The organization's headquarters is located in Seattle, Washington. Four members joined the alliance before it entered a state of ongoing hiatus due to some of its members dissolving or merging with neighboring micronations, although it never formally dissolved. The primary mission of CATO, besides mutual defense, is to uphold the territorial integrity of micronations located in the region when challenged by foreign claims.
