Semi-constitutional responsive monarchy

Its the structure:

The monarch is at the top, it can be a king, emperor, prince, president, archduke, etc...

Below that are those with ranks, and at the bottom are the citizens. After the resignation or death of the leader, elections follow, and only those with ranks can participate in the elections. The contestants have one month to campaign and gain followers. Those participating in the election cannot vote, but the others can. Voting is not mandatory (because under the Electoral Semi-Constitutional Monarchy, no one can be forced to vote.) The candidate who receives more votes wins. Voting is secret. As long as there is no leader (in that one month), the Rank Republic comes into force, and only the members can have a rank. After the elections, everything returns to the original Electoral Semi-Constitutional Monarchy. The semi-constitution restricts the ruler until he applies for a national constitutional election, in which if he wins, he is exempt from the semi-constitution for a specified period of time.
