The Autonomous Hispanic and Reformed Community of Nisea, more commonly known as Community of Nisea or simply Nisea, is a micronation in Mexico City founded by the micronationalist protestant politician Augusto I, succeeding the protestant movement that ended on the rise and eventual collapse of the Honorable Republic of New Constantinople. It is considered a spanish-speaking, confessional, parliamentary, constitutional monarchy. Although it didn't declare independence from the Mexican government, its establishment is considered to be on June 16, the "Day of the decision".

The politics and government structure around the micronation take part from a constitutional monarchy, a theocracy and a common democracy, the first one being the closest one to its general definition, by being governed by both H.H. the Duke and the Prime Minister, who can't be elected like in a regular republic.

It's main goal as a micronation is to protest against the current political agenda among macronations which, in PM Augusto's words "are just saying yes to all and not doing real public administration" by demonstrating that a conservative nation / politician can actually govern with impartiality and yet not compromising his political standards. In this regard, Nisea can be seen as the micronational vatican.

Name

Nisea's name origin from the historic place of Nicaea (or Nicea) where the First and Seventh Ecumencial Councils in the early history of the Christian Church took place, in northeastern Turkey. When Augusto founded the micronation, he chose to drop the 'c' and change it for an 's', in order to guarantee the correct pronunciation in all cases (with the exception of the vowels, which must be pronounced as in esperanto) as well as to not get confused or misinform about Nicea, the Turkish city that still exists to this day.

Although the purposes of the name itself are not stated in the Manifesto and Constitution of the Community, it is possible that its name also pays tribute to the tune NICAEA composed by the protestant arranger John B. Dykes, according to the document itself and that serves as the music for the National Anthem of Nisea.

History

Foundation days (June 2022 - November 2022).

Back in October 2021, when the project of the H. Republic of New Constantinople fell, the necessity for a way to protest against the radicalism within macronational politics continued in the hearts of the people within the national territory. To this, A. Izard took a stand and started planning some crucial decisions regarding protesting through some manifestos, blog articles and eloquent discourses. Since none of these worked out, he stated that he was going to renounce to his purpose on February.

When January 2022 came, Augusto's protests continued and continued until, on June of the same year, he decided to give himself yet another opportunity on the micronational context, claiming the same territory he claimed ten months ago -alongside with the Eldership of New Constantinople- and taking the name of the former capital city "Nicea" to constitute the micronation through a Manifesto on June 16. On this document, he embraces that all micronations are simulationists to a certain degree and, at the same time, serve the purpose of proving a point to someone. In Nisea's case, it was going to be to prove the government that "there's a way to do politics without compromising the moral and ethical integrity of the State", according to his own words.

The Manifesto and Constitution of the Honorable Hispanic Reformed Republic of Nisea was published on June 17, 2022 with no actual marks of declaring independence or something similar, although some argue that the protesting tune on the text itself implies the idea of secession from the Mexican territory.

Later, on June 20–21, when a double invitation to join the Alianza Antifacista Micronacional -antifascist micronational alliance- and the Alianza Micronacional Anticomunista -anticommunist micronational alliance- were sent, the Manifesto and Constitution had to be reformed to implement the no intervention policy, better known among nisean people as "The Pikael Doctrine". On such policy, the document states that Nisea holds the right to not intervene in such groups which try to divide the community, instead of growing it larger.

Constitutional-Confessional Monarchy (November 2022 - March 2023)

Since September 2022, Augusto began talks with the idea of turning the Republic into a Monarchy, in order to honour the Basque-Navarran heritage the micronation claims. In order to proceed with that, a referéndum was held on October 22, 2022 with a majority voting for reestructure.

The President at that point founded the Comisión para la Ascención a la Corona de Nisea (Comission for the Ascention to the Nisean Crown) to look for candidates, which were secret to the public for privacy and thoroughly consideration purposes. According to the Comission itself, it was a process involving interviews, file reviewing and project prompting. From those condidates, H.I. & R.H. the Prince-Regent of Atlia, Luis Marcel I, was finally chosen and, on December 1st, 2022, appointed as the Duke of Nisea. That same day, the Parliament opened its doors, and became the active sanctioning organ for the Constitution, as well as the rename of the Head of Government from "President" to "Prime Minister".

After some months working alongside the Duke of Nisea, an idea to strengthen the ties between Atlia and Nisea led to the Association of Nisea to the Empire as a Free Associated State, which implies that Nisea still holds full sovereignty and freedom to establish foreign affairs, but acknowledging the Duke as it's Head of State. The Act was signed on March 31st digitally and ratified in person on June 11th.

Constitution and Laws

Nisean Laws are sectioned as:

  • The Bible: As the moral / ethical law enforced and endorsed by all the citizens (although Christianity / faith in God is not enforced in any way).
  • Constitution and Manifest: The Core Law that enlists all the other Organic and Civil Laws.
  • Organic Law of the Nisean Crown: The laws regarding the Duchy, responsibilities, privileges and procedures.
  • Organic Law of the Nisean Government: The laws regarding ministerial government, society, education and law-enforcement.

Foreign relations

Since the conflict involving 'The Pikael Doctrine' back in its first period, the Ministry of Government has looked forward to establish diplomacy only with micronations that are committed to be in the international behavior for a long time, alongside with those which are opposed to any sort of hostilities between entities.

Apart from that, Nisea has constantly stated that will automatically break any kind of diplomacy if an ally or friend state decides to declare war or publish that has any sort of conflict with them. A permanent zero-tolerance policy has been added to the wall of the Government Building, promoting that "Peace is the only goal, dialogue is the only way".
