The United Federation of the Terra Excelsior Republic is divided into five self-governing "Republics" maintaining a moderate level of sovereignty. The Republics are not independent and are under the jurisdiction of the Excelsioran Federal Government but maintain their own political systems, governments, cultures, and even militaries.
