The Cainteoir of the Parliament of Highland (also known as Speaker of Parliament) is the presiding officer of the Parliament. The position of cainteoir, has been vacant since 5 November 2023, when then President Aiden Sullivan Dissolved Parliament after turmoil in the government, a snap election will be held but has yet to determined when it will be held.
The cainteoir presides over the Parliament's debates, determining which members may speak and which amendments are selected for consideration. The cainteoir is also responsible for maintaining order during debate, and may punish members who break the rules of the Parliament. Cainteoir's remain strictly non-partisan and renounce all affiliation with their former political parties when taking office and afterwards.
The cainteoir does not take part in debate or vote (except to break ties; and even then, the convention is that the speaker casts the tie-breaking vote which results either in further debate or a vote for the status quo). Aside from duties relating to presiding over the Parliament, the cainteoir also performs administrative and procedural functions.
