Sometime around 1979, Catheryn I ordered for a group of teenagers to vandalize her local town using tear-off flyers around her local area during the night, asking people to tear off a shred of paper to "register yourself as a citizen of Cathiania" in hopes of increasing the number of Cathianian citizens. The teenagers put up around 10 flyers at 3 different locations and once they checked back on the flyers a week later, a total of 26 shreds of paper had been torn off. Catheryn I deemed the operation "a success."
