Anacapa
Anacapa, or more officially, Federated Decentralia, is a Minarchist/Voluntarist Micrononstate founded by Elijah M on May 3, 2021, with a voluntarily subscribed-to governmental organization fusing aspects of Monarchy and a Federated Democracy. This organization is entirely voluntary and those who do not consent to the government need not follow its edicts. The only rule that the government of Anacapa enforces on all is the rule that no individual may use force or manipulation against another or their property.
The nation is strongly influenced by the Mack Republic and its early constitution, as well as the Principality of New Eiffel, and the Feudal kingdom of the Chuntaro Clan. Anacapa is known for its stress on decentralization, federation, and "open source government". The Micronation features an "open source" constitution, is run using Linux operating systems in all government offices, and promotes open source alternatives to the modern internet in order to secure free internet, texting and calling, videosharing, Public knowledge, virtual entertainment, and personal security for all while still being fully Capitalist and driven entirely by the Private Sector. The country is both a Micronation and a prototype for a Libertarian/Voluntarist society.
The nation is also known for its ongoing conflicts with the US government and Internal Occupying Groups, and for having it's own system of measurement based on relations between the sun and fixed objects.

Territories and Government
The nation is divided into several Boroughs, each led by a "Borough Governor". Each Borough Governor directly controls the Police, Emergency Aid, and fire department in each Borough. All entities are funded voluntarily or run by volunteers. The Governors have most of the control over their borough, more than the President of the nation. The President though as a share of power over all the boroughs and controls the military almost single handedly, with the help of a "Central Colonel". Presidents serve until their death or stepping down. At this point a new leader can be elected by popular vote. The citizens may also choose to simply give power to the eldest of the president's children. The Nation is currently at war with the US government and internal occupying groups. Three areas of the nation are under disputed control/are occupied by one entity or another.
Departments
There are several governmental departments in Anacapa; the Department of the Presidency, the Department of Cybersecurity, the Department of Policing, the Department of Military Activity, The department of Charity and Welfare, And the Department of First Aid and Firefighting. Each Department has a different set of ranks and most are federated around the boroughs. The only department that is not decentralized or federated is the Department of the presidency which consists just of the President, President's aid, Borough Governors and the Presidential Diplomat. All Departments are filled by volunteers or those paid voluntarily.
Each Federated department has four layers. The Firsts, The boroughs, The Regionals, and The Centrals. For example there are "First Police", "Borough Sheriffs", "Regional Chiefs", and the "Central Lieutenants". The Department of Policing, though, is special, as the Regional Chiefs have a secondary role as a Judge in a court of law.
The Role of the Central President is to make sure the Government is running smoothly, To make sure no corruption exists, to declare war, to organize regions and boroughs, and to act as a judge in Major courts of law. He or she is not truly a central authority but rather a trusted Scribe, Fact-checker, and Delegator. The only other layer of the Department of the Presidency is the Borough Governor position, which has a similar role, only governors solely have power over the military if the president decrees that they must under a presidential order of war. The president also is tasked with filling all empty positions until they are filled.
All members of the government are required to live inside of the nation except for the central positions who can make sure departments are running smoothly from afar. These remote directors must be well versed on the nation and be reachable at most times.
Boroughs
There are five Boroughs that make up Anacapa, Each with their own distinct economies and leadership. From East to West; Eucalyptus Borough, East Agora Borough, Urbega Borough, Chucksborough (only Borough with an irregular name), and West Agora Borough. There are two regions that are occupied by the US government and/or Homeless camps that have either been ceded to an extent or purposefully untouched to avoid further conflict.
Offshore Territories
Anacapa claims ownership of 3 small offshore territories, two of which have an extremely low population and exist mostly as nature preserves, with the other lacking a permanent population. They are called Esper'Rancxo, Scorpia, and Villagio. Villagio is the most populated of the territories and is considered an "Occupied Region" rather than a Borough or a Territory by the government of Anacapa.
