballot for lord-advocate, each candidate must file 10signatures, including the signatures of at least 400 qualified voters and two blessings from National Council members

Privileges

Full legal immunity is granted from all prosecutions and legal proceedings, excluding national council's right to impeach the president during their tenure. The title of Lord-Advocate itself is protected by law and is reserved for the Lord-Advocate for life, unless they have been impeached from office. According to Article 105 of the Constitution, offending the honour and dignity of the Lord-Advocate is punishable by law, although no such law has yet been enacted.
