The President of Askana, officially the President of the Askanan Republic, is the head of state and highest office of the Askanan Republic.
The President holds no direct executive power, but is more than a merely ceremonial figure as is typically the case with parliamentary systems: one of his most significant responsibilities is the promulgation of all laws enacted by the Parliament or the Government, with an alternative option to veto them that cannot be overturned.
Role
The Askanan Republic is a semi-presidential system. The Askanan president is invested with extensive powers. Although it is the prime minister of Askana and parliament that oversee and direct much of the nation's actual governmental affairs, the Askanan president wields significant influence and authority, especially in the fields of national security and foreign policy. The president is the supreme commander of the Armed Forces, holds the nation's most senior office, and outranks all other politicians.
The president's greatest power is his ability to appoint the prime minister. The president has the discretionary power to dissolve parliament when he sees fit (colloquially known as the "atomic bomb").
Powers
The president is granted some powers in accordance with their role as head of state:
- Functions as the Supreme Commander of the Armed Forces
- Dissolution of Parliament
- Appointing the Prime Minister and Other Cabinet Ministers
- Dismissing a Government
- Ability to Declare States of Siege and Emergency
- Declare War and Make Peace on Advice of the Government
- Promulgates/Signs or Vetos Laws or Decrees
- Ratifying International Treaties
- Hosting Referendums with the Advise of Parliament
- Appoints Diplomats and Accredits Foreign Diplomats
- Ability to Pardon and Commute Sentences
Election
The president is appointed by direct election every two years provided a government is currently formed to ensure the nation can still be managed. However, a president can resign calling a presidential election early or in instances of martial law or states of war, siege or emergency then the president may remain in office for longer than their term.
In some instances, if the President has the confidence of Parliament then they can seek to have their term extended by parliament.
There are no term limits to the office of president.
