October Letter
The October Letter also known as the Protection of our Republic Letter is a letter from the First President of the Arstotzkan Union advising the Senior Chairman of the Department of National Defense on actions needing to be taken in an effort to better relations with New Zealand and place the Arstotzkan Union in a good stance for the inevitability of a third world war.
The October Letter lead to the formation of the House of Representatives Presidential Select Committee on New Zealand Relations and the Department of New Zealand Affairs.

It has been brought to the attention of many of us here in the Office of the Presidency and the Arstotzkan Union that the possibility of a third world war or significant global conflict is on the horizon. It is my belief that we need to protect the righteous freedoms and democracy everyday Arstotzkan's have in our great socialist republic.
The possibility of this global conflict is so high that as our Kommondant that we need to be ready to launch Arstotzkan troops into conflict zones, that does mean the Arstotzkan Union Defense Forces will go against a major modern military and it is my belief that we can work to become a formidable force in the war.
That is why it is my idea to lead you onto two points Comrade. Firstly the establishment of a joint protection alliance with New Zealand similar to the Tauranga Allied Micronational Treaty Organization, call it something like the Arstotzkan - New Zealand Defense Pact.
Second, as you are a General well versed in combat (Second Civil Conflict and Operation: Foreign Destruction) I would like to promote you to the position of Commander of International Arstotzkan Combat Troops. This is for in the event the Third World War breaks out that we need a second Commander. That job will belong to you Comrade Chairman.
