The Monarchy of Mediolaurentia also known as the Mediolaurentian monarchy is the institution of the elected sovereign of the High Kingdom of Mediolaurentia, legally referred to as The Crown that bears the dignity equivalent to that of High King. The institution is a later implementation of the unsuccessful High King of Amicae proposed a year prior. The High King is elected by the Consistorium and serves indefinitely. It is vested with certain supervisory powers over all of its constituent countries, and with limited direct power over the central government.
Election
The election of the monarch is determined in the constitution, specifically chapter II B which mandates that an election shall occur whenever the crown is vacant, whenever the consistorium deposes the monarch by majority vote, or whenever the senate does by supermajority vote of three fourths of all members. The process of election is not elaborated much upon but it is mandated that the sovereign has the confidence of the consistorium, so that the process does not matter as long as long as a person can be decided upon. The election shall be administered by the departing sovereign if applicable, but otherwise may be administered by the archchancellor.
Eligibility
The constitution presents a few requirements of eligibility, notably that the elected is required to be a monarch over a constituent country. Despite the consistorium being open to republican heads of state, said persons are not eligible to be the head of the union however this is yet to be challenged as there are no republican heads of constituent countries currently. Monarchical heads of state are not allowed to be candidates if they are represented under a regency at the time of the election. Other requirements include:
- Be 15 whole years of age.
- Reside within the borders of the realm.
- Have proficiency in the English language.
Inauguration
After the sovereign has been determined by the consistorium, that is to be interpreted as the whole institution can by majority vote affirm their agreeance upon a constitutionally eligible member, the sovereign officially accedes. From this point onwards the sovereign has 48 hours to take oral oath before the archchancellor or an envoy thereof and another person who must be either a minister, member of the senate or of the consistorium. If the oath cannot be taken in time, the election must restart. The only inauguration to date was that of Alexander I on 29 July 2022 in a video conference with the archchancellor and king of Northwood-Oregon.
Powers and duties
The sovereign is the head of state of Mediolaurentia, and also of a constituent country. In the capacity of the former, they carry a collection of somewhat defined responsibilities both ceremonial and practical. Though practical and political decisions can be taken by the monarch at their discretion, they are most often encouraged to consult the consistorium for advise. Powers and duties of the sovereign come with the given related addenda that they hold a rank above any other constituent head of state, and that they are granted union-wide legal immunity.
Ceremonial
§6 (first period) of the constitution states:
The Crown represents justice, permanence, equity and unity.[1]
- Fons honorum – The sovereign is the fount of honour of matters pertaining to the realm, meaning that the sovereign in its inherent capacity cannot grant titles such as hypothetically Duke of Queensland (a city of Northwood-Oregon) as this title can be construed as infringing upon the sovereignty of Northwood-Oregon, but may grant such titles as hypothetically Count of the Realm. This is outlined in §12 of the constitution.
- Fons iustitiae – Though the constitution doesn't state the same, the statutes of the Court of Chivalry, its existence a product of the monarch's capacity as fount of honour, states also that the monarch is the fount of justice though this can only be applied to said court, which is largely ceremonial in opposition to the more influential and powerful Administrative and Constitutional Court
- Defender of the Realm – The sovereign is also designated with the defence of the whole of the union in accordance with the constitution's §13. In that the union has no defence forces, this is a completely ceremonial function.
Title and style
Though Mediolaurentia is legally called a high kingdom, the title of the sovereign is left constitutionally ambiguous as long as it carries the same rank of a high king (i.e. king of kings or great king). The title of the sovereign is announced by proclamation of the Consistorium in pursuance of constitutional recommendations, though the only time this has happened is for the proclamation of Alexander I in which he formally chose the title of High King.
