The National Council is the unicameral legislature of the Federal Republic of Aarland. It consists of 5 members: 4 heads of administrations and the head of the Federal District. According to the Constitution of Aarland, the Federal President acts as the speaker of the Council, but has no voting rights unless he holds a position as a head of one of the administrations.
