The Autonomous Hispanic and Reformed Community of Nisea, more commonly known as Community of Nisea or simply Nisea, is a micronation in Mexico City founded by the micronationalist protestant politician Augusto I, succeeding the protestant movement that ended on the rise and eventual collapse of the Honorable Republic of New Constantinople. It is considered a spanish-speaking, confessional, parliamentary, constitutional monarchy. Although it didn't declare independence from the Mexican government, its establishment is considered to be on June 16, the foundation day.
The politics and government structure around the micronation take part from a constitutional monarchy, a theocracy and a common democracy, the first one being the closest one to its general definition, by being governed by both H.H. the Duke and the Prime Minister, who can't be elected like in a regular republic.
It's main goal as a micronation is to protest against the current political agenda among macronations which, in PM Augusto's words "are just saying yes to all and not doing real public administration" by demonstrating that a conservative nation / politician can actually govern with impartiality and yet not compromising his political standards. In this regard, Nisea can be seen as a protesting micronation.
Name
Nisea's name origin from the historic place of Nicaea (or Nicea) where the First and Seventh Ecumencial Councils in the early history of the Christian Church took place, in northeastern Turkey. When Augusto founded the micronation, he chose to drop the 'c' and change it for an 's', in order to guarantee the correct pronunciation in all cases (with the exception of the vowels, which must be pronounced as in esperanto) as well as to not get confused or misinform about Nicea, the Turkish city that still exists to this day.
Although the purposes of the name itself are not stated in the Manifesto and Constitution of the Community, it is possible that its name also pays tribute to the tune NICAEA composed by the protestant arranger John B. Dykes, according to the document itself and that serves as the music for the National Anthem of Nisea.
Territory and Climate
According to the Nisean Constitution, Nisea technically claims whichever plot their national monument "The Rock of Nisea" is resting on[1]. By these standards, Nisea currently claims 231.92 m2 (2496.36 sq. ft.), including a non-natural source of water and the air space above the plot itself.
Subtropical highland variety of the oceanic climate exists in elevated portions of the world that are within either the tropics or subtropics, though it is typically found in mountainous locations in some tropical countries. The Köppen Climate Classification subtype for this climate is "Cwb" (oceanic subtropical highland climate)[2]
History
Foundation days (June 2022 - November 2022)
Back in October 2021, when the project of the H. Republic of New Constantinople fell, the necessity for a way to protest against the radicalism within macronational politics continued in the hearts of the people within the national territory. To this, A. Izard took a stand and started planning some crucial decisions regarding protesting through some manifestos, blog articles and eloquent discourses. Since none of these worked out, he stated that he was going to renounce to his purpose on February.
When January 2022 came, Augusto's protests continued and continued until, on June of the same year, he decided to give himself yet another opportunity on the micronational context, claiming the same territory he claimed ten months ago -alongside with the Eldership of New Constantinople- and taking the name of the former capital city "Nicea" to constitute the micronation through a Manifesto on June 16. On this document, he embraces that all micronations are simulationists to a certain degree and, at the same time, serve the purpose of proving a point to someone. In Nisea's case, it was going to be to prove the government that "there's a way to do politics without compromising the moral and ethical integrity of the State", according to his own words.
The Manifesto and Constitution of the Honorable Hispanic Reformed Republic of Nisea was published on June 17, 2022 with no actual marks of declaring independence or something similar, although some argue that the protesting tune on the text itself implies the idea of secession from the Mexican territory.
Later, on June 20–21, when a double invitation to join the Alianza Antifacista Micronacional -antifascist micronational alliance- and the Alianza Micronacional Anticomunista -anticommunist micronational alliance- were sent, the Manifesto and Constitution had to be reformed to implement the no intervention policy, better known among nisean people as "The Pikael Doctrine". On such policy, the document states that Nisea holds the right to not intervene in such groups which try to divide the community, instead of growing it larger.
Constitutional-Confessional Monarchy (November 2022 - March 2023)
Since September 2022, Augusto began talks with the idea of turning the Republic into a Monarchy, in order to honour the Basque-Navarran heritage the micronation claims. In order to proceed with that, a referéndum was held on October 22, 2022 with a majority voting for reestructure.
The President at that point founded the Comisión para la Ascención a la Corona de Nisea (Comission for the Ascention to the Nisean Crown) to look for candidates, which were secret to the public for privacy and thoroughly consideration purposes. According to the Comission itself, it was a process involving interviews, file reviewing and project prompting. From those condidates, H.I. & R.H. the Prince-Regent of Atlia, Luis Marcel I, was finally chosen and, on December 1st, 2022, appointed as the Duke of Nisea. That same day, the Parliament opened its doors, and became the active sanctioning organ for the Constitution, as well as the rename of the Head of Government from "President" to "Prime Minister". The initial efforts of both Heads of Nisea proved extremely effective, with the Laws that govern Nisea in its first editions being established during this period, while also advancing the political-social-cultural development of Nisea through multiple hearings and the establishment of working groups for the development of both aspects.
Freely Associated State (March 2023 - April 2024)
After the months that consolidated the Constitutional Monarchy in Nisea, working alongside the Duke of Nisea, diplomacy seemed like a reality closer than distant for the Autonomous Community. Therefore, after several working meetings and parliamentary determinations, aimed at strengthening the ties between the Atlian Empire and the Autonomous Community of Nisea, the Association of Nisea to the Empire as a Freely Associated State was carried out, a figure that fully respects sovereignty and freedom to establish foreign affairs of the Autonomous Community of Nisea, but recognizing the Duke as Head of State and voluntarily subjecting legislative functions under the Imperial Throne, something that was not consolidated in the Act, but entered de facto upon its signing on 31 March 2023.