Ongoing Conflicts with the US government and Internal Occupation
South Park Borough
Prior to the formation of the nation, The US government had placed many restrictions on businesses the area, taxed heavily, and had given monopoly to certain rental and infrastructure-producing companies. Businesses were shutting down due to unnecessarily stringent Covid-19 policies. These policies and taxes as well as US infrastructure still exist in the area but are used and obeyed to a much lesser extent by Citizens of Anacapa. This widespread control over Anacapa by the US government is considered a partial occupation of the country as a whole.
During the Coronavirus pandemic a large cluster of Businesses shut down, and soon after the founding of Anacapa, the US government seized the land for police K-9 training and other uses, and handed it over to a real estate company. This was considered an act of terror and illegitimate annexing of land by the President, and in order to avoid conflict he allowed what he called "An illegitimate annexing of Anacapian territory by the also illegitimate state of the United States". The land annexed is still considered Anacapa by the nation's citizens, but the area is entirely out of the country's control, and is a restricted access area. The area is unofficially known as "South Park Borough".
On June 8, 2021, the city Anacapa resides within seized the land as eminent domain, and decided that it will be used to house homeless individuals who have refused both state and private aid, modeled after the "Tent Cities" of Seattle, Washington, in attempt to drive the homeless away from the city's downtown area almost already decimated by empty stores and homeless who have traveled to the city to reap the local government's "aid". In a private press meeting President Elijah declared that this action was a violation of Anacapian law, a direct attack on the area of Anacapa, and an act of war.
Prior to city intervention, Anacapa had a thriving market economy and was known as one of the most clean and peaceful areas in its wider region. The annexing of South Park Borough is seen as the first direct attack at the area and local economy.
"Hobo Strip"
Within the territory of Anacapa lies a group of Homeless Camps near a major freeway and intersection. The President of Anacapa declared that the US government property the camps reside on is an illegitimate claim, and that the homeless in that area, though known for frequent soliciting and damage to vehicles, still hold a more legitimate claim than the United States. The Anacapa government allows the homeless to reside on land officially designated as Anacapian, but does not accept their activities. The region is known unofficially as the "Hobo Strip", referencing its similarity in both shape and political situation to the Gaza Strip.
Nature Preservations
Anacapa has two nature preservations virtually untouched by the US government; East Eucalyptus National Park, and West Eucalyptus National park, both being creek areas where Oak and Eucalyptus trees are plentiful. They are controlled by no department outside of the president who decides where territories and national parks will lie.
Anacapa as a country is a strong proponent of naturalism and the Department of Charity and Welfare warns against the oversocialization, collectivism, mental illnesses, and lack of autonomy caused by dependence on technology.
System of Measurement (Suno)
Anacapa uses it's own system of measurement called, "The Suno-Tero Measurement System", Meaning "The Sun-Earth Measurement System" when translated from Esperanto to english.
Time
One Sunonian day is based on the time it takes for the sun to leave and return to its zenith on any given time of the year (24 hours). This time is cut into 4 Quadrants, "Sunrise, Midday, Sunset, and Midnight" or "Q1, Q2, Q3, and Q4". Each quadrant is broken into 4 Sunonian hours, Each broken into 100 Sunonian Minutes, each with 100 Sunonian Seconds, each with 4 Sunonian Microseconds, broken into 40 Sunonian Picoseconds.
One S-Hour translates to 1.5 Hours. One S-Minute translates to 0.9 Minutes. One S-Second translates to 0.54 Seconds.
Distance
Calculating distance is based on finding one "Suno" and multiplying from there. There have been Sunonian rulers and measuring tape made to replace the need for manual calculation.
in order to find one Suno, you must measure the length of your eye (Officially, this distance is one non-Sunonian inch), and measure the width of the sun with your fingers or another toon, from the distance of your eye, away from your eye. Put more simply, one Suno is the width of the sun measured from one inch away from the eye.
