The Moutere Hapori Administrative Region Act 2023 is an Act of Assembly that creates the Moutere Hapori Autonomous Administrative Region, which is the new name for the Arstotzkan Union's claim to the disputed territory of Rat Island.
This comes after the passing of the Arstotzkan Territorial Sovereignty Act 2023 which reproclaimed Arstotzkan sovereignty over Rat Island, claiming that the invasion by the Empire of the Benereich was in violation of international law and their claims to the island are illegitimate.

The Moutere Hapori Administrative Act is a legislative document that establishes the Moutere Hapori Administrative Region within the framework of the Arstotzkan Union. Enacted to redefine the governance and status of the territory, this comprehensive legislation comprises four parts, each addressing distinct aspects of the region's establishment, governance, federal oversight, and legal application.
Part 1: Establishment of Region
This section initiates the transformation of the Krysinyy Ostrov Territory into the Moutere Hapori Administrative Region. It not only changes the region's name but also elevates its status from a Territory to an Autonomous Administrative Region (AAR), thereby altering its administrative designation.
Part 2: Governance of the Moutere Hapori Administrative Region
This part outlines the structure and functions of the governing apparatus in the Moutere Hapori Administrative Region. It establishes the Executive Council as the governing body, led by an appointed or elected Executive Councillor with specified powers. The Executive Council operates as a unicameral legislative body composed of two members, subject to appointments and removals by higher authorities.
Part 3: Matters relating to the Arstotzkan Federal Government
This section delineates the distribution of powers between the Moutere Hapori Administrative Region and the overarching Arstotzkan Federal Government. It grants the federal government diplomatic authority over the region and asserts control over various security and defense entities.
Part 4: Application of federal law
The final part of the Act ensures the integration of the Moutere Hapori Administrative Region into the legal framework of the Arstotzkan Union. It mandates the retroactive application of all laws created by the Arstotzkan Union to the region, including the constitution and citizenship rights.