Later, during the month of June, H.R.H. the Duke, cemented the first Ceremonial State Visit of the Autonomous Community of Nisea, where both himself, as Prince Regent, as well as the Prime Minister of Nisea, held diplomatic encounters, discussed the development of micronationalism in Mexico, and exchanged insignias. Similarly, the Prime Minister hosted a breakfast in honor of the Head of State's visit, and they toured the joint property of Miramonte Palace, in the capital of the Mexican macronation, and ceremonial territory of Nisea. Likewise, the Association Act to the Empire was ratified in person on June 11th.
During the months of August and September 2023, Nisea experienced an increase in its activity within the micronational community, carrying out several primary and secondary reforms in its various Organic Laws during August, and joining as an observer of the "Grand Unified Micronational" organization, establishing diplomatic relations with the Republic of Geronia and participating in the First Summit of Mexican Micronationalism in September, the latter of which outlines the foreign policy of non-intervention of the Autonomous Community of Nisea.
Finally, during the months of November 2023, and until April 2024, Nisea experienced a period of external inactivity due to internal military and disciplinary activities of the citizens residing in the Community. Despite this, the micronation continues local activities, awaiting the resumption of activities abroad and cooperation with other political institutions for the advancement and development of the project.
Expansionism and District Division (May 2024 - today).
On 13 March, the Prime Minister announced Nisea claimed a new territory[3] as ceremonial for sustainability, care, and grow of vegetation. With this, he said, Nisea was contributing a little more to the macronational context on which they were developing.
Considering the basque heritage the Community has, the Prime Minister, alongside the Duke, decided to new the new territory "Herri-Parkea" (Park of the People, in english). The annexation was effective with the Executive Sanction SE-240513-A[4]. The symbols that represent this district are now on the new Coat of Arms.
Politics and government
Constitution and Laws
Nisean Laws are sectioned as:
- The Bible: As the moral / ethical law enforced and endorsed by all the citizens (although Christianity / faith in God is not enforced in any way).
- Constitution and Manifest: The Core Law that enlists all the other Organic and Civil Laws.
- Organic Law of the Nisean Crown: The laws regarding the Duchy, responsibilities, privileges and procedures.
- Organic Law of the Nisean Government: The laws regarding ministerial government, society, education and law-enforcement.
Government Organs and Ministries
Currently, Nisea de jure operates under one institution: The Duchy. Nonetheless, it is widely supported by its ministers.
His Highness' Government and the Crown of the Duchy
The Duke is the head of state and the sovereign, but not the head of government. As per the Constitution and Manifesto[1], the current Head of State is inherited directly form the Atlian Empire. The monarch takes little direct part in legislating the country's laws and remains neutral in political affairs. However, the authority of the state that is vested in the sovereign, known as the Crown, remains the source of executive power exercised by the government, and reserves the power to emit and mediate all judicial matters.
The Crown also possesses a body of powers in certain matters collectively known as the royal prerogative. These powers range from the authority to issue or withdraw passports to declarations of emergency. By long-standing convention, most of these powers are delegated from the sovereign to various ministers or other officers of the Crown, who may use them without having to obtain the consent of Parliament.
The prime minister also has recurrent meetings with the monarch, who regularly advises, counsels and guides but, as per self-initiative, never dictates on local matters.
The Duke's powers by law include, but are not limited to, the following:
- The power to appoint (and in theory, dismiss) a prime minister. This power is exercised by the Duke personally.
- The power to appoint and dismiss other ministers. This power is exercised by the Duke on the advice of the prime minister, nonetheless this power is primarily executed by the PM himself.
- The power to directly sanction or derogate laws, although this hasn't invoked since Nisea's establishment.
- The power to give and to issue commissions to commissioned officers in the Armed Forces, only in cases of Natural Disasters, Humanitarian Crisis or self defense.
- The power to command the Armed Forces. This power is exercised by the Duke himself of the Prime Minister.
- The power to issue, suspend, cancel, recall, impound, withdraw or revoke citizenship, whether it is full or honorary.
- The power to pardon any conviction.
- The power to grant, cancel and annul any honours.
- The power to make and ratify treaties.
- The power to declare the different states of the nation and act upon them in cases that involve the Armed Forces.
- The power to recognise states through the Ministry of Diplomacy and Foreign Affairs.

Foreign relations policies
Since the conflict involving 'The Pikael Doctrine' back in its first period, the Ministry of Government has looked forward to establish diplomacy only with micronations that are committed to be in the international behavior for a long time, alongside with those which are opposed to any sort of hostilities between entities.
Apart from that, Nisea has constantly stated that will automatically break any kind of diplomacy if an ally or friend state decides to declare war or publish that has any sort of conflict with them. A permanent zero-tolerance policy has been added to the wall of the Government Building, promoting that "Peace is the only goal, dialogue is the only way".
Culture
Language
The Community of Nisea a micronation with roots in Mexican-Atlian-Spaniard-Basque culture, boasts a diverse linguistic landscape reflecting its heritage and multicultural identity. The official languages of Nisea are Spanish, English, and Euskera (de facto), highlighting the micronation's connections to its historical and cultural origins. Additionally, Nisea embraces linguistic diversity by recognizing several regional and minority languages, including Catalan, Latin, Koine Greek, and Russian. This linguistic richness is a testament to Nisea's commitment to preserving its cultural heritage and promoting multilingualism. Efforts are underway to promote the use of Basque within institutions and government dispatches, reflecting the micronation's dedication to language preservation and inclusivity. While there are no specific characteristics or unique features distinguishing the languages spoken in Nisea, their coexistence serves as a testament to the micronation's vibrant and inclusive community.
